Your continued support is essential as we move forward. On behalf of the Bass Lake (Oro-Medonte) Ratepayers Association, I am requesting financial and general support in 2008 from the Township of Oro-Medonte for various initiatives that are of priority to preserve the wellness of Bass Lake. At tiYis time, we estimate total funding of approximately $10,000 to be required from the township by Bass Lake (Ora-Medonte) Ratepayers Association in 2008. Details as follows: 1) Dam on Bass Lake at the North River a) We require funding estimated at $4000 - $5000 to repair the darn in the spring. Part of the dam is tilting and we are worried it may collapse. We have not received estimates as of yet, and are prepared to do this in the spring. Approvals from the township and the appropriate conservation authorities will be required to complete this re-build. b) We would like to investigate the possibility of Oro-Medonte township covering the cost of insurance far the dam estimated at $200 per year or for the Township's insurance policy to cover this risk. If approved, we would submit our bill for 2007 and 2008 insurance costs of approx $400. We respectfully ask for a stipulation to the above requests: Bass Lake (Oro-Medonte) Ratepayers Association will retain full control over the dam and Oro-Medonte Township will not interfere in our Provincially granted management rights, in any way, shape or form. 2) Environmental Priorities We request funding of $5000 to move forward various initiatives for the preservation of the lake and its surroundings and the enjoyment of the lake by its residents. This may entail hiring outside parties to assist us with our plans. Our new Bass Lake Stewardship committee is currently developing specific priorities. Our focus is a) Wetland preservation b) Management. of geese and duck population and construction of a floating loon nesting platform c) Overall health of the lake (fishing, water quality) d) Shoreline protection and development (treecutting & restoration of shoreline) 3) Ruyter Lands a) Request: Ora-Medonte Township to conduct an "official study" to determine the impacts of any harmful leaching of contaminants into Bass Lake or the surrounding wetlands on or near Shawn Ruyter's property at the end of Ward Avenue. Should leaching of contaminants be found, the fill will be removed from these lands at Ora-Medonte Township's expense. This is an outstanding issue that is of concern to all Bass Lake residents and the general public at large. r ~i~r~nn~ i Page ? of 2 ,,.. Approximately 2 years ago, old road pavement and other materials were dumped into an environmentally protected area near the lake at the end of Ward Avenue. This was done by township trucks who filled in wetlands on request of the owner of the lands, Shawn Ruyter. We have appealed to various authorities to have this fill removed as we believe it may have a harmful leaching effect on the lake, but unfortunately our efforts have not been successful. This is very frustrating far a community that is focused on protecting the environment. Your support would be appreciated to provide us with documented proof that the lake, its surroundings and habitat for wildlife are not being harmed by 1) leaching of the fill and 2) filling in of the wetlands on the Ruyter property. b) We also ask far your support to deny requests for any type of development on these environmentally protected lands. These wetlands are protected and are essential to the Lang-term preservation of Bass Lake.We do not wish to see any harmful alteration, damage ar destruction of fish or wildlife habitat. Three Shipping Containers:.. We are looking to purchase up to 3 shipping containers approx 8 feet X S feet X 40 feet long. We are planning to use them for storage of artifacts and as a temporary display area to place on the new land adjacent to the African Church. We are looking to make copies of Jadeen's Black History display and other things, to enhance a visit to the African Church. We may open the church a few more times each summer and wish to give visitors more information on the local blacks. We would continue to use the Porto Potty, as it will not be used for a meeting hall, as we envision one use of a future Interpretive Centre. We would like to park one container at the Township shed, where it can be monitored. We have not asked Jerry, but if it is a problem, we have had an offer from a fair board member. With a third container, we considered associating it with the display unit at the church. Depending on the fragility of items, we may eventually need to add climate control to one unit. Most of our items just need to be rodent free and secure, hence containers versus school portables. It was mentioned that we need plumbing and heating by the engineers, but school portables seldom do and the house 30 students for an hour at a time or more. There was also a concern over snow load, but they will be entered mostly in summer, as we never had heat at the church site. If they handle weather on deck of a ship, stacked several deep, traveling across the Northern seas, that will not be an issue, because of the varied weather susceptible cargoes they carry. We or you ,can check with the suppliers and their engineers if you need verification. A foundation was also mentioned, but they are movable. They are designed to be suspended by 4 to 6 cables when loaded with 40 tonnes of cargo, onto a ship. We suggest they be set on gravel and one half height of blocks to let them ventilate. Wooden ramps could be constructed for wheelchair access at the display unit, as they are close to ground level. Solaz panels and a battery unit could be added to the display unit for simple lighting at the church site. We will need to add a crash door at each end of the display unit for fire exit. I have considered adding a framed in area at the front door so we could put a simple door and add window space, but leave the steel door in the end for security. Depending on how the steel sweats, we may need to strap and insulate the display unit, and a simple wall covering, may enhance the display area. It is unlikely to sweat if there is no inside heat source, if we even leave display items over winter. THE CORPORATION OF THE TOWNSHIP OF ORO-MEDONTE BY-LAW N0.200$-032 BEING A BY-LAW TO CONFIRM THE PROCEEDINGS OF THE SPECIAL COUNCIL MEETING HELD ON WEDNESDAY, MARCH 5, 2008 THE COUNCIL OF THE CORPORATION OF THE TOWNSHIP OF ORO-MEDONTE HEREBY ENACTS AS FOLLOWS: 1. THAT the action of the Council at its Special Council Meeting held on Wednesday, March 5, 20Q8, and in respect to each Motion, Resolution and other actions passed and taken by the Council at its said Meeting is, except where prior approval of the Ontario Municipal Board is required, hereby adapted, ratified and confirmed. 2. THAT the Mayor and the proper Officials of the Township are hereby authorized and directed to do all things necessary to give effect to the said action ar to obtain approvals where required and to execute all documents as may be necessary on behalf of the Council of the Corporation of the Township of Oro-Medonte.
