WHEREAS: Ontario Regulation 172/06 (Generic Regulation) came into effect in May, 2006
in accordance with the Conservation Authorities Act; and
WHEREAS: NVCA staff have been implementing the new regulation through the permitting
process and associated Policy to charge fees; and
WHEREAS: The NVCA has received considerable feedback from the watershed
municipalities, general public, and media, with regard to the charging of fees and issuance of
permits for small-scale proposals such as decks, fences, and garden sheds within areas
regulated by Ontario Regulation 172/06; and
WHEREAS: NVCA staff believe that small-scale proposals should be exempt from the
regulatory process and the associated Policy to charge fees; and
WHEREAS: Any deviation from the permitting process and Policy to charge fees for services
related to planning and development (December 9, 2005) requires written approval from the
Executive Committee; therefore
BE IT RESOLVED: The Executive Committee supports staffs' recommendation to exempt
the following works from permitting and enforcement under Ontario Regulation 172/06:
. decks
. fences
. buildings and structures less than 107 square feet
. other minor works as determined by the CAO; and
THAT: The Full Authority approves these exemptions to the Fees Policy and the technical
amendments as shown on the revised Fees Policy; and
FURTHERMORE: That staff be directed to communicate these exemptions (in writing) to the
municipalities and general public.

7. STAFF PRESENTATIONS:
Development, Interference with Wetlands and Alterations Shorelines and
Watercourses Regulation (Ontario Regulation 172/06)
Bev Booth, Manager of Planning Policy and Regulations and Glenn Switzer, Director
of Engineering and Technical Services provided an information update on the status of
the Regulation; technical details on the preparation of the regulated area mapping; and
an overview of the impacts of the Regulation to the NVCA.
The hazard mapping has been circulated to the NVCA member municipalities for their
review and comment. Positive feedback has been received with some municipalities
planning to incorporate the mapping into their official plans. The hazard mapping is an
ongoing project and will result in some mapping changes being made as more
information becomes available through the municipalities and further examination by
the Planning Department to fine tune the mapping through examination of hazard lines,
Implementation of the application process is underway and includes the following:
. Streamline the application process (exemptions of minor works);
. Maps to be available on-line;
. Development of guidelines;
. Program evaluation and monitoring;
. Increased communication requirements to clients
The impact of the regulation on the NVCA has produced an increase in applications to
the end of July 2006 with 39 applications more than the same time last year.
In Summary the regulations have resulted in updated natural hazard mapping which
will help to protect sensitive areas (i.e" coastal wetlands), The regulations will also
increase the effectiveness in protecting people's lives, their property and minimizing
social disruptions to communities.
Chair Nix thanked staff for their very informative presentation, Questions of
clarification were asked by the members,

Wayne Wilson, CAO/Secretary-Treasurer reviewed the Performance Measures
Process with the Full Authority members, Targets and the measurement of how well
we are meeting the targets, or performance measurers have the following purposes,
Help the NVCA effectively communicate how well we are meeting our four main
business areas (objectives),

Provide strategic direction to the NVCA programs and priorities,
The targets will be determined through the Advisory CommitteelBoard Member review
and feedback, The communication of the target results will be communicated through
the Watershed Report Card, Annual Report, Member/Municipal Communication
Presentation for 2007 and general communication through web site, media, public and
watershed news updates,
Discussion ensued regarding the setting of targets and the importance of the targets
being achievable and attainable through the budget process and staff availability,
Preliminary targets will be discussed through the Advisory Committees at the
September meeting of the Full Authority.
8.2 2007 Business Plan, Performance Measures Report

S.Kastner attended a "Growing by Degrees" Task Force meeting. It was asked
ifthe library has any space to display and store design work. They were told our
space is very limited.
S.Kastner attended the Battle of the Books. A Laurentian professor was excited
about the event and asked if there was anything they could do to help with future
Battles.

regarding Private Member's Motion M-161 from Mr.
Bruce Stanton, MP, Simcoe North, which pertains to
the Trent-Severn Waterways be received; and
WHEREAS The Trent-Severn Waterway (TSW)
manages surface water quality, resources, and
shoreline habitat in an area of over 18,000 sq. km. of
Central and Eastern Ontario - an area where up to
1,000,000 people reside and over a million visit each
year - and an area that will be under increasing
pressure for shoreline development in the decades
ahead,and
WHEREAS the TSW has the potential to make a
greater contribution as a historic and recreational
asset for Canadians - and as an enabler of economic
prosperity in rural Ontario as has been demonstrated
by the revitalization of historic canals in other
jurisdictions such as New York State and Scotland,
and

WHEREAS according to the Ontario Water Power
Association the TSW has the potential to generate 50%
more clean, renewable power from its existing 18
hydro-electric generating stations and untapped
existing power capacity - without any further
environmental degradation, and
WHEREAS The TSW was conceived as a water-based
transportation system over a century ago has become
a complex water resource manager - with additional
responsibilities for: (I) land and water-based
recreation, (ii) renewable power generation, (m)
historic preservation, and (iv) environmental steward
for wetlands, shoreline habitats including over 30
species-at-risk and the jurisdictions and divisions of
power and responsibility of that earlier century were
simply not well suited to look after a resource whose
importance has become so very wide and multi-
faceted, and
FURTHER THAT a letter of support be sent to Mr.
Stanton on behalf of the Authority's Board of
Directors.

