LSRCA Chair Virginia Hackson shared the selection process for choosing the candidates for SPC Chair. • The position was advertised in local media and our website. • A list of questions was prepared by the Hiring Committee for the interviews. • The Hiring Committee was comprised of Virginia Hackson, Chair LSRCA, Phil Sled, Mayor of Severn Township, Fred Nix, Chair NVCA, Don Goodyear, SWP Manager, and Susan Richards, Human Resources at NVCA. • Five candidates were interviewed • Three candidates were recommended to the Minister. • Councillor Dollin resigned from the LSRCA BOD to accept the position as per Clean Water Act legislative requirements. Presentation on the SWP Program: • Don Goodyear provided a presentation that included an update on the SWP program for this region, timelines, governance, Source Protection Authorities, SPC composition, regulatory deadlines, terms and vacancies, operations, and roles and responsibilities of the SPC. • There are seven municipal seats available on the SPC • The Source Protection Region has been divided into groups by watershed per the regulation and municipal direction from the June 7`h consultation in Orillia • There are two seats for municipal members from the LSRCA watershed group • Don indicated that the regulation requires self - selection for municipal SPC members, which translates to council resolutions (from all municipalities in the grouping) in support of a selection process or in support of a candidate. In the absence of a council resolution, the Source Protection Authority may appoint municipal members to the SPC. • The following questions were asked following the presentation: Page 1 of 3 Questions and Answers following the presentation: Q. If an individual on the committee no longer works for the municipality, what happens then? A. Vacancies will be filled in the same manner as the original process of appointment. If someone is not re- elected then it's up to the municipality if they want to continue having them represent them on the SPC. Q. Do the representatives have to have technical expertise? A. No, but need to understand scientific concepts that will be presented and therefore a background in these concepts would be helpful. Q. How will the 'other' category self - select, since there are several sectors in that category? A. All applications will be reviewed by the Striking Committee for appointment to the SPC. Q. Does the upper tier municipality's choice knock out the lower tier within their group? A. No, all municipalities within the group are eligible to apply. Q. Can an elected official apply under their own interest if not under their municipality? A. Yes they may if they fit the criteria of work or live in the municipality. Q. Gayle asked if anyone had any further criteria to include in the process. A. A suggestion to include 'a demonstrated interest in source water protection or related field' in the selection criteria. Discussion on Municipal Appointments: ■ Interest to sit on the SPC shown by: 1) Durham Region, Dave Marquis 2) York Region, Debbie Korolnek 3) City of Barrie, Stewart Patterson 4) Simcoe County (no candidate named yet) 5) Oro - Medonte, Sandy Agnew • Ken Becking, City of Kawartha Lakes will bring this matter to his council for a resolution on where they want to direct their efforts. • The other groups, NVCA and SSEA have decided on an election process whereby the municipalities passed a resolution supporting the election process, designating a voting representative, and confirming they agree the election constitutes self - selection (sample attached) ACTION: Send the group the presentation provided today in a regular size format for legibility. Page 2 of 3 Timelines for council resolutions: • Some municipality's council meetings will not meet in time to accommodate the provincial deadline to provide their resolution for SPC representation. • Gayle Wood suggested that we may be able to apply for an extension from the province if no other solution is found. ACTION: Don and Gayle to speak with the Province on a possible extension for having the SPC in place for our region until December 2007, • if an extension is granted, write a letter will be sent to municipalities to inform them of the extension and notify them of the interested parties noted today, and ask if their are any other individuals interested in sitting on the SPC, • if no extension is granted, work directly with staff at those municipalities with a timing issue to bring the issue to council for consideration via correspondence. The following procedure was discussed and received approval by the municipal representatives of the LSRCA Source Protection Authority: 1. Two representatives to be selected from the LSRCA area municipalities, to sit on the Source Protection Committee. (See attached map of region) 2. Municipalities will provide the name of their representative for the purpose of selecting the 2 persons for the Source Protection Committee (SPC) to Gayle Wood, CAO /Secretary Treasurer, LSRCA, by resolution, or letter or direct contact prior to the selection meeting. 