11 16 1999 PAC Minutes• TOWNSHIP OF ORO-MEDONTE PLANNING ADVISORY COMMITTEE MINUTES NOVEMBER 16, 1999 PRESENT: Sue Grant, Garry Fell, Peter Wigham, Paul Marshall, Councillor Ruth Fountain, Mayor Ian Beard, Deputy Mayor Don Bell STAFF PRESENT: Andria Leigh 1. Chairman Peter Wigham called the meeting to order at 7:00 p.m. 2. "DISCLOSURE OF PECUNIARY INTEREST AND THE GENERAL NATURE THEREOF - IN ACCORDANCE WITH THE ACT." None Declared. 3. Minutes • Moved by Susan Grant, seconded by Councillor Ruth Fountain That the minutes of the meeting of the Township of Oro-Medonte Planning Advisory Committee held on October 19, 1999 be adopted as amended. Carried. 4. Correspondence and Communication None. 5. Deputations 7:00 p.m. Hillway Equipment Ltd. P-75/98 Concession 12, Part of Lots 8 & 9, and Concession 13, Part of Lot 9 (Oro) Proposed Rezoning In Attendance: Glen Stewart, Applicant, and Gary Bell, Applicant's Consultant Ms Leigh explained the status of the proposed rezoning application and indicated that all the required studies had been completed and submitted to the Township for review. The traffic, environmental, and hydrogeological studies were sent for peer reviews and all comments had now been received. Comments had not yet been received from the County of Simcoe in relation to the traffic study. Ms Leigh indicated that a response to the peer review questions was required from the applicant prior to a final planning report being prepared. Mr. Gary Bell summarized the findings of all the studies for the Committee's purposes. He indicated to the Committee what the recommended course of action was in relation to berms, road improvements, and mitigation measures. Mr. Bell indicated that the application had been submitted to the Ministry of Natural Resources in accordance with the Aggregate Resources Act and an open house has been established for Wednesday January 5, 2000 at the Rugby Community Hall from 4-7 p.m to allow the community to review all the information. Moved by Councillor Ruth Fountain, seconded by Garry Fell "It is recommended that Development Application P-75/98 a proposed Zoning By-law Amendment proceed to the December • meeting of the Committee with the final planning report on all reports completed and reviewed. And further that Skelton Brumwell provide a response to the three peer review letters by December 8, 1999 to the Township Planner. And further, that Council should consider establishing a special Public Meeting date in January for the proposed rezoning." ...Carried. 7:30 p.m. Gold Mountain Springs P-93/99 Concession 10, Part of Lot 3 (Oro) Proposed Official Plan Amendment and Rezoning -Verbal Status Report from Planning Consultant In Attendance: Gary Bell, Applicant's Consultant Mr. BeII provided the Committee with an update on the status of the studies being completed in accordance with the Official Plan requirements including: traffic, environmental, and hydrogeological. Mr Bell indicated that he hoped to have these studies to the Committee for review at the • December meeting. • 7:45 p.m. Township of Oro-Medonte Concession 9, West Part of Lot 16 (Medonte) Proposed Rezoning In Attendance: No One Ms. Leigh described the proposal for a rezoning of the former Moonstone Administration building. She indicated that this application has arisen from a potential purchaser of the property who is interested in a mail order business with a showroom and assembly area. The property is within the Rural Settlement Area designation and would allow the proposed use subject to a rezoning to the Local Industrial (LI) zone. The property would be subject to site plan control for the construction of any additional buildings which would enhance the buffering to other existing properties. Moved by Garry Fell, seconded by Paul Marshall "It is recommended that the proposed rezoning for Concession 9, Part of Lot 16 (Medonte) to the Local Industrial (LI) Zone proceed to a Public Meeting in accordance with the Planning Act." • ...Carried. 8:00 p.m. Derek Vernon P-97/99 Concession 14, West Part of Lot 9 (Medonte) Proposed Rezoning In Attendance: Derek Vernon, Applicant Ms. Leigh explained the proposal for a rezoning to permit a business on a property located on Highway 12 just north of the Mount St Louis Road. She indicated that there were a number of issues to be addressed with this application: 1. Ministry of Transportation approval for an industrial entrance; 2. Simcoe County District Health Unit approval for the 4000 square foot building; 3. Exact measurements for the amount of the property to be rezoned; The Applicant indicated he had submitted an application to the Health Unit for approval and that he would contact the Ministry of Transportation • about an entrance approval. He further indicated that he would advise the Township Planner with respect to the amount of land to be rezoned. ~~ Moved by Deputy Mayor Don Bell, seconded by Susan Grant "It is recommended that Development Application P-97199 a proposed Zoning By-law Amendment proceed to a Public Meeting and that the applicant obtain the necessary approvals from the Ministry of Transportation and the Simcoe County District Health Unit prior to consideration of the by-law." ...Carried. 6. Other Business December meeting date The Committee established a meeting date of Tuesday December 14 for their next meeting. • 7.