Quinte on Lake Ontario to Georgian Bay on Lake Huron.
The waterway connects several communities of 1,000 or more people and includes the
major centres of Peterborough. Orillia, Kawartha Lakes and Quinte West as well as
Barrie and other large communities on Lake Simcoe and Georgian Bay.
For navigation and recreational boating it operates 44 locks. 1 marine railway, and 40
swing bridges.
There are 140 waterway dams that manage the water lel/els for flood control and
navigation on lakes and rivers thaI drain 18,000 km2 of central Ontario's cottage country
region - across 4 counties and 3 single-tier cities.
There are 18 hydro-electric generating facilities on the system - with a capacity to
contribute an average of 70 mw of renewable power every day.
As a historic canal the TSW makes an important ecological contribution to Ontario
through the protection of wetlands. attention to water quality and the preservation of
habitats for many aquatic species including a number of species at risk.
As a historic site the TSW protects important elements of our historic fabric - including
First Nations cultural sites dating from 6,000 years ago - and the historic features and
remnants of 19'" century settlement in this area.

The TSW makes a valuable contribution to the economy - attracting thousands of
recreational boats and millions of visitors to lock stations 'and public sites each year.

In 2005 there were just over 150,000 lockages by recreational boats - down from a peak
of over 250,000 in 1990.
Many community businesses thrive on serving visitors to the lakes and rivers of the TSW
_ and indeed many of the communities exist from the recreational and retirement
lifestyles associated with those shoreline communities.
Historv
The vision of an inland navigable waterway linking Lake Ontario with Georgian Bay was
inspired by early 19\h century settlers who worked to establish the first wooden lock in
the heart of the Kawartha Lakes' Bobcaygeon in 1833 in orderto access markets to the
south. It would take another 87 years to complete the waterway.
Sir John A MacDonald's government got behind the construction of this system in a
more robust way between 1883 and 1887 - and construction continued annually - until
the system was fully connected across 386 km by 1920.
During the late 1800's the golden age of steamboats'and resorts made the lakes of the
TSW a hub of tourism in the Province. All visitors arrived by train to such destinations as
Lakefield, Lindsay, and Severn Bridge.
Since 1920 the system has served primarily as a destination for recreational boating -
but due to its series of dams, locks and bridges - it remains an essential infrastructure
for water-level management, flood prevention and shoreline and aquatic habitat
protection.

Leaislative Framework
The Parks Canada Agency Act requires that management plans be prepared for
National Historic Sites - including the TSW. The Historic Canals Regulations of the
Department of Transport Act provides the regulatory framework for management of the
system in accordance with the Historic Canals Policy and Management Plan.
The TSW is also subject to the Canadian Environmental Assessment Act; Fisheries Act;
Species at Risk Act; Canada Shipping Act and the Navigable Waters Protection Act.
Lookino Ahead
It should be recognized that the TSW is the responsibility of the government. Its future
encompasses both a conservation and preservation mandate as it relates to historical
and environmental components - but it can also be a greater source of renewable
power, recreation, and community economic renewal.

Other jurisdictions like New York State and Scotland have revitalized their historiC canals
to provide, in addition to their historic, navigational and recreational value, economic
revitalization especially in the communities which dot its path. I Q-.Cl -3
The New York State ea nal system offers a glimpse of what a renewed TSW could strive
for; New York undertook to revitalize their canal in 1996. Since then they have invested
over $230M in upgrading infrastructure, marketing, developing a water and land trail,
developing a green-way for residents, and establishing new rules for waterway land
(shoreline) use and development.
Those investments came only after a very thorough examination of the NY Canal
System with a view to its future potential,
Motion M-161 essentially proposes that the government and specifically the Ministry of
Environment consider an evaluation of the Trent-Severn Waterway - with a focus on the
areas of potential contained in the motion: recreation, environmental sustainability,
historic preservation and community economic renewal.
Subject to the government's concurrence. a process could be initiated to gather relevant
data, consult with stakeholders (land owners, utility operators, recreational boaters,
Friends of the Trent-Severn Waterway, and others), and engage Provincial and local
gove~nments for their participation.
The evaluation would help the government to consider the future of the system and its
potential to make a greater contribution to the health and well-being of Canadian citizens
through recreation; to the appreciation of our history and early settlement; to renewable
energy: to the economy and job creation, and the protection of sensitive environmental
features.
The TSW is a jewel in the crown of the federal governmenl- and just as historic canal
rellitali2ations have demonstrated in other jurisdictions - could become an even greater
asset to Canada and to Canadians.

