12 10 1996 PAC Minutes• ORO-MEDONTE PLANNING ADVISORY COMMITTEE MINUTES TUESDAY, DECEMBER 10, 1996 Present: Allan Baker, Betty Veitch, Susan Leigh, Peter Wiqham, Garry Fell, Councillor Don Bell, Mayor Ian Beard. Absent: Councillor Larry Cotton Staff: Andria Leigh, Meryl Drake 1. Call to order by Chairman Garry Fell at 7:00 p.m. 2. Declaration of Pecuniary Interest and the General Nature Thereof - in Accordance with the Act. None declared. 3. Minutes . Moved By Peter Wigham, seconded by Betty Veitch That the minutes of the meeting of the Township of Oro- Medonte Planning Advisory Committee held November 12, 1996 be adopted as amended. Carried. 4. Correspondence None 5. Deputations (a) Janet and Robert Currie South Part of Lot 8, Conc.8 (Oro) P61/96 Andria outlined briefly that they are asking for a rezoning on a portion of the property presently zoned Agricultural. This property is subject to an amendment in the new Official Plan to Rural designation. Bob Currie made the presentation explaining that they wish to build an 18 hole Scottish Links Golf Course. This type of course keeps the land as natural as possible with minimum amount of grading, pesticides, fertilizing and irrigation. The area they need to have • -2- rezoned is the portion where a clubhouse and parking area would be built. (b) Larry Cotton West Part of Lot 8, Conc. 10 (Oro) P63/96 Andria outlined the proposal to rezone a portion of the property in order to permit the building of a Scottish Links golf course and a bed & breakfast. This application is subject to the same concern that the rezoning is subject to the new Official Plan being adopted with the Rural Designation. The portion of the property containing the aggregates is subject to a study in the spring. Bob Currie made the deputation for Larry Cotton to have a Scottish Links Golf Course on this property as well. There was some discussion regarding golfers crossing a designated haul route, water required for irrigation and the possibility of a gravel pit being on the • property. c) Nova Continental Development Corp. Part of the W1/2 of Lots 21 and 22, Conc. 5 (Oro) P62/96 Andria outlined the proposal to redesignate and rezone the property in order to permit the construction of a factory outlet-highway commercial development. Ron Watkin of Ainley & Associates made the presentation on behalf of Nova Continental Dev. Corp. This proposal is for Factory Outlets on a lot beside the Winfull Industrial Park using the existing paved roads for access. 6. Recommendations: a) Moved by Allan Baker, seconded by Susan Leigh The Planning Advisory Committee recommends to Council that this application by Janet and Robert Currie proceed to a Public Meeting once the new Official Plan is Council adopted and a complete Site Plan and confirmation of adequate sewage disposal from Ministry of Environment & Energy or .the Simcoe • County District Health Unit is received and that this • -3- property be subject to Site Plan Control to ensure proper buffering. Carried. b) Moved by Allan Baker, seconded by Susan Leigh The Planning Advisory Committee recommends to Council that the application by Larry Cotton be tabled until the following items are received; 1. Concept plan including structures, greens, tees, fairways, service roads, cart paths, water features, 2. Clarification of linkage across the 9th line to address safety and traffic concerns, 3. Clarification of proposal for a bed & breakfast including number of rooms and the relationship of the two golf courses, 4. Receipt of a study of the aggregate potential, 5. Long range comprehensive plan of the applicant, 6. Preliminary hydrogeological report. • c) Moved by Betty veitch, seconded by Susan Leigh The Planning Advisory Committee recommends to Council that they support in principle application P62/96 Nova Continental Development Corp. for a proposed factory outlet and further that the application proceed to a Public Meeting once the following items have been received to the satisfaction of the Township: 1. Concept plan for the entire site, 2. Letter from MTO 3. Hydrogeological report 4. Report from Al Lees Carried. 7. Other Business None ` -4- 8.
