04 24 2001 PAC Minutes TOWNSHIP OF ORO-MEDONTE PLANNING ADVISORY COMMITTEE MINUTES APRIL 24, 2001 PRESENT: Peter Wigham, Susan Grant, Robert Barlow, Don Bell, Fran Sutton, Councillor Paul Marshall, Councillor Ruth Fountain, and Mayor Ian Beard STAFF PRESENT: Andria Leigh, Jennifer Zieleniewski 1. Call to Order by Chairman Chairman Ian Beard called the meeting to order at 7:05 p.m. 2. "DISCLOSURE OF PECUNIARY INTEREST AND THE GENERAL NATURE THEREOF - IN ACCORDANCE WITH THE ACT." None Declared. 3. Minutes Moved by Don Bell, seconded by Susan Grant That the minutes of the meeting of the Township of Oro-Medonte Planning Advisory Committee held on February 20, 2001 be adopted as printed and circulated. Carried. 4. Correspondence and Communication That the correspondence from Eveline Hird re: Pallets North be received. 5. Deputations 7:15 p.m. Pallets North {Eric Bowes and Dawn Braden) P-105!00 Concession 4, South Part of Lot 8 {Oro) Proposed Zoning Bylaw Amendment In Attendance: Eric Bowes and Dawn Braden, Applicants, Kris Menzies, Applicant's Planning Consultant, Eric Gionet, Applicant's Solicitor, Esther Armchuk-Ball, Neighbours Solicitor (Divine), Harold and Patricia Divine, Neighbours, Eveline Hird and Charles Sheardown, Neighbours Ms. Leigh indicated that the report, which had been received by the Committee, was intended to address the deputations made by both the applicant and the neighbour's solicitor at the February 20, 2001 meeting of the Committee. There was discussion from the Committee members in regards to sighage, landscaping and berming, fire safety, site plan control, and the nature of a small scale industrial use. Moved by Don Bell, seconded by Susan Grant "It is recommended to Council that Development Application P-105/00, a proposed Zoning By-law Amendment for Pallets North, proceed to a Public Meeting in accordance with the requirements of the Planning Act." ...Carried. 7:35 p.m. Urs Beuchin P-119/01 Concession 11, Part of Lot 20 (Oro) Proposed Zoning By-law Amendment In Attendance: Urs Beuchin, Applicant Ms. Leigh explained the proposed zoning amendment to the Committee and indicated the history in regards to the lot addition approved by the Committee of Adjustment. She explained that the property would be subject to site plan control to review on-site matters. The Committee discussed the application in regards to signage, fencing, emergency access, landscaping, washroom facilities etc. Moved by Susan Grant, seconded by Fran Sutton "It is recommended to Council that Development Application P-119/01, a proposed Zoning By-law Amendment for Urs Beuchin, proceed to a Public Meeting in accordance with the Planning Act." ...Carried. 7:50 p.m. Sinton Holdings -Craighurst Settlement Area Concession 1, Part of Lot 41 (Medonte} Proposed Conceptual Development Plan In Attendance: Ray Kelso, Applicant's Planning Consultant, Barb Sinton, Stan Sinton, Floyd Sinton, and Allan Sinton, Applicants The applicant's planning consultant provided an overview of the conceptual development plan for the Sinton land holdings in Craighurst. He explained the three phases and the different options being considered by the applicant on the property it was intended that Phase 1 would be developed as a traditional residential subdivision similar to Procee Circle. It was intended that Phases 2 and 3 would continue to be owned by the applicant and would be leased to tenants through a condominium corporation. This proposal would be similar to Tecumseh Pines. Ms. Leigh provided an overview of the Secondary Plan proposed for Craighurst and what the Secondary Plan was intended to address. She indicated that the planning consultant was preparing the design options for Council's consideration in early May. and that a public open house with the landowners in Craighurst would follow consideration by Council. She indicated that the conceptual development plan had been provided to the consultant for their information. Moved by Peter Wigham, seconded by Robert Barlow "The Committee recommends that the review of the conceptual development plan be deferred until the completion of the Craighurst Secondary Plan in accordance with the policies of the Official Plan." ...Carried. 6.