I am requesting that 2/3rds of the money taxed for garbage
collection be returned to me. Since I am only a summer resident, we
are living at the cottage only 2 months of the year and the
occasional weekend but I understand I am charged the $110. as
others are, because garbage collection is available to me year
round.
However it is NOT. Each Spring when we open up and leave
garbage, and in June come up for a weekend or two, we have garbage
but no one looks for it until I have your office phone through.
Then because there are more than 2 bags once they start up, we are
warned of the limitation.
We stop living at the cottage on Labour Day but yesterday we
went up to close up and it was garbage day. I put 2 bags in the box
but because I wanted them to be seen, I left the lid open and the
bags in full view on the rim of the cans. The truck went shooting
past without a look.
We intend to go up to rake and have lunch for a group of us
end of october, and know we'll have to take our garbage home since
we can't trust that it will be picked up and will be left for the
entire winter.
That is not the kind of service we are paying for, and that is
why I am asking that I be recompensed accordingly.
Please forward the enclosed letter to the company you have
hired to take care of garbage collection, but I am writing to you
since YOU take my taxes and hence YOU are responsible for the group
that you delegate the job to.

As a matter of Public Opinion, we feel it is necessary to restate our firm opposition to the
proposed amendment.
It is our mutual opinion that the Township report (item 6a) presented to the PAC committee on
September 18'h 2006 and to council on October 4'h, 2006 does not fairly represent the stated
public opinion and objections of many citizens of Oro Medonte who remain opposed to the
rezoning application.
Although we recognize that the report confirms that the parcel of land being addressed for
rezoning has been reduced in size and that certain specified requirements will apply, we must
present the following comment to the PAC report and related facts in support of our continued
objection to the rezoning:
1. (re: 6a -3. Para 7) "The owner indicates that the use is exclusively related to the storage,
restoration, and sale of used military Jeeps and related parts and equipment. " This
statement is untrue and misleading in fact. It is later confirmed in the report, and
previously in several letters of opposition that the use includes military weapons,
cannons, tanks, guns etc. We object to their presence and existence for any purpose in
a residential community.
2. (re: 6a -3: Para 9) This paragraph confirms that a detailed site plan has still not been
provided although this was requested in September 2002 and in February 2005. How can
an approval be granted without this necessary piece of the consideration process?
3. (re: 6a - 5: Para 3) (6a-6: Para 4) Environmental: Since the NVCA was brought into
the process very late, they felt that their only recourse was to try to "retrofit" an existing
situation in order to "make it compliant" and that they were unable to "reverse something
that was already in place". NVCA felt that they "could not go after what was already built"
but that "a mechanism needed to be put in place to make the situation compliant". Hence
the NVCA's request that a Stormwater Management Plan "be included in the tex1 of any
amendment". By no means should this be interpreted or presented that the NVCA
supports this rezoning.
4. (re: 6a -5: Para 6) Other: "At the May 2006 Public Meeting, there were two verbal
presentation opposed to the proposal, and five verbal presentations.. .supporting the
rezoning." None of the concerned citizens who were on record as objecting to the
rezoning were either expecting or notified of the second" public" meeting held in
May,2006. However, it is evident that PAC worked with the applicant to unfairly present
public opinion in support of the rezoning at this meeting. In this regard please note the
letter attached from Vera and Gerry van Amelsvoort on this subject. Even the immediate
neighbor, Michael Armstrong was not informed of this meeting (letter of objection dated
June 8, 2006 attached).
5. (re: 6a-5: Para 6) Other: The report highlights a submission in "the support of rural
industries and their corresponding decrease of crime,.." We note that the submission
was delivered by a personal friend of the applicant and maintain that if such a study
were conducted that the opposite finding would be true. It is our opinion that the storage