3. Municipal selection meeting to be held December 6, 2007 at 2:00 p.m. to 4 pm at the LSRCA Office in Newmarket. 4. All Upper and Lower Tier Municipalities are invited to participate from within the LSRCA municipal area as per the list appended to these minutes. 5. Selection should follow the normal procedure for electing LSRCA Board Members to the Executive including: • Appointment of Election Conductor — Gayle Wood, CAO, LSRCA • Nomination of Candidates, the attached nomination form is to be submitted to Gayle Wood, CAO /Secretary Treasurer, LSRCA prior to the election. The CAO /Secretary Treasurer will make available "On Table" at the beginning of the selection meeting the nominations received. Nominations will be accepted with a mover and seconder from the slection meeting floor, prior to closing of nominations. • Appoiintment of Scrutineers, will be appointed at the meeting by the municipal representatives. • Candidate presentation - a candidate or their mover and seconder may speak for 4 minutes to the position. • The election will be by either single or a second ballot depending on the number of candidates, as directed by the municipal representatives at the selection meeting. • Up to 2 names may be placed on each ballot. • For tied candidates a runoff ballot will be completed for the tied candidates only. • The top two candidates will be declared the two municipal representatives. All runners up will be recorded in the order of their votes received, with the 1St runner up having received the most ballots. As discussed in the meeting, I will be raising the issue of the minimum 1,000 passengers per year over 3 years requirement to access the Airport Capital Assistance Program (ACAP) with the Minister of Transport, Lawrence Cannon, in the coming weeks. In doing so, I hope to determine whether there is any ability on the part of the Ministry to exercise discretion with the requirement. I have also directed my Special Assistant, James Nicol, to research into whether there are any further programs that LSRA could qualify for in order to meet the immediate needs of the airport. He will be reporting his findings to me, and I will convey them to you and the LSRA Authority at the earliest convenience. With the fall harvest well underway and many farm vehicles on the roads, we feel that an update of all the road signs that warn the driving public of Slow Moving Vehicles is required. The "OrangeTriangle" is not recognized by as many drivers as it once was. Therefore, if the signs could be updated or installed along roadways, as soon as possible, it would be greatly appreciated. Our second concern, is with the amount of development and road construction which is happening throughout our county, that very little thought has been given to the Agricultural community. We would like to see an Agricultural Advisory Committee established in all of the Townships in Simcoe County. These committees could then be consulted on matters which affect the Agricultural community. We look forward to working with you in regards to our concerns. Box 100 Oro, ON LOL 2X0 Re: Line 5 North abutting Oro Hills Estates Mayor Hughes and Members of Council, 1 9 't009 r 00"-TS 6d We understand that Mr. Suwala, owner of lands adjoining the southerly boundary of Oro Hills Estates ( OHPOA), is contemplating improving Line 5 between the N/E corner of his property and Horseshoe Valley Road to bring the existing summer road up to standards for year round use and maintenance. We further understand that the top of hill nearest Horseshoe Valley Road would have to be cut to address grade and safety issues and that the fill, or part thereof, generated by the cut may be placed on the valley portion of road. At the OHPOA General Membership meeting of Oct 22, 2007 it was decided to make the following initial request of the Township: a.) Provide OHPOA with more detailed information and drawings including existing and proposed grades at centre line of the road on those parts of the road abutting Oro Hills Estates b.) BETWEEN: THE CORPORATION OF THE COUNTY OF SIMCOE hereinafter called the "County" OF THE FIRST PART; - and— NORTH SIMCOE ALL TERRAIN VEHICLE CLUB hereinafter called the "Association" �e -3 WHEREAS the Municipal Act 2001, authorizes the County to enter into agreements for the use of County property; AND WHEREAS the County is the owner of County Forest Lands, throughout the County; AND WHEREAS the Association is desirous of entering into an agreement whereby it would be entitled to use, operate and maintain All Terrain Vehicle (ATV) trails and/or bridges on the Properties known as the Simcoe County Forests as specified in "Schedule A" attached; AND WHEREAS the County passed By -law No. 5476, dated March 27`x', 2007, consenting to the entering into of this agreement; NOW THEREFORE in consideration of the covenants and agreements herein contained the parties agree as follows: DEFINITIONS Use is limited to and means the following activities: (a) Operation of ATVs on designated trails and bridges on the Property; (b) Operation of ATVs off of designated trails on the Property, where authorized by County staff, to conduct volunteer patrols or stewardship activities; (c) Monitoring use of the designated trails and bridges on the Property by the public; (d) Mapping, signing, or maintaining designated trails and bridges on the Property. Maintain means acts of repair and prevention of decline of the trails and bridges and includes all expenses related thereto. I . This agreement is effective as of the date hereof and remains in effect for 1 year (the "Term ") unless otherwise terminated pursuant to paragraph 12, 13 or 14. 