09 12 2007 2006-ZBA-04,2006-SUB-02 Public Agenda -~t J F { F.} VF } NOTICE OF PUBLIC MEETING FOR PROPOSED AMENDMENT TO THE ZONING BY-LAW & PROPOSED PLAN OF SUBDIVISION IN THE TOWNSHIP OF ORO-MEDONTE 200(,-ZBA-04 & 2006-SUB-02 TAKE NOTICE that the Council of the Corporation of the Township of Oro-Medonte will hold a Public Meeting on Wednesday, September 12, 2007 at 7:00 p.m. in the Municipal Council Chambers. The purpose of the public meeting is to obtain public comments on proposed amendments to the Zoning By-law under Section 34 of the Planning Act, and on a proposed plan of subdivision under Section 51 of the Planning Act, R.S.O. 1990 c. P. 13. THE PROPOSED Zoning By-law Amendment would rezone the lands described as Concession 5, West Part of Lot 11 (forn~erly within the Township of Oro). The subject lands are proposed to be rezoned from the AgriculturallRural (A/RU) Zo»e to the Residential One (R 1) Zone. - THE PROPOSED Plan of Subdivision would include 10 residential lots, ranging in area from 0.25 hectares to 0.35 hectares. 9 of the lots are to be accessed via a proposed public road off Old Barrie Road West, with one lot to be served by a single driveway accessing Line 4 North. All lots are intended to be serviced by septic sewage systems and individual wells. A KEY MAP illustrating the location of the lands subject to the applications is shown on the copy of the proposed plan of subdivision drawing attached for information. ANY PERSON may attend the public meeting and(or make written or verbal representation either in support of or in opposition to the proposed Amendment and Plan. If a person or public body that files an appeal of a decision of the Township of Oro-Medonte in respect of the proposed Amendments or Plan does not make oral submission at the public meeting or make written submissions to the Township before the proposed Amendments and Plan are adopted, the Ontario Municipal Board may dismiss all or part of the appeal. If you wish to be notified of the decision of the Township of Oro-Medonte in respect to the proposed Zoning By-law Amendment and Plan of Subdivision, you must make a written request to the address below. (Currently Drury 'farmland) With regard to the proposed subdivision going into Edgar the following conceals have been brought up by the community living on Lauder Rd, Located northeast of the proposed development. To maintain the current market vahle of our homes we would request that there to be a subdivision covenant created for the new developer requiring the minimum square footage of any homes built in the new location to have a minimum of 1800 sq ft on the main floor along with a two car garage minimum for each dwelling. We also request a 50% brick structure clause. This request is made with the assumption that the township will be responsible for making sure that flee resulting septic systems will not interfere with the conservation land nearby and that a study will be done to ensure the water table in our area will not be adversely affected by adding these homes. Between Lines 4 and 5 Concern #1: Street proposed would intersect with Old Barrie Road directly across from driveway at 1074 Old Barrie Road. Objection: Increased traffic and street lights. ~', r ~. ~~ ¢.. 'tom Rationale: This is a safety issue. There has been a historical problem with excessive speeding and double line passing of traffic obeying the speed limit on Old Barrie Road through Edgar that still has not been properly addressed and resolved by the County of Simcoe, Township of Oro-Medonte and the OPP. The addition of street lights increases light pollution. Concern #2: Small size of lots and zoning to rural 1. Objection: Small lots are not sustainable if they each have a septic and a well and are beside an environmentally sensitive area. Rationale: Not sure why these lots would not need to be larger and zoned estate when the comparable Edgar Estates across Old Barrie Road needed to be the above due to proximity to common environmentally sensitive area. Concern #3: The zoning of lot #1 as rural 1. Objection: Lot 1 should be part of environmentally sensitive land. Rationale: Lot 1 is part of the same environmentally sensitive land that it abuts to. Concern #4: Cul-de-sac design. Objection: Appears very small and impractical for emergency/maintenance vehicles.