of jeeps, tanks and weapons spells a very contrary message to that of a 'peaceful
neighborhood'. In reality the existence of this business has done nothing to deter the
mailbox and light smashing that occurs in the neighborhood as well as the robbery and
assault on the Coulson General Store which occurred approximately two years ago.
6. (re: 6a - 5; Para 7) Other: "one written concern originally submitted in response.. .has
been withdrawn". This statement is absolutely untrue and we attach a copy of a letter
written by Norm Newell, who wrote this original letter of objection, citing the true facts
related to this so called "withdrawal" and reaffirming his continued objection to this
rezoning.
7. (re: 6a - 6 Para1; Para 6) Regarding the two existing buildings, we formally note that the
building permit applications that allowed their construction were granted based on the
applicant knowingly and falsely defining their intended use. In fact to this day the
applicant operates outside of what is acceptable, as wagon loads of tires continue to be
stored outside of the 'defined area'. (photo attached)
If PAC and Council have been unsuccessful between 2002 and 2006 in making the
applicant uphold bylaws and conditions on this property - what confidence can be
given that they will be any more successful in maintaining compliance in the future?
The applicant has proven to be quite successful in doing what he wants and asking for
permission after the fact, complying only when absolutely necessary, and only with
compromise.
In closing, we ask council to grant our public opinion as much consideration and empathy as it
has demonstrated for several years to the applicant. We feel that we are no less deserving.

Mr. Schneider came to my home with a prepared letter he had written, requesting my signature
and that of my wife wherein it indicated that we "have no more concerns and support the
proposed amendment". The letter in question is that dated on June 5, 2006.
I did not sign the letter. My wife, who does not understand what Mr. Schneider is even up to ,
did sign it as she was asked to, at the door.
My initial letter expressing opposition to the proposed amendment was signed by me alone. To
re-affirm, I have not and will not rescind my opposition.
Please disregard the letter of June 5, 2006. I did not sign il. As a result, Mr. Hoppe's report, in
which he makes note that opposition has been rescinded, is abosolutely false.

We wish to express our continued opposition to the proposed amendment initially expressed in
our letter dated Oct. 21, 2005. Our oppositon was re-affirmed in a second letter(on file) dated after
the initial meeting on Oct. 24, 2005.
TO DATE, we have NEVER received a response to our concems as identified in our letters, and
as expressed in your chamber on Oct. 24, 2005.
In fact, since the Oct. 24, 2005 meeting, we were no longer informed in any manner whatsoever of
any further meetings/discussions on this matter. To put it bluntly, we feel that all those speaking
out in opposition to the proposed amendment have been deliberately "left out of the loop" so as to
facilitate Mr. Schneider's mandate.
We leamed after the fact, that a second meeting had been held at which Mr. Schneider had
strictly invited and made mention to neighbours with whom he conducts business. In particular,
they were, Mr. Paul McKerrol who sold Mr. Schneider the fencing, Mr. McNiven who sold Mr
Schneider the cows, as well as a police officer friend with whom Mr. Schneider shoots geese on
the property. Those in opposition where never informed of the meeting. As a result, the so
called "in favour" majority at that meeting, was fixed.
Consequently, in Mr. Hoppe's report, mention was made of "those in favour", only. No mention
was made of the long list of concems identified by the MAJORITY of neighbours in the community
who have and continue to voice opposition - and who are not business associates of Mr.
Schneider's. Why is it that money always talks? Those in favour clearly are in favour of the
amendment as they financially benefit from Mr. Schneider's business operation!!!!! Mr. Hoppe's
report is consequently biased.
After speaking with our neighbour Norm Newell, he explained to us that Mr. Schneider had taken
the liberty of unethically preparing a letter in which Mr. Newell had "supposedly" rescinded his
opposition - that was in fact signed by Mrs Nell Newell only. Mrs. Newell does not understand
what Mr. Schneider is even doing on his property!!
This letter, which Mr. Newell did not sign, was identified at a meeting you had(that only those in
favour of the amendment were informed about) and consequently identified in Mr. Hoppe's report.
Mr. Newell has never rescinded his opposition!
Please note, that we will not stand quietly by. In summary, please note the following:
1) We are in firm oppositon to the proposed amendment.
2 )We firmly believe that proper procedure was not followed in advising those in oppositon of the
amendment, of further open meetings and discussions that took place
3) Our concerns have never been addressed
4) Unethical actions must not be tolerated. We want to make it very clear, that we will not let this
rest.
5) If need be, proper appeal procedures will be followed and enforced..

Further to my origina1letters to council for the meetings of Oct 24/05 & May 29/06, I
still strongly object to the rezoning of the above mentioned property.
The township bylaws are in place for a reason, not for someone to try and find a way
arolDld. It seems the longer the rezoning applications takes to go through the council
process the more they give in to the individual. I hope the township will start to charge
business tax on the property in question if council approves it.
It was stated at the last council meeting that the applicant bad spent money cleaning up
the property. Council should visit the property and see the junk that was moved from one
end of the property to the other end behind the old barn that is directly behind my house.I
am also finding the so called cleaned up junk at the ~nom of my pond. ( Plastic lids & 5

The applicant has put up a fence on the property line ( His Right) due to the fact I
objected to the rezoning. He is also got cattle in a fenced off section with a trailer and
water tank and a salt block within 15ft. of my back door.
As for the water tank,the cow dung and urine is running down hill when we get a heavy
rain into my well which is only 35 ft. away. I have advised the Ministry of Health
(Simcoe County) and the Ministry of the Enviro,nment. Pictures were enclosed to both .
In closing,council should get off their council seats and see the real world.
As I am a lawyer, I would look at taking this case to court myself due to the length of
time taken to resolve the issues anO the mistakes made by previous and current council
members and staff.