2. All recitals herein contained are deemed to be true, and form part of this agreement. 3. The County consents to the Association maintaining, using and operating ATV trails on County Property including the promotion of the Simcoe County Forest Code of Conduct. 4. The Association is responsible for all costs relating to maintaining, using and operating ATV trails and/or bridges. IT-e - � 5. The Association agrees that the County has no obligation to maintain or repair the trails and/or bridges. 6. The Association acknowledges that all trails and/or bridges must remain open to the public and the public shall be allowed to use them without any fees being charged by the Association. 7. The Association acknowledges that neither it, nor any of its members, employees or agents shall cut any trees, branches or brush without the approval of the County. Furthermore, the Association agrees that if the County consents to any cutting, such cutting must be completed so as to create as little damage to the natural vegetation as possible. Such consent shall be obtained from the County Forester or, in that person's absence, the County Forest Technician and can be either written or verbal consent, at the discretion of the County. 8. The Association agrees that any cutting or other damage that, in the opinion of the County has been caused by the Association or its members, employees or agents without the consent of the County shall be rectified at the Association's expense upon written notice by the County. 9. The Association shall be responsible for posting signage on all ATV trails and/or bridges as required by the Association or as requested by the County. All signage shall be posted at the expense of the Association. 10. The County acknowledges that the Association will monitor the use of the trails and bridges on the Property by employing trail patrollers to promote the Simcoe County Forest Code of Conduct. 11. The Association agrees to indemnify and save harmless, and waive all rights against the County from and against all suits and claims for loss, damage, accident, death or injury of any nature or kind whatsoever arising out of or connected with the construction, maintenance and operation of the trail and/or bridges and arising from the use of the ATV trails and/or bridges by the Association, it's members, employees, agents, or any other person using the trails and/or bridges. 12. If any term of this agreement is breached by the Association then, at the option of the County, this agreement may be terminated immediately upon written notice by the County. 13. In addition to the right of termination under paragraph 12 above, the County may terminate this agreement for any reason on sixty (60) days written notice. 14. The Association may terminate this agreement upon thirty (30) days written notice to the County. 15. The Association shall obtain liability insurance in the amount of not less than Five Million Dollars ($5,000,000.00) showing the Corporation of the County of Simcoe as an additional insured for insurance against all damages or claims for damages or liability. The Association shall maintain the above -noted insurance policy in effect throughout the term of this Agreement. A copy of this policy is to be provided to the County within thirty (30) days of the signing of this agreement. 16. The County acknowledges that the ownership of bridges shall remain with the Association with unlimited access to the County and all other parties provided that maximum weight capacities are not exceeded. 17. The Association agrees that upon completion of the bridges it will restore the lands surrounding the bridges to a state which, in the opinion of the County, is as good as or better than the original condition prior to construction. 18. The Association agrees that the costs of enforcing or releasing this agreement or any other r-' documentation relating to the carrying out of this agreement shall be at its sole expense. 19. This Agreement shall constitute the entire agreement between the parties and the parties further acknowledge that there is no representation, warranty, collateral agreement or adverse condition affecting this agreement other than as expressed herein in writing. 20. Retainer - That their firm has been retained by the Developers-to act as Consulting Engineers for Heights of Moonstone. 