Page 3 Committee of the Whole Meeting -October 17, 2007 e) Association of Municipalities of Ontario, correspondence dated October 3, 2007 re: Township of Wellington North Resolution, Ministry of Environment Safe Drinking Water Act Regulations, Number of Annual Lead Samples per Drinking Water System. Motion No. CW071017-7 Moved by Coutanche, Seconded by Allison It is recommended that 1. The correspondence dated October 3, 2007 from Association of Municipalities of Ontario, re: Township of Wellington North Resolution, Ministry of Environment Safe Drinking Water Act Regulations, Number of Annual Lead Samples per Drinking Water System be received. 2. Whereas in June, 2007, the Ministry of Environment released new regulations which were added to Reg 170/03 of the Safe Drinking Water Act, regarding the number of annual lead samples to be taken per drinking water system; and 3. Whereas under these regulations, the number of annual samples required has increases substantially depending on the population served by a municipality's drinking water system(s); and 4. Whereas the additional sampling requirements will result in increased annual sampling and labour costs which must be covered through increased water rates to the consumer; and 5. Whereas the number of samples required are not proportionate when comparing small drinking water systems to drinking water systems of larger municipalities of • 100,000 or more; and 6. Whereas due to amalgamations, many small municipalities are responsible for multiple small drinking water systems that are separate systems located in a small geographic area. 7. Now Therefore, the Township of Oro-Medonte petitions the Province of Ontario to reduce the lead sampling requirements for small municipal water systems proportionately to the number of samples required for larger municipalities of 100,000 or more; and 8. Further, that amalgamated municipalities with numerous small water systems be allowed to consolidated these systems for the purposes of identifying the total population served and perform the required lead sampling proportionately within their water systems based on the total population served; 9. And Further That Dalton McGuinty, Premier of Ontario, the Ministry of Environment, Garfield Dunlop, MPP, Township of Wellington North, and the Association of Municipalities of Ontario be notified of Council's decision. RECREATION AND COMMUNITY SERVICES: a) Report No. RC 2007-21, Shawn Binns, Manager of Recreation and Community Services, re: Oil Tank Replacements -Hawkestone Community Hall, Carley Community Hall and Oro-Medonte Community Arena [deferred from October 10, 2007 Council]. Motion No. CW071017-13 Moved by Coutanche, Seconded by Allison It is recommended that 1. Report No. RC 2007-21, Shawn Binns, Manager of Recreation and Community Services, re: Oil Tank Replacements -Hawkestone Community Hall, Carley Community Hall and Oro-Medonte Community Arena be received and adopted. 2. That staff be authorized to replace the fuel oil tank at Carley Community Hall at an expense of $1,450 plus taxes. 3. That staff be authorized to remove the underground fuel oil tank at the Oro- Medonte Community Arena and replace with a 500 gallon above ground tank a1 an inclusive expense of $11,552 plus taxes. 4. And Further that the total expenses for the replacement of oil tanks at the Oro- Medonte Community Arena and Carley Community Hall be financed from the facility replacement reserve fund. • Carried. 12.