This amendment would set a precedent for all the properties in the area. This
property already resembles a military vehicle scrap yard; rezoning it would grant
the owner permission to allow the property to continue its decline into an
unkempt vehicle dump. Other properties could follow suit; devaluing my
property and that of other landowners in the area.
1 moved from Barrie to Oro-Medonte because it is a beautiful agricultural/rural
area and I believe it is in the best interests of everyone for it to remain so. The
view from my property is gorgeous and I would like for it to stay that way.
Please notify me of the decision of the Township of Oro- Medonte with respect to
this proposed Zoning By-Law Amendment.

I wish to express my opposition to the proposed amendment to the lands described as

parts,
I object to this rezoning on the grounds that this use is not an agricultural/rural use and
it is out of character with the land uses in the surrounding area. It would turn what was a
beautiful rural area into a used car lot and auto body shop, nex1 to an envirorunentally
sensitive area bordered by a large, natural pond, I feel that this rezoning could result in
expansion of this operation over the entire property. As it is, I believe it has already
devalued the surrounding properties, as it looks like a large auto wreckers/scrapyard.
Rezoning would legitimize in perpetuity the illegitimate land use that is currently taking
place. Would you want this nex1 door to you? I hope Council will take into
consideration the precedent this rezoning would set for future land uses in
envirorunentally sensitive areas.
Please notify me of the decision of the Township of Oro-Medonte in respect to this
proposed Zoning By-Law Amendment.

We wish to oppose the application to re-zone the land from the AlRU and EP Zones to an

rcstoration and salc of used military equipment and related parts.
We currently own thc land adjacent to this proposed rezoning and raise objections to tbis
new application as well as bis current use of the property. We have taken great care and
expense over the 40+ years to try and protect our large, environmentally sensitive, natural
pond to protect what little wildlife we have left in this area. This is, and we would like it
to continue, to be a wildlife sanctuary. This pond is also the first in a line of ten others
which could potentially be affected by pollution seeping into the water table.
Because of the nature of his business the equipment is constantly being tested (not just
Jeeps) the resulting noise levels and frequency are proving to be a huge source of
irrita.tion to ourselves and surrounding neighbors. If the business were expanded in this
way it could only lead to an increase of noise and disruption to the local population and
to the wildlife we try so hard to protect.
We are also concerned about the disposal of the existing pollutants in the form of oil and
other hazardous waste protects in thc existing business bcing so close to the underground
natural springs.
A large added concern would be the devalua.tion of properties in our surrounding area, if
what is already an eyesore, is pennitted to expand.

Further to our original letter of October 20 (attached), submission of Oct 24, 2005 (atta ments
as recorded in the minutes of the public meetings held October 24 2005 and May 29 2006, we firmly restate
our objection to this rezoning.
We remind the Mayor, Council and Committee members of their PRIMARY RESPONSIBILITY to uphold the
bylaws of Oro-Medonte, to protect the existing nature and character of our township and to represent the
best interests of all our citizens. To ignore the existing bylaws and place the personal wishes of a single
individual over what is best for the community blatantly contradicts these responsibilities.
To continue to put the wishes of one individual who currently contravenes several zoning by-laws above the
welfare of several longstanding and law abiding neighbours sends a very clear message to us all.
It was stated at the most recent public meeting that the applicant has invested several thousands of dollars
toward making this restricted business use less offensive. We remind Council and Committee that the
neighbouring taxpayers have each invested many thousands of dollars in their homes and properties making
them more attractive within the accepted by-laws governing the place where we all chose to live. As we
were. the applicant was well aware of the existing zoning of this property when it was purchased. If the
intent subsequently was to conduct a non-conforming business here then the simple and correct solution is
to direct that business to a location and site where it is permissible.
We ask the Mayor and each Council and Committee member: how would you feel if this rezoning application
occurred next to your personal residence. Ask yourself how you would honestly react to having a Jeep
repair, storage and sales compound of international scale operating beside your home for the rest of your
life. Would you expect your Mayor and Council members to responsibly uphold the existing bylaws and
protect your environment, not set a precedent to allow radical change and promote similar contravention in
the future?
It has been implied that Council will pass this amendment if only for fear of being sued by the applicant if
Council does not grant approval after such a long and delayed processing time. It should be noted that this
option, although regrettable. is not restricted to the applicant alone.
In closing, the current use contravenes several bylaws. We are counting on you to uphold these bylaws. The
activity requested is specifically cited as not allowable. We are counting on you to stand up for the
majority, for the preservation of the nature and character of the township and for the rights of your citizens.
We all know that history is the best predictor of the future. We need you to show us today that we can count
on you tomorrow.
We also enclose some relevant photographs taken in the past week for your review and further information.
We ask that you keep us informed of all progress and the outcome of this application.