2. Terms of Retainer - The terms of their retainer with the Developer as follows: a) Plans and Specifications - Prepare plans and specifications for the construction of Township services; b) Cost Estimates - Prepare cost estimates for the Township services to be constructed from the drawings; c) Approvals - Obtain all necessary approvals to construct; d) Co- ordination - Co- ordinate the installation of Township services to avoid conflicts with regards to telephone, cable T.V., and Township services; e) On -Site Inspections - Ensure that all on -site inspections of Township service installations are conducted by the Developer's Consulting Engineers at all times during construction; f) As- Constructed Drawings - Submit certified "as- constructed" drawings after acceptance of the Township services; g) Change in Retainer — If at any time during the project: i) The terms of their retainer are changed by the Developer, or; ii) If they become aware that they will not be able to provide "as constructed" drawings, they will notify the Township within twenty -four (24) hours; h) Erosion and Siltation Control - Ensure all necessary precautions are taken to prevent erosion and sedimentation of sewers, ditches, culverts, slopes, etc., both within the subdivision and downstream, prior to and during construction. b) Confirmation letters are to be filed with the Township Clerk, confirming the following: 1) The Township Engineer has no objection to the pre - servicing; 2) The Planning Department has no objection to the pre - servicing; 3) The Township Solicitors have no legal objections to the pre- servicing. c) Payment of cash or certified cheque required to cover the cost of the Township's lawyer and Planner for all costs involved in processing the Pre - Servicing Agreement, and for all the Township's Engineers for checking of plans, specifications and inspection on behalf of the Township for the sum of Five Thousand Dollars ($5,000.00). INSPECTION BY THE TOWNSHIP 3.1 The Developer agrees to permit unrestricted access to the Subdivision Lands to the Township and its agents for the purpose of inspection of the Township services to be installed by the Developer. File #: Date: Roll #: 010 012 01300 and 010 012 01200 11BACKGROUND: Earlier this summer, the Township By -law staff investigated a complaint in respect of signage recently constructed at this location. The owner subsequently forwarded a request regarding the matter to Council and at its meeting of August 15, 2007 the request was received and referred the matter to staff for a report. The purpose of this report is to consider the request and make recommendations to Council as to the disposition of the matter. The subject property is located on the south side of Highway 11, between Lines 12 and 13 as noted on Appendix "A" attached hereto. ANALYSIS: The applicant's property is two separate landholdings, one being a small triangular property which is currently vacant and is primarily wooded. This triangular site is approximately 7.3 acres in size. The larger property supports the proponent's dwelling and main farm operation, which accesses the property off Line 13 South. This larger property is approximately 77.7 acres in area. A site visit conducted by staff indicates that there are currently two billboard signs on the 7 acre property, and two billboard signs on the larger landholding. The two signs on the smaller site have been constructed recently, while the two others have been erected many years ago. A third billboard sign has recently been removed which was utilized as part of the recent Provincial election campaign. No sign permits have been applied for nor issued for any of the signage on the properties. The Township regulates signage in the Municipality under By -law No. 2005 -118. In the cases where there is more than one road authority such as MTO or the County, the By -law states that the more strict policy prevails. In the case of Mr. Shaw, MTO regulates signage however their policy is more permissive therefore the Township By -law prevails in this case. Among other matters, By -law 2005 -118 states that only one billboard sign per lot is permitted in the A /RU Zone. The large parcel currently contains two billboard signs however these are considered grandfathered given these have been in place for some time. No additional billboard signs are available for this property. A ground sign is also permitted in the A/RU Zone, and unlike billboard signs which advertises third party goods or products, ground signs are intended to advertise a business on the property. These are historically a pylon type sign which are attached to the ground with one or more supports. It is staff's view while the existing business sign appears like a billboard sign, it would qualify as a ground sign given the advertised product is the proponent's own business. To this end, the provided the ground sign continues advertises his business, a sign-permit is available for the larger agricultural parcel, subject to MTO approval. Regarding the signs recently constructed on the smaller parcel, this property is zoned Environmental Protection, on which signs of any fashion are not permitted. One of the signs on this property advertises the proponent's business, therefore this could be relocated to the north and qualify as a stand -alone ground sign. The other sign is classified as a billboard sign as is not permitted in the EP Zone. It is noted that one of the existing billboard signs on the larger property is a two sided "V" shaped sign, and one panel is vacant. Two sided signs or "V" shaped signs are considered as one sign under the By -law, therefore the option exists to relocate the non - complying billboard sign face to this blank panel. 