TOWNSHIP OF ORO-MEDONTE PLANNING ADVISORY GOMMITTEE MINUTES NOVEMBER 17, 1998 PRESENT: Sue Grant, Garry Fell, Peter Wigham, Councillor Ruth Fountain, Jeff Proctor, Mayor lan Beard ABSENT: Deputy Mayor Don Bell, Paul Marshall STAFF PRESENT: Andria Leigh Chairman Peter Wigham called the meeting to order at 7:05 p.m. 2. "DISCLOSURE OF PECUNIARY INTEREST AND THE GENERAL NATURE THEREOF - IN ACCORDANCE WITH THE ACT." None declared. 3. Minutes • Moved by Sue Grant, seconded by Gary Fell That the minutes of the meeting of the Township of Oro-Medonte Planning Advisory Committee held on September 15, 1998 be adopted as circulated. Carried. 4. Deputations 4J Holdings Inc. P-78/98 Part of Lot 20, Concession 7 (Oro) Present: Celeste Phillips, The Jones Consulting Group, and Martial Forget, Applicant Andria Leigh explained the proposal to amend the Zoning By-law to permit the old Morton Youth Centre to be changed to an Art Gallery/Studio. She explained that this area was part of the Oro Centre Commercialllndustrial designation and was subject to the Secondary Plan expected to be completed in January 1999. She explained that there was an existing building and sewage system on the property and that changing the internal use would not impact on the end result of the Secondary Plan. She explained that the long term use for this area was as a Commercial and . Industrial core for the Township and this type of use would fit into that framework. Celeste Phillips from The Jones Consulting Group and Martial Forget from the Village Gallery represented the application. There was discussion regarding the status of the Secondary Plan, the access onto Highway 11 and why the applicant could not locate in the existing Oro Centre building on the northbound lanes. Moved by Garry Fell, seconded by Ruth Fountain It is recommended to Council that Planning Application P-78!98 for Part of Lot 20, Concession 7 proceed to a public meeting under Section 34 of the Planning Act. Carried. • 6. Other Business (a) Status of Hillway Equipment Planning Application - Discussion occurred as to the status of all the studies required to be completed in accordance with the Official Plan and the Aggregate Resources Act, discussion occurred with respect to the traffic issue, the Committee indicated that a minimum of two weeks would be needed to review the studies once received prior to another delegation before the Committee (b) Upcoming Public Meeting on Official Plan Amendment for two Dwelling Consents - Andria explained the proposal for the Official Plan Amendment to permit the severance of properties which legally have two single detached dwellings, Sue Grant indicated that a neighbouring property would probably fit the criteria and Andria Leigh will look into this matter {c) Thatcher Subdivision in Moonstone - Andria explained that a new subdivision was being proposed in the Moonstone area and would be connected to the existing water system, she indicated that the property had been designated as part of the Official Plan review and would be coming before the Committee in the future for the rezoning of the property • (d) Status of Napoleon Woodstoves Planning Application - Andria Leigh explained that a report was going fornrard to Council to adopt the Official Plan amendment to permit this property to be redesignated from Commercial to Industrial and would then proceed to the Ministry of Municipal Affairs and Housing for final approval before the end of 1998. It was explained that when the Official Plan Amendment was approved the Zoning By-law would be presented to Council for favorable consideration (e) New Subdivision by the Bayquest Group -Andria Leigh explained that a proposal had been received for a new subdivision on the Matthews Estate and that this property had been before the Committee earlier this year when a severance and rezoning had been contemplated. This proposal is currently being circulated to Department Heads for comments and will be coming before the Committee in the near future. 7.