The owner of this property has applied for a zoning change from Agriculture/Rural and
Environmental Protection to an Agriculture/Rural exception zone.

There is no mention of the Environmental Protection section of the property in either the
material from the owner or the Township. The back of this property (the side farthest
from the Seventh Line) does slope down. Is the owner disposing of waste oil, cleaning
liquids, etc. with the environmentally correct procedure? Even if it is being done
properly, accidental spills do occur. The soil on this property and the water flowing from
it should be tested to see if there is contamination at present. The liquid contamination
would likely flow to the pond on the adjacent property and to the West Coulson Swamp
which is a Provincially Significant Wetland.
In OPA #17 Section BI.I0.1.4 (d), it is S13tes "Development on adjacent lands that
requires a Planning Act approval may also be subject to an Environmental Impact
Statement and a Management Plan if the environmental feature is deemed to be sensitive
to development on the adjacent lands. Adjacent lands are defined as all lands within 120
metres from a wetland". According to Schedule I 6A - a map that shows this property for
which the zoning change has been requested and the surrounding area -the pond on the
adjacent property is 25 metres or less from the property line. Therefore an
Environmental Impact Statement should be done before any zoning change is considered.
At an OMB (Ontario Municipal Board) hearing concerning the West Coulson Swamp
several conditions were established. These conditions had to be fulfilled before
development could occur near the Swamp. One of the conditions involved Environmental
Monitoring. A Coulson Environmental Committee was established to see that this
monitoring was done properly. The Committee meets tomorrow to try to see that the
Provincially Significant Wetland is being protected while more development
is being considered on the other side of this Wetland.
This property is on the Oro Moraine that is the environmental and scenic gem oftJre
Township ofOro-Medonte. The Township established an Oro Moraine Committee and
this Committee spent a significant amount oftime, effort and money formulating a plan
for the Oro Moraine. Each time that you chip away at protection of the Oro Moraine you
are negating the work ofthis committee. It will probably be said that this is only a small
section of Environmental Protection Land so therefore it is not important. But it only
takes a few smail sections to make a large area. Before most people have realized it the
Environmental Protection part of the Motdlne has been reduced and the environmentally
important area of the Morall1e has been sighlficat1tly impacted.
Mayor Craig and the Councillors oftlro-Medonte sHould remember their ptllicy of
"environment first" and not perniit tHis zoning change.

I am a new resident to Oro Medonte. This August my husband and I
purchased a house on the Oro moraine because of its unparalled
vistas and rural landscapes. Important to us was the fact that local
governments and people in the community are active in preserving
the culture and history of the area, as well as its agricultural and
environmental integrity. With the proposed zoning change, the
qualities we value in Oro-Medonte are threatened.
Proud to take friends on the Studio Tour, to Barrie's Colors of Music,
to the Simcoe County Craft Guild exhibit or just a scenic rural drive,
we no longer can drive along the ih concession for fear of visitors
comparing the sight of the military compound to Bush's Waco Texas.
This huge auto equipment yard does not complement the agricultural
or cultural traditions of the area because it is an industry, and as such
should be located with other industries.
I hope you send a message to hopeful, future entrepreneurs that new
business is encouraged in Oro-Medonte, but that achieving it through
back-door methods is not. Part of a good business plan is to
research a viable and legal location beforehand; otherwise, any of us
could wake up to discover a neighbour has established a hazardous
industry next to our residence, then hopes to get it rezoned.
We trust that your precedent-making decision will be sensitive to the
heritage of the area.

ln my opinion Report PD2005-052 did not present a balanced picture of what this application involves
to the Planning Advisory Committee and it does not present a balanced picture to Council.
Jt is asking that the "AJRU' and "EP" zone be changed to an "AJRU" exception zone. There is not one
word about the Environmental Protection Zone in the Report. There should have been a detailed
summary of why this area was zoned EP and what scientific data there is to justify changing this
classification.
There is no map showing the EP zone. Attachment 3 showing the house and buildings leaves the area to
the west, where the EP zone is located, blank. There is a large building not shown on Attachment 3.
The Report should be revised by the Director of Planning to include data on the Environmental
Protection Area and a map showing its location.
Then the revised Report should be sent back to the Planning Advisory Committee for a new vote.
On page I it reads, "The uses proposed.. .are the storage, restoration and sale of used military equipment