11 RECOMMENDATION(S): 1. THAT Report No. BP 2007 -046 be received and adopted; 2. The rezoning application has been submitted to fulfill a condition of approval for Provisional Consent Application 2007 -B -19, which was granted by the Committee of Adjustment on July 19, 2007. Application 2007 - ZBA -05 applies to lands described as 2105 Line 2 North, being Concession 3, Part of the West '/2 of Lot 8, Part 1 of Plan 51R-16380, in the Township of Oro - Medonte (formerly Oro). The lands are proposed to be rezoned from the Rural Residential Two (RUR2) Zone to the Agricultural /Rural (A/RU) Zone. Consent application 2007 -B -19 authorized approximately 48 hectares from 2072 Line 3 to be added to a 1 hectare parcel of land being 2105 Line 2 North (see attached schedule). As a condition of provisional approval, the applicant is to apply for and obtain a rezoning, which will create a consistent Agricultural /Rural (A/RU) Zone for the newly - enlarged agricultural parcel. A statutory public meeting was held October 10, 2007. There were no verbal comments received at the meeting, nor written comments received to date. Further there have been no comments received from agencies that were circulated on this application. OFFICIAL PLAN: The subject property is designated Agricultural by the Official Plan. The parcel to which the subject lands are being added is also designated Agricultural. In Section D2.2.2 of the Official Plan recognizes boundary adjustments are permitted provided no new building lot is created and that the boundary adjustment will not affect the viability of the agricultural parcels affected. The subject lands are currently vacant and will continue to be used for agricultural purposes by the applicant. ZONING BY -LAW: �w - Mi As a result of Consent Application 2007 -B -19, Committee granted a provisional approval pending the applicant obtaining a rezoning of the lands located at 2105 Line 2 North from a Rural Residential Two (RUR2) Zone to Agricultural /Rural (A/RU) Zone. The subject lands will maintain the minimum frontage as well as maintaining the appropriate lot area required for the Agricultural /Rural Zone. It is staffs' opinion that it is appropriate to rezone the lands located at 2105 Line 2 North from Rural Residential Two (RUR2) Zone to Agricultural /Rural (A/RU) Zone. CONCLUSION: Consent Application 2007 -B -19 was approved by the Committee of Adjustment on July 19, 2007, and as part of the Committee's provisional approval, the applicant must apply for and obtain a rezoning for the conveyed lands to maintain the consistency of the zoning fabric in the area. The application has been circulated to all internal departments, and no concerns have been indicated. Given that the proposed use of the lands will remain as agricultural, it is appropriate to rezone the lands from Rural Residential Two (RUR2) Zone to an Agricultural /Rural (A/RU) Zone. It is staff's opinion that this application conforms to the general intent of the Official Plan. On this basis, it is recommended that Zoning By -law Amendment Application 2007 - ZBA -05 be approved and adopted by Council. RECOMMENDATION(S): It is recommended: 1. THAT Report BP 2007 -047 be received and adopted; and 2. File #: Date: Roll #: BACKGROUND: The Recreation and Community Services brochure has been produced in a "mini -tab" format, 12.5" x 11.5" newsprint insert produced and distributed three times annually; in the fall, winter and spring /summer. The Recreation and Community Services brochure is the main vehicle to promote Community Services to residents. The Recreation and Community Services brochure contains information on Recreation programs and opportunities, parks, trails, and other Township information. The brochure also provides an index and overview of the Township of Oro - Medonte community service organizations, schools, and not - for - profit groups and their events. The cost to produce and distribute this brochure has been approximately $1800 per issue or $5400 a year. The brochure has been produced by the Orillia Packet and Times; with the main form of distribution to Oro - Medonte residents through an insert in the Packet & Times, Barrie Examiner and Midland Mirror. Approximately 17,000 inserts are placed inside and distributed through the three papers to maximize its distribution to all areas in the Township. An additional 2500 are distributed throughout the Township buildings and village variety stores. Many residents have commented that they are not receiving the brochure in the newspaper. This method of distribution is very hard to track and does result in portions of the Township being missed. Other possible issues are the brochures may not have been inserted into the papers, they are being mistaken for a regular flyer, or they are ending up being thrown out or recycled