Motion No. GW071121-3 Moved by Crawford, Seconded by Agnew It is recommended that the correspondence dated October 12, 2007 and verbal information presented by Angelo Orsi, The Orsi Group of Companies, re: Soccer City, Committee Request, Severn Township Recreational Site be received and that Shawn Binns, Manager of Recreation and Community Services, be appointed the Township of Oro-Medonte representative on the Soccer City Committee. Motion No. CW071121-4 Moved by Coutanche, Seconded by Hough It is recommended that the correspondence dated November 9, 2007 from Bruce Campbell, President, Oro-Agricultural Society, re: Boundary Adjustment Request be received and referred to staff far inclusion with the report on this matter. Carried. Page 2 Committee of the Whole Meeting -November 21, 2007 b) Municipality of Morris-Turnberry, correspondence dated November 8, 2007 re: Motion, Proposed Tire Disposal Rebate Program. Motion No. CW071121-5 Moved by Evans, Seconded by Crawford It is recommended that 1. The correspondence dated November 8, 2007 from the Municipality of Morris- Turnberry, re: Motion, Proposed Tire Disposal Rebate Program be received. 2. And Whereas, Waste Diversion Ontario and Stewardship Ontario, in collaboration with the Ontario Ministry of the Environment, have implemented Ontario's Municipal Blue Bax program, which financially supports the recycling of materials. 3. And Whereas, tires are now being stockpiled, burnt and disposed of on roadsides and lots throughout the Province, which creates additional work far public works crews and an unpleasant appearance of our landscape in the Province. 4. And Whereas, tires can be recycled into useful products, e.g., hard surface products for roads and highways and waste products for incineration plants. 5. And Whereas, a tire rebate program would provide an incentive to recycle tires. 6. Therefore, Be it Resolved That the Council of the Township of Oro-Medonte request that the Province seek to develop a program that will provide a rebate for tire disposal, either a new program or an enhancement to the current Stewardship Ontario program; 7. And Further That the Premier, the Minister of the Environment, Garfield Dunlop, MPP, Simcoe North, the Gounty of Simcoe, the Association of Municipalities of Ontario and the Municipality of Morris-Turnberry be advised of Council's decision. Carried. Motion No. CW071121-6 Moved by Haugh, Seconded by Evans It is recommended that the Township of Oro-Medonte requests that the Minister of the Environment provide an accounting of the fees currently collected from tire sales and the dispersal of these fees; and that the Premier, the Minister of the Environment, Garfield Dunlop, MPP Simcoe North, the County of Simcoe, the Association of Municipalities of Ontario and the Municipality of Morris-Turnberry be advised of Council's decision. Motion No. CWO?1121-7 Moved by Hough, Seconded by Coutanche It is recommended that 1. The verbal information presented by Doug Irwin, Clerk, re: Annual Council Appointments, Site Plan Control Technical Support Group and Recreation Technical Support Group be received. 2. That Councillor Allison and Councillor Evans be appointed as the Council representatives for the Site Plan Control Technical Support Group fora 15 month period commencing March 1, 2008. 3. That Councillor Crawford and Councillor Coutanche be appointed as the Council representatives for the Recreation Technical Support Group for 2008. 4. And Further That the Clerk bring forward the appropriate by-law for Council's consideration. Carried. b} Report No. TR 2007-22, Paul Gravelle, Treasurer, re: Statement of Accounts, October, 2007. Motion No. CW071121-8 Moved by Agnew, Seconded by Crawford It is recommended that Report No. TR 2007-22, Paul Gravelle, Treasurer, re: Statement of Accounts, October, 2007 be received; and further that the accounts for the month of October, 2007 totalling $1,424,890.22 be received. Carried. e) Councillor Crawford, discussion, Nottawasaga Valley Conservation Authority (NVCA) Draft Budget. Motion No. CW071121-11 Moved by Agnew, Seconded by Coutanche It is recommended that the motion with respect to the Nottawasaga Valley Conservation Authority (NVCA) 2008 Draft Budget be deferred pending further information. Defeated. Motion No. CW071121-12 Moved by Hough, Seconded by Evans It is recommended that the Council of the Township of Oro-Medonte advises the Nottawasaga Valley Conservation Authority that the NVCA 2008 draft budget overall increase of 8.19°lo is unacceptable and will not be supported by the Township of Oro- Medonte; and further that the NVCA be notified immediately. That the tender contract for Snow Removal at the Ora-Medonte Administration Centre be awarded to Ron Burton and Sans far a total amount of $27,825.00 (including G.S.T.} for the winter seasons of 2007-2008, 2008-2009 and 2009-2010." with "2. That the tender contract for Snow Removal at the Oro-Medonte Administration Centre be awarded to Ron Burton and Sons for the winter season 2007-2008 in the amount of $7,875.00 plus GST." Carried. That the tender contract for Snow Removal at the Ora-Medonte Administration Centre be awarded to Ron Burton and Sons for the winter season 2007-2008 in the amount of $7,875.00 plus GST. 3. That the tender contract for Snow Removal at the Oro-Medonte Community Arena be awarded to Orval E. Hutchinson for a total amount of $16,495.50 (including G.S.T.) for the winter seasons of 2007-2008, 2008-2009 and 2009-2010. 4. That the tender contract for Snow Removal at the O.P.P. building be awarded to Don Woodrow for a total amount of $6,275.20 (including G.S.T.) for the winter seasons of 2007-2008, 2008-2009 and 2009-2010. 5. That the tender contract for Snow Removal at the Moonstone Fire Hall be awarded to Lau Mason for a total amount of $10,572.44 (including G.S.T.) far the winter seasons of 2007-2008, 2008-2009 and 2009-2010. 6.