Mr. MacDonald have you ever visited this property? There are large army trucks, trailers, and a flatbed
to haul a tank, three I 8-wheeler trailers. I have seen ambulances, personnel carners and other trocks on
the property.
1 question your rationalization of this operation as a "home industry". My hero the late Winston
Churchill might have commented: "Some home! Some industry!"
rve always thought of a "home industry" as a weaver, potter or woodworker.
You were paid hundreds of thousands of tax dollars to write the Official Plan and hundreds of thousands
more to revise it. As an ethical professional planner 1 would think you should be defending your plan.
Planning reports to the Planning Advisory Committee and Council should be objective. They should
clearly layout the possible benetlts and negative consequences of the application. This has not been the
case. In ] 0 years 1 cannot remember a balanced planJling report. For example look at the Report on the
proposed Moon Point development.

Mayor Craig -I've read in the Packet and Times how proud you are about Oro-Medonte's "Environment
First" policy _ so if you really believe in this policy you should vote against this application.
I recognize Mr. MacDonald's planning experience- but it is time for a new era of planning in my
Township. Council hired a new highly qualified and experienced planner and it is time he prepared all
planning reports for Council - as is done in most municipalities in Ontario - for example Simcoe
County.
Mayor Craig and Councillors 1 respectfully request that Council pass whatever is needed to assure that
all future reports on proposed developments and zoning changes are prepared by the Director of
Planning and his staff.

Please accept this letter and photos of the said property as our formal opposition to the
rezoning application.
(1) It is our understanding that before an EP designation is removed, a completed
Environmental Assessment s1udy must be undert3ken. On Nov. 3,2004 PAC requested further
information from the applicant. Why was an environmental assessment not requested at that
time? As per photo # I the property in question is outlined in pen. Notice the
pond/springs/marshy area is immediatley adjacent to and becomes part of said property.
(2) Though zoned agrieculturalJEP, and though several building permits on the subject property
were granted under the auspices of agricultural use, the aerial photograph clearly shows the land
is not in fact used for agricultural purposes. The planning department of Oro Medonte was
gravely misled by the applicant.
(3) The applicant is trying to legalize what has, in fact, been a misuse ofland for commercial
useage- as is visible in many photos (#2,#3,#4) taken from concession 7. Photos indicate
quantities of trailers, transport trailers, tractor trailers, military gas cans, military parts and jeeps
strewn all over the property, including being buried in bushes immediately to the south of the
house, amongst a further compound of military equipment (#5).
(4) Aside from existing large structures (barn #9, garage #10), the applicant has built 3 additional
structures: compound area (#6), red-roof building(#7) and a large white canvas covered structure
(#8). Despite the fact that these buildings exist, military equipment is littered everywhere. This
useage is an eye sore for the neighbourhood and has been for many years.
(5) PAC never addressed the sound that this existing/proposed useage creates. On Nov 3, 2004,
why did PAC not ask the applicant to have a Sound Stud)' undert3ken?
(6) As you can see in photo #4, large areas of the property have been stripped of topsoil and filled
in with a compact grarlUlar material preventing normal drainage. Has the applicant ever been
asked to address Storm Water Run-Off/Management and why was this not requested by the
pI arming department? This property drains toward the pond and springs on the adjacent property.

This is of major environmental concern considering gas, oil, radiator fluid and other b ~
contaminants are all part of parking lot run off.
(7) The applicant clUTently has numerous road access points to his property. Are these acceses
regulated by the tovmship as to number and size? If this venture is permitted and continues to
grow, should a Traffic Study not be conducted?
(8) The applicant repairs/stores motor vehicles. As per By-Law 97-95, the applicant should not
be permitted to continue the misuse of this land nor be allowed to transform his illegal deeds into
legal useage by re-zoning.
(9)The applicant appears to have been very successful in running his operation as it has grown
continuously. If ClUTent useage continues or is permitted, land value of adjacent properties will
also be affected.
As is clearly evident, this operation belongs in a commercial/industrial site wbere
traffic, noise, storm water run-off aud environmental concerns have already been
addressed.