before they are even opened. In an effort to improve the communication to residents and continue to build the recreational programs and services offered by the Township of Oro - Medonte a new format and distribution method is being proposed. � �d, _a ANALYSIS: Proposed Format Winter 2007— For the Winter Recreation and Community Services brochure, it is being recommended to change the format to a 24 page newsprint magazine style brochure. The advantages of changing to the magazine format are as follows: - More user friendly - More identifiable to the resident - Distinguishes between other newsprint flyers - More compact - Easier to keep - Easier to read 2008 — In 2008 it is being recommended that the Recreation Community Services brochure be combined to be a semi - annual publication Spring /Summer and Fall /Winter with a glossy cover. The advantages of this are the same as listed above and additionally: - The glossy cover distinguishes from other newsprint and catches the eye - High quality publication - Gives residents time to plan both their and their children's time - More cost effective allowing for additional means of marketing - Less staff time involved in the preparation of the brochure - Less copies need to be printed, therefore less paper is being used in production - Simplification of facility bookings - Allows more time for residents to register for programs Some disadvantages may include: - Reduction in time span between brochures resulting in some initiatives not being advertised in the brochure due to deadlines and time span between the brochures - Brochures may be misplaced given the time lapse between them resulting in residents receiving more than one. Proposed Distribution Method It is being recommended that the Recreation and Community Services brochure be delivered in the mail to all approximately 7000 households in Oro - Medonte through Canada Post. Distribution by mail will ensure that all resident are receiving the brochure. The disadvantage is that the brochures will not be distributed to surrounding municipalities through the newspaper. The Recreation and Community Services brochure will also be mailed to past program participants and e- mailed through our distribution database. In addition the Recreation and Community Services Brochure will continue to available on -line, at local village variety stores, community halls, the Oro - Medonte Community Arena, and the Township Administration office. -2- Additional Marketing Initiatives To order to enhance our marketing the following strategies are being suggested. - Running of banner ads in Barrie Examiner, Orillia Packet and Times and the Midland Mirror to "Watch for the Township of Oro - Medonte Recreation and Community Services Brochure" as well as to provide a referral to the Township Website for those potential program participants who are not Township residents. - Rental of community signs to provide information programs, events and community initiatives - Continued distribution of consolidated publication through all Township of Oro - Medonte schools. - Promotion of programs and events through the website and distribution lists. File #: Date: Roll #: BACKGROUND: On April 25, 2007 Council received and adopted Report No. RC 2007 -06 regarding Non - Resident User fees at Bayview Memorial Park. Council authorized staff to proceed with the imposition of non- resident parking fee per vehicle at the Bayview Memorial Park commencing June 30 h 2007. Staff investigated methods to implement the non - resident fee and a decision was made to utilize a self- registration permit and vault system (pay and display) to collect the fees which were enforced by a Seasonal By -Law Officer. By -Law 2007 -068 was enacted by Council on June 13th setting the non- resident parking fee at twenty dollars per vehicle commencing June 30th, 2007. The fee is in force Saturday, Sundays and Holidays commencing Victoria Day Weekend through to Labour Day inclusively. By -Law 2007 -074 was enacted by Council to provide for permit parking on highways and other designated areas with in the Township of Oro - Medonte to regulate and enforce parking on streets in the vicinity of Bayview Memorial Park as well as at Bayview Memorial Park. ANALYSIS: Issuinq of Resident Passes Passes were issued to residents from the Municipal Office. Issuing the passes from the Municipal Office provided an opportunity to answer questions and foster public relations. It also ensured that passes went to those who will be using the park. Secondly, it provided an opportunity for residents to receive additional information on Township programs, information and services. Passes were also issued to residents at the park on weekends by the Seasonal By - Law Officer. Approximately 1400 passes were issued to 751 households. Self Registration Pay and Display Permit System The pay and display permit system worked extremely well. The pay stations included information on how to complete the permit, why the fee was being charged and what the revenues from the fees were being utilized for. The stations performed very well and no incidences of vandalism