Mayor Beard took the chair during the election of Chairman and
Vice-Chairman.
1. Election of a Chairman and Vice-Chairman
Moved by Councillor Don Bell
That Gary Fell be nominated as Chairman.
Moved by Susan Leigh
That Peter Wigham be nominated as Chairman.

That nominations be closed.
Garry Fell accepted the position.

That Peter Wigham be nominated as Vice-Chairman.

That the minutes of the meeting of the Township of Oro-Medonte
Planning Advisory Committee held October 13, 1994 be adopted as
circulated.

5. CORRESPONDSNCS AND COMMUNICATIONS:

(a) 7:05 p.m. P32/94 Burl Creek OPA
Part Lot 21 & 22, Concession 8
(former Township of Oro).
Mr. Michael Smith and Peter Hanney appeared before the
Planning Advisory Committee to review the application for an
Official Plan Amendment.
• There was some discussion by the Planning Advisory Committee
members regarding plans to correct problems with traffic flow
and parking, water and sewage requirements, the Environmental
Protection portion of the property and the portion of the
property which is subject to the application A04.
Moved by Councillor Don Bell, and
Seconded by Larry Cotton
It is recommended to Council that Development Application P32/94
Burl Creek OPA, Part Lot 21 & 22, Concession 8 (former Township of
Oro), application for an Official Plan Amendment that this proposal
proceed to a Public Meeting once the following has been completed:
1. proposals for buffering the severed residence have been
presented and generally accepted by the Municipality and a
concept plan be prepared for the entire site.
2. provisions for adequate parking and traffic flow is
demonstrated.
3. the applicants make best efforts to obtain comments from MTO,
Ministry of Agriculture and Rural Development and the Health
Unit.
4. the applicant amend the application not to include those lands
which are subject the application A04 or alternately, withdraw
application A04.

(b) 7:45 p.m. P34/94 Dr. Evelyn Elsey
Part Lot 1, Concession 8
(former Township of Oro).
Gerry Jorden, Ian Rowe, Brian Caroline and Evelyn Elsey
appeared before the Planning Advisory Committee to explain the
proposal to develop a Health Centre. Mr. Gerry Jorden,
Consultant from G. W. Jorden Planning Consultants Limited,
explained the proposed phases of development, road entrance,
security, water and septic system, continued leasing of
agricultural portions of the land.
Ian Rowe, of Burqar, Rowe, Solicitor spoke about the needs for
a facility of this type in the area.
There was some discussion by the Planning Advisory Committee
regarding traffic, location, environmental concerns with
septic systems close to wetlands, intent of OPA 39 in relation
to commercial development and nodes.

Seconded by Councillor Larry Cotton
It is recommended to Council that Development Application P34/94
• Dr. Evelyn Elsey Health Centre, Part Lot 1, Concession 8, (former
Township of Oro) proposal for an Official Plan Amendment and Zoning
By-law should proceed to a Public Meeting on the basis of a site
specific Commercial designation and site specific Rural designation
and Zone, and further a site specific Commercial Zone on the
proposed Commercially designated lands.
