MINUTES
TIIESDAY NOVEMBER 14 1995 AT 7.00 P M

1. Chairman Garry Fell called the meeting to order at 7:05 p.m.

3. MINIITES
Since the minutes of the October l0, 1995 meeting were not included
in the agenda packages to the members it was decided to delay the
adoption until next meeting.

(a) 7:10 p.m. P-4'7/95 Horseshoe Resort Corporation
Part Lots 1 and 2, Concession IV
(Medonte}
Mark Stagg outlined the proposal to the Committee and introduced
Kris Menzies, of Evergreen Development Consultants Ltd. who
explained that a small portion of the property is to be rezoned to
allow the Condominium development to spread out a bit more, in
keeping with the rural setting. She explained that the western
edge of the portion to be rezoned will be determined by the
Ministry of Natural Resources based on the flood lines of a stream.
They are also asking. for Block 5 to be rezoned to permit the
development of a Sequential Batch Reactor (SBR) waste treatment
system.
Moved by Councillor Don Bell, and
Seconded by Peter Wigham
It is recommended to Council that the proposed rezoning of Part
Lots 1 and 2, Concession IV and for Part Lot 2, Concession III
• (former Township of Medonte) proceed to a Public Meeting.

Part Lot 7, Concession VIII (Medonte)
Mark Stagg outlined that this pre-consultation application is for
a site specific Official Plan designation that would permit a
severance to provide for the construction of a residence and a dog
kennel operation. He further explained that the Official Plan
policies do not permit isolated severances in the Rural District
for residential development unless justified by a set of criteria.
This proposal fails this standard test, but the application is
unique and at least deserves to be considered.
Bill Dee of CP, Victor and Mary Dodd and Les Faulkener the Real
Estate Agent made up the delegation to the Committee. They
explained that this piece of land is for sale by CP, Victor and
Mary Dodd run a Siberian Husky kennel which necessitates them
exercising the dogs in the Simcoe County Forest, this property
adjoins the forest so would be ideal for them to build a home and
the kennel in this location. They would be using clearings for the
buildings with only selective cuttings of trees. Simcoe County is
pleased to have them using the forest and maintaining the trails.

seconded by Susan Leigh
• It is recommended to Council that the pre-consultation application
to amend the Official Plan designation for Part Lot T, Concession
VIII (former Township of Medonte) by adding site specific policies
to allow development of a residence and operation of a dog-kennel
proceed to a Public Meeting.
Carried.
6. OTEER BOSINESS
Betty Veitch asked if it would be possible for Committee members to
be notified of Public Meetings so they could follow up on
development applications. That will be done from now on.
Mark Stagq advised the Committee that the Official Plan work is on
schedule with the next set of Public Meetings set for the second
week of January.

Seconded by Councillor Don Bell
That the meeting now be adjourned @ 8:10 p.m.
