PLANNING ADVISORY COMMITTEE
MINUTES
FEBRUARY 20, 2001

1. Committee Orientation by Township Planner
Ms. Leigh welcomed the new Committee to their first meeting of 2001 and
ensured all members had been introduced. Ms. Leigh explained the new
mandate and role of the Planning Advisory Committee to the members
and explained the planning process in regards to development
applications. Ms. Leigh explained that materials had been provided to the
Committee with their agenda in regards to the development application
process and that she would answer questions the Committee members
• may have. Ms. Leigh explained the role of the Official Plan and Zoning
By-law in the Committee's deliberations and explained that these would
be provided to the Committee members separately. She explained the
format of the Planning Reports received by the Committee and the timing
of meetings and circulation of agendas.
2. Call to Order by Chairman
In accordance with the new mandate and terms of reference for the
Planning Advisory Committee Mayor Ian Beard was appointed as
Chairman for the Planning Advisory Committee. In his absence Councillor
Marshall or Councillor Fountain will assume the Chair position.
Chairman Ian Beard called the meeting to order at 7:05 p.m.

That the minutes of the meeting of the Township of Oro-Medonte
Planning Advisory Committee held on November 29, 2000 be
adopted as printed and circulated.

Proposed Official Plan & Zoning Bylaw Amendment
(Pre-Consultation)
In Attendance: Cheryl Shindruk, John Lackey, and Craig Membery (Applicant's
Consultants), Andrea Ucci-Davidson and Brian Davidson (Applicants)
Ms. Leigh explained the purpose of this application indicating that this was apre-
consultation application to determine the work program and information/studies
required in order for the application to be considered complete and proceed
through the formal planning process with the Township. Ms. Leigh explained
that the property was subject to a number of Official Plan designations, which
required a variety of studies to be completed prior to consideration by the
Committee of the application. The proposed application is for an Official Plan
and Zoning By-law Amendment to permit a golf course and Adult Lifestyle
Community on the property that is approximately 260 acres. The applicant is
required to complete an environmental impact study and management plan, a
hydrogeological assessment, a traffic impact study, and a growth and settlement
strategy and marketing study related specifically to the adult lifestyle community.
The applicant's consultants reviewed the preliminary concept plan with the
Committee and explained their intention regarding an integrated recreational and
residential community. They explained that the intent was to develop the entire
proposal; however they had no objection to proceeding with the golf course prior
to the adult lifestyle community. They reviewed the golf course design and
layout of the residential condominium component.

"It is recommended that the applicant be advised of the required technical
studies to be completed in preparation for a review of the proposed Official
Plan Amendment and Zoning By-law Amendment and that once the
technical studies and a formal application are received, a review will be
completed by Township staff and consultants prior to a further
recommendation from the Planning Advisory Committee."

8:00 p.m. Peter and Margaret Kells P-103/00
Concession 10, East Part of Lot 9 (Medonte)
Proposed Zoning By-law Amendment
In Attendance: Peter and Margaret Kells, Applicants, Myles Allison,
Applicant's Architect
Ms. Leigh explained the proposed zoning amendment to the Committee to permit
the existing agricultural building currently used for a tea room and craft area to
• be utilized for overnight accommodation for one family. Ms. Leigh explained that
this application had been previously deferred to allow the applicant an
opportunity to satisfy the concerns of the Health Unit, Building and Fire
Departments. The applicants had completed some additional architectural work
which was received last week; however there continue to be outstanding
concerns from the Building and Fire Departments which are required to be
satisfied. Favorable comments have been received from the Health Unit.

"It is recommended that Development Application P-103/00, a proposed
Zoning By-law Amendment proceed to a Public Meeting after favorable
comments are received from the Building and Fire Departments."

Proposed Official Plan Amendment
In Attendance: Eric Bowes and Dawn Braden, Applicants, Kris Menzies,
Applicant's Planning Consultant, Eric Gionet, Applicant's Solicitor, and Esther
Armchuk-Ball, Neighbours Solicitor (Devine)
The applicant's planning consultant provided an overview of the proposed zoning
by-law amendment and the nature of the applicant's business including required
equipment and buildings. She explained the need for the large parcel size and
the suitability of the subject property for the proposed use in comparison to an
industrial property. She explained that a preliminary site plan had been initiated
and would be completed if approval for the amendment were to be granted. She
explained that they did not believe a Zoning By-law Amendment was in fact
required; however they were willing to work with the Township in this regard.
The consultant explained the history of the business operation on the property
and indicated that it had been initiated as a home industry, which had grown
significantly in a short period of time.
The neighbour's solicitor provided the history and concerns of her clients in
regards to the proposed zoning amendment. She explained that their
• interpretation was that not only a Zoning By-law Amendment was required but
also an Official Plan Amendment. She explained that her clients had concerns
with the suitability of this location, the noise, traffic, and visual of the proposed
business. She explained that her client had previously attempted to obtain
permission from the Township to operate a mushroom business on their property
but they had been denied. On this basis it would appear that these lands should
be protected for strictly agricultural uses and not incompatible industrial uses.

"It is recommended that Development Application P-105100, a proposed
Zoning By-law Amendment to permit a pallet business, be further reviewed
by the Planning Department in regard to the comments received through
the deputations and a subsequent report be provided to the Planning
Advisory Committee for their consideration."
