MINUTES
TUESDAY SEPTEMBER 12, 1995 at ?:00 D.m.
Present: Garry Fell, Betty Veitch, Allan Baker, Councillor Don Bell,

1. Gary Fell welcomed everyone and called the meeting to order at 7:00
P.M.

That the minutes of the meeting of the Township of Oro-Medonte Planning
Advisory Committee held on August 8, 1995 be adopted as amended.

4. CORRESPONDENCE AND COMMUNICATION

7:10 p.m. P-39/95 Ryther Service Centre
North part of Lot 40, Concession 1
(former Township of Oro)
Mr. Paul Ryther appeared to explain to the Committee that he has
purchased the church praperty adjoining his garage and wishes to
have it rezoned so that he can demolish the church and use that
property for extra parking.

Mark Stagg explained to the Committee that since the subject
property is designated Institutional in the Official Plan, before
the requested amendment to the Zoning By-law may proceed, the
Official Plan will have to be amended. The property would need to
be redesignated as Commercial. Mark Stagg also explained that
because of the minimum parcel size requirements for the proposed C2
zoning that the two parcels owned by Mr. ryther would need to be
merged and the application for rezoning amended to cover both lots
on a site specific zoning basis as the size of the resultant merged
parcel would still be somewhat below the required minimum area.

It is recommended that Development Application P39/95 Ryther Service
Centre North Part of Lot 40, Concession 1 (former Township of Oro) be
held in abeyance and not proceed to a public hearing pending the
submission of an application to amend the Official Plan designation of
the subject property to Commercia L

6. OTHER BOSINESS
Official Plan Discussion Paper #1
• It was suggested that we have copies of the Discussion Paper available
to hand out at the Fair. It was further decided to make posters for the
Fair to let people know about the Open House at the Administration
Centre Friday and Saturday. It was also suggested that in future, lead
times be increased so that Discussion Papers could be mailed directly to
people on our mailing list.
The Committee discussed the issues which were raised at the various
Community Workshops.
Issue ~1 The Rural Character
To what extent is the quality of life enjoyed by the residents of Oro-
Medonte dependent on the rural character of the community?
* nodes we have ok, rest stay protected
* rural character critical
* natural beauty and diversity of scenery
* scattered housing destroys rural character
* Flos not allowing retiring farmer severance in their policies
What physical features define or are essential to that rural character?
* diversity of scenery
* proximity to places where one can enjoy rural life, i.e. ski,
shoot, fly

Are large expanses of open spaces uninterrupted by buildings required to
ensure that the rural character is maintained?
* It was suggested that values be assigned to various resources,
woodlots, wetlands, vistas, etc. then total and analyze.
Issue #2 Supply and Demand for Residential Lots
Has the amount of new home construction in the last 15 years affected
your quality of life?
* more urban areas such as Harbourwood change the quality of life
* urban people don't understand rural areas - think rural areas are
open parks
* urban people expect higher levels of servicing
Are you comfortable with this pace of growth, averaging 125 homes per
year?
* consider type of market, types of housing
* look at this more from an economic point of view, what is financial
benefit to municipality of new development
* look for economic development that has job creation but very small
environmental footprint
* need some economic development - (Larry) need for Town Centre 4th -
7th line along Hwy #11, vacant industrial park 4th for uses we want
* (Sue) Strategic Planning Committee suggested formation of an
Economic Development Committee to promote development.
• * question one severance per farm
Issue ~3 The Environment
Should there be a form of a 'green strategy' inherent in the Official
Plan? Should the OP be an 'environment first' plan where the
environment is considered above all else to be the factor that controls
where development should occur?
* Environment first - once destroyed, never get it back
* tickle economic buttons, remove tires other recyclables out of
County on a proactive rather than regulative basis
* have economic incentives to encourage people to clean up
countryside
* small is beautiful
To what degree should development be permitted on or near an
environmental resource such as the Oro Moraine?
* need policies in OP re stormwater management, recharge policies and
site plan standards
* question re aggregate designations - '89-'91 rate of extraction
could be continued for 300 years
* we need to be more balanced (not always aggregate first)
* to extent possible, minimize development on Oro Moraine
Note - MNR strategy for Oak Ridges Moraine would be valuable resource
for us.
* we need water budget information if we want to substantiate a
special policy area
• * Municipality & County declare Oro Moraine significant - Oro-Medonte
could move 1st.

* cannot deal with environmental issues piecemeal, must have
comprehensive approach
What other features in the Municipality should be protected?
* Copeland Conservation Area should be maintained
* Lake Simcoe waterfront
* clear skylines Horseshoe Valley
* maintain Moonstone - Medonte uplands
* old shore line Ridge Road
Issue ,#4 Services
To what extent do current service levels affect your quality of life?
Are you happy with the level of service you currently receive?
* generally ok
* more than needed (eq garbage pick up)
* is there a minimum level of service should we be totally reliant on
Barrie & Orillia to deliver this
* "Town Centre"
