I am forming a committee that will hopefully be comprised of Severn Township, City of Orillia, Oro Medonte, along with community partners such as Georgian College, Lakehead University, private and public sports groups. The focus is an 80 acre site in Severn Township which highlights 40 acres of soccer recreation inclusive of 4 senior playing fields, 4 junior playing fields, 1 indoor senior playing field. We also have provisions to include a twin pad hockey rink. We would like to have the opportunity to make a deputation to Oro Medonte Committee and ask you to arrange this for me. If you require any information please call me so I can discuss or meet with you in advance. The reason for this request is to enable the Fair Board to have direct access from the 7`'' Line to the Fair Grounds Property. Site visits and discussions have already taken place with Jerry Ball and a number of council members. Hence, the details of this request already known. Sincerely ~--~ '~ Bruce Campbell President Oro Agricultural Society s6 November 8, 2007 Municipality of Morris-Turnberry The Council of the Municipality of Morris-Turnberry, at a meeting held on November 6,2007, adopted the following resolution: "Whereas, Waste Diversion Ontario and Stewardship Ontario, in collaboration with the Ontario Ministry of the Environment have implemented Ontario's Municipal Blue Box program, which financially supports the recycling of materials; `And Whereas' tires are now being stockpiled, burnt and disposed of on roadsides and lots throughout the Province of Ontario, which creates additional work for public works crews and an unpleasant appearance of our landscape in this beautiful Province of Ontario; `And Whereas' tires can be recycled into useful products; eg: hard surface products for roads and highways and waste products for incineration plants; `And Whereas' a tire rebate program would provide an incentive to recycle tires; Therefore, be it resolved that the Council of the Municipality of Morris- Turnberry request that the Provincial government seek to develop a program that will provide a rebate for the tire disposal, either a new program or an enhancement to the current Stewardship Ontario program; And further that copies of this resolution be forwarded to the Premier of the Province of Ontario, the Minister of the Environment, local members of parliament, and the Association of Municipalities of Ontario for circulation to all municipalities in Ontario, requesting their support." Re: CraiQlrurst Secondary F/are - Communih~ Concerns a r~t~~~ ~- , C~ €__~ We are writing to request an opportunity to meet with the Planning Advisory Committee to share same significant concerns we have about the Craighurst Secondary Plan. These concerns are based on the information provided at the recent Tawn Hali meeting held at the Craighurst Community Centre coupled with a review of previous planning projects which have been undertaken by the Township. , We understand that the Committee has a meeting scheduled for November 26`h We feel that this meeting presents an important opportunity to outline the issues from our vantage point and have interaction with the Committee prior to a formal Deputation which we will request shortly following November 26`". The timing is critical. It was indicated at the last Town Hall meeting that the next public meeting is planned for sometime during December. The material below outlines the aspects of the Plan which we feel merit attention at this time. This is in an abbreviated format. We will be prepared to elaborate at the meeting. The key matters which we would like to address are: A) Process for Public input • Inadequate notice of Oetober 3`d meeting • No meaningful opportunity for constructive interaction. • Fast track to final approval • Public not involved in current «rork in advance of next public meeting • Work plan currently being done by Township staff, Consultant and proponent's representatives B) Linkages with other jurisdictions • Timing of completion of Craighurst Plan ahead of County Plan (June 2008) and the Provincial directive (June 2009) • Risk that Craighurst Plan is not aligned with County Plan. • Little/no opportunity to interact with/gain synergies with adjacent Townships • Craighurst Plan presented independent from nearby Village of Horseshoe planning • Plan silent on planning activity/status in other Hamlets within Township • Plan will result in disproportionate growth within the Township when compared to other Hamlets • Plan does not reflect the guiding principles set forth in the Provincial and County growth management plans, which principles suggest serious consideration be given to the option of no additional growth beyond current settlement areas C) Alignment with previous planning activity • Oro-Medonte Settlement Strategy completed May 1 S, 1996 contemplated 100 new lots • Oro-Medonte Official Plan as approved by Simcoe County andlor the Ontario Municipal Board as of January 24, 200 directed that lot size to be with minimum of 0.4 hectares (1 acre) and a maximum of 2.5 hectares (2.5) acres • Ontario Growth Plan for the Greater Golden Horseshoe effective June 16, 2006 specifies that a settlement area expansion may only occur as part of a municipal comprehensive review which meets several important criteria. Does this mean that OMB approvals were secured between June 2006 and January 2007? • Documents state that `There will be pressure to develop the Craighurst area." From whom? • Area now planned approximately double than described in Township's Official Plan • No clear rationale as to why the settlement area for Craighurst that was so recently approved needs to be expanded now • Pace of Craighurst Plan dramatically ahead of other Hamlets within the County • The current Official Plan designates Hawkstone as the major centre for growth with increases in industrial and commercial activity to occur along the Nighuray 11 corridor. • Material tabled as described in Meridian letter of May 8, 2007 and not publicly communicated until October aid recommends a minimum population of 2,500 (up to 870 housing units) coupled with non-residential developments and infrastructure needs, thereby transforming Craighurst from a Hamlet to a Town • Full municipal water and sewage required; the Pian does not demonstrate any careful consideration of the long term maintenance costs of increased infrastructure and impact on property taxes and property values on current residents • Vehicle traffic on Horseshoe Valley dramatically increased beyond current levels; the road is already a heavy travelled route from Stayner to Orillia. • Is inconsistent with many significant environmental considerations identified in the Official Plan does not demonstrate the environmental leadership we expect from this Council 2 Proposal Slow dawn the pace of the Secondary Plan process. Garner input from within in a collegiate, collaborative process with the other stakeholders: residents, major landowners, developers, the Conservation Authorities, school boards and the County. Midhurst has adopted this approach under the leadership of the Planning Department. 'The process entails workshops with all stakeholders, a process which began the week of November ,. 12`h. We believe this will be much more effective than the current approach. All stakeholders will contribute. The end result will cause all constituents to feel the outcome best meets their collective needs. The interaction will minimize confrontation wherein people come away from the process feeling that some have `won' and some have `lost'. Moreover it will also permit new Council members to contribute more fully to the Plan which they essentially inherited from the previous Council. ' We are in the process of recruiting more people so as to broaden public input and participation. Those included need to be individuals who did not receive notice of the October meeting. We would appreciate your response to our request soon, so that we can be properly prepared far the meeting on the 26`h.
