Present: Susan Leigh, Peter Wigham, Garry Fell, Councillor Don Bell, Betty Veitch, Councillor Larry Cotton Absent: Mayor Ian Beard (Ex Officio), Allan Baker Staff Present: Andria Leigh, Meryl Drake 1. Chairman Garry Fell called the meeting to order at 7:02 p.m. 2. "DISCLOSIIRE OF PECUNIARY INTEREST AND THE GENERAL NATIIRE THEREOF - IN ACCORDANCE WITH THE ACT" None declared. 3. MINUTES Moved by Councillor Bell, seconded by Susan Leigh • That the minutes of the meeting of the Township of Oro-Medonte Planning Advisory Committee held May 14, 1996 be adopted as circulated. Carried. 4. CORRESPONDENCE (a) Letter from Horseshoe Valley Coalition Moved by Betty, seconded by Peter Wigham That the Planning Advisory Committee acknowledge receipt of their letter. Carried. (b) Letter from Bill and Jim Martin received by the Planning Partnership. 5. Horseshoe Resort Corporation, Presentation re: New Official Plan Kris Menzies of Evergreen Development Consultants Limited and Graeme Clark of Horseshoe Resort made the presentation for Horseshoe Resort. Kris Menzies outlined the proposal for Horseshoe Village with the intent that all Commercial and Recreational uses • be permitted throughout the "Horseshoe Village" area; which would allow flexibility in developing the site overall as opposed to • -2- piecemeal development. They are also proposing to use the portion of the property, known as Phase 4B, already draft approved for single family residential development, as an Adult Lifestyle Community which will be an integral part of the resort. Graeme explained their proposal for improving the Horseshoe Valley Road. This would be done in two ways; 1) by raising the through roadway above the valley floor so that through traffic would not have such steep hills to contend with, 2) the local village traffic would be directed to internal roads which could accommodate golf carts and pedestrians, etc. The road raising is proposed to be done with existing fill and rock on the site. They are asking that this Municipality support County Development Charges with the revenue from development along the Horseshoe Valley Corridor being specifically targeted to Horseshoe Valley Road reconstruction. There was some discussion by the Committee regarding the cost of the road, the effect to Maplecrest and Pine Ridge traffic, advantage of an Adult Lifestyle Community in relation to low impact on school system, traffic, etc., concerns regarding having Commercial development scattered throughout the Village with no controls in place. Moved by Peter Wigham, seconded by Betty Veitch • It is recommended to Council that the Planning Advisory Committee approve in principle the concept of the Village of Horseshoe Valley which would include the Adult Lifestyle Community subject to formulation of implementation guidelines. Carried. Preliminary discussion regarding Agricultural Land Use Mapping for Official Plan - the Committee will discuss this at the next meeting when the larger agricultural maps will be available. By that time the first draft of Official Plan Policies will be ready. 6. OTHER BUSINESS: Andria Leigh will look into getting copies of a legible Township map for the Committee members. 7.