occurred. The stations allowed the Seasonal By -Law Officer to monitor other areas of the Lakeshore Road and other activities in the park while periodically checking for compliance with the parking fee. On rare occasions individuals left foreign currency or an empty envelope which was difficult for the Seasonal By -Law Officer to follow up on. Enforcement- Enforcement of the fee was done through public education and the issuance of written warnings by the Seasonal By -Law Officer. This season there was no set fine established, as approval from Ontario Court of Justice had not yet been granted; therefore charges could not be issued. Overall the compliance to paying the fee was approximately 95 %. Parking — Surrounding side streets were signed for "no parking without valid permit ". As with the enforcement within the park boundaries, set fines could not be issued for parking violations on the side streets this season. Written warnings were issued which assisted in compliance. Parking by those trying to avoid the fee became an issue at the boat launch at Line 9, Grandview Crescent, Mitchell Road, and Dicker Lane where parking was not regulated. To regulate parking at Line 9, the same pay and display and permit system could be implemented giving resident priority to the boat launch and collecting a fee from non - resident to offset the operational costs. Public Feedback Residents • System and non - resident parking fee well received • Many residents became aware and accessed the park for the first time • Seasonal By -Law reported that weekend usage of the park by residents increased throughout the summer • Enforcement of other By -Laws and assistance with pavilion rentals within the park received accolades • Weekend enforcement of By -Laws at Shelswell Park and other areas of the Lakeshore were well received • Some concern from residents Grandview Crescent regarding people parking on the street and trying to avoid parking fee. Also concern of trespass by non residents through the private park adjacent to Bayview Memorial Park. • Residents surrounding Shelswell Park and Shelswell Park users upset over increased use by non - residents and camping within the park. Non — Residents • Many non - residents felt that the fee of twenty dollars was high • Most were not aware that the fee started this year • Most non - residents understood why the fee was being charged and were supportive after learning what the fee was going towards. i.e. offsetting operational costs for clean facilities, goose clean up etc. • Many positive comments about the state of cleanliness experienced in the park -2- Financial Analysis Note The fee commenced Canada Day Weekend and went through to Labour Day (Saturday, Sunday, and Holidays only) Total Revenue Brought in from Non Resident Parking Fee $16,721.26 Note: There was a total of $1015.00 in revenue brought in through parking tickets Expenses Expenses for initial set up of pay and display and staffing Staffing (By -Law) $3,350.00 Pay and display stations and signs $3,439.00 Printing of passes $714.00 Total initial set up expenses and staffing $7,503 Total Net Revenue $ 9,218 Total operating budget for Bayview Memorial Park, excluding signs and pay and display stations (1 time cost) $35,885 This includes goose management of approximately $4000 and internal maintenance cost of $10,404 Therefore in 2007 -the non resident parking fee offset the operational costs by 28% -the return on investment was $ 9,218 In 2008 the revenue would be greater as set fines of sixty dollars $60 are now established for parking violations and would commence on Victoria Day weekend and the Township will not have the expense of the pay and display stations. Recommendations for 2008 Shelswell Park— It is recommended that parking prohibitions be imposed on Lakeshore Road extending five hundred meters east and west of Shelswell Park. It is recommended that a parking area be established limiting parking to 10 vehicles in Shelswell Park and that bollards be installed to restrict parking within the north and south sections of the park. Additional areas for parking prohibitions — It is recommended that the following parking prohibitions be implemented in 2008. Line 9 boat launch — That a twenty- dollar non- resident parking fee collected through pay and display permit system. It is estimated that the initial capital expense will be recovered by the revenues generated in one season. Parking Regulations— Provide for permit parking only on Dicker Lane, Grandview Crescent and Mitchell Road. By -Law Enforcement — That the feasibility of weekend By -Law enforcement to deal with By -Law concerns be investigated in 2008. -3- Ile -4 RECOMMENDATIO 1. THAT Report No. RC2007- 25 be received and adopted. 2. THAT staff be authorized to proceed with a pay and display permit system at the Line 9 boat launch. 3. THAT Dicker Lane, Grandview Crescent and Mitchell Road be regulated for permit parking 4. THAT during the 2008 budget deliberations, consideration be given for parking improvements at Shelswell Park. 5. THAT the Clerk bring forward the appropriate By -Laws for Council's consideration. 6.