Thank you for meeting with me this morning. I appreciate that you made time in your busy
schedule to answer some questions I had related to your recent report on Rezoning Application #
P-134/02. Further to our meeting and discussion, I submit the following:
As confirmed in your recent summary report, and as previously mentioned in letters and recorded
verbal presentations by citizens of Oro-Medonte, we agree that there exists a secondary business
activity other than the specific use identified in application # P-134/02. This secondary use
consists of the storage, rental, related trade and maintenance (including test or other firing) of
military tanks, cannons, single-fire and automatic rapid fire guns, artillery etc.
I formally and respectfully request that the Planning Committee and Council identify this confirmed
activity as being NOT INCLUDED in the defined use being considered for approval in the rezoning
amendment on this property. Furthermore, I respectfully request that Council note in their report
that this particular use and activity is SPECIFICALLY EXCLUDED in the existing re-zoning
application and/or approvals for use which are being considered or may be granted for this
property.
Also, I respectfully ask if these items (guns, cannons, tanks etc.) are currently identified, registered
and licensed as existing on this property as any firearms would have to be by law? It is my strong
belief as a citizen of Oro Medonte that such military weapons should NOT BE PERMITTED at all, for
numerous reasons, in a residential area and that their existence and use warrants consideration
independent of and at a much different level than usage defined as simple repair, sale and storage
of jeeps and parts.
In closing, I thank you Mr. Hoppe, the Planning Committee, Council, Mayor and Deputy Mayor once
again for your consideration over the past many months, and look forward to hearing an outcome
to this longstanding issue which will fairly represent the best interests of all the citizens of Oro

BEING A BY-LAW TO DEEM CERTAIN PLANS OF SUBDIVISION OR PARTS
THEREOF NOT TO BE REGISTERED PLANS OF SUBDIVISION WITHIN THE
MEANING OF THE PLANNING ACT R.S.O. 1990 c. P. 13, AS AMENDED.
WHEREAS it is considered desirable in order to control adequately the
development of certain areas within the Township of Oro-Medonte, that certain
existing Plans of Subdivision be deemed not to be registered Plans of Subdivision
for the purposes of Section 50(3) of the Planning Act R,$,o. 1990 c, P. 13, as
amended.
AND WHEREAS the Council of the Corporation of the Township of Oro-Medonte
has the authority pursuant to Section 50(4) of the Ptanning Act, R,$,o. 1990, c.P.

to authorize the execution of an agreement between the Township of Oro-Medonte and
the Canadian Union of Public Employees and its Local 2380;
NOW THEREFORE the Council of the Township of Oro-Medonte hereby enacts as
follows:
1, That the Collective Agreement being Schedule "A" of By-law No. 2005-065, be
amended to include Wage/Salary Schedule Bargaining Unit Employees dated
September 27, 2006, being Appendix "A", attached hereto and forming part of

A By-law to Amend By-law No. 2005-119,
Being a By-law to regulate, license and control animals
within the Township of Oro-Medonte
WHEREAS Section 11 of the Municipal Acl, 2001, S,O, 2001, c,25, as amended.
defines spheres of jurisdiction under which a municipality may pass by-laws;
AND WHEREAS the spheres of jurisdiction include animals;
AND WHEREAS Council did on December 21,2005, enact By-law 2005-119 to
regulate, license and control animals within the Township of Oro-Medonte:
NOW THEREFORE the Council of the Township of Oro-Medonte hereby enacts as
follows;
1. That Section 2,2 of By-law No, 2005-119 be deleted in its entirety and replaced
with;
2,2 "Animal Control Officer" includes the qualified persons or Association who
has entered into a Contract with The Corporation of the Township of Oro-
Medonte to control animals. This includes any employee appointed by the
Corporation.
2, That the number of dogs as identified in Section 4.3 of Appendix "A" to By-law
No. 2005-119, be amended to replace "two (2) dogs" with "three (3) dogs",
3, That Section 7,1,2.2 of Appendix "A" to By-law No, 2005-119 be amended by
deleting the words "Police Officer or",
4, That Section 7.5 of Appendix "A" to By-law No, 2005-119 be deleted in its
entirety and replaced with the following;
7.5 Where a dog seized under Sub-section 7,1 of Appendix "A" of this by-law,
is injured or should be destroyed without delay;
7.5,1 For humane reasons. the Police Officer or Animal Control Officer
may kill the dog in a humane manner as soon after seizure as a
veterinarian gives approval (where possible) without permitting any
person to reclaim the dog or without offering it for sale and no
damages or compensation shall be recovered on account of its
killing,
7,5,2 For reasons of safety to persons or animals, the Police Officer or
Animal Control Officer may kill the dog in a humane manner as
soon after seizure as helshe sees fit without permitting any person
to reclaim the dog or without offering it for sale and no damages or
compensation shall be recovered on account of its killing,
5. That Sub-section 1.4.2 of Appendix "B" to By-law No, 2005-119 be deleted in its
entirety and that subsequent Sub-sections be renumbered accordingly.
6. That Sections 1.5 and 1,5,1 of Appendix "B" to By-law No, 2005-119 be deleted
in their entirety and that subsequent Sections be renumbered accordingly,

AMENDMENT No. 23
TO THE OFFICIAL PLAN OF THE
TOWNSHIP OF ORO-MEDONTE

PART 1 - INTRODUCTION
1.I TITLE
This Amendment, when approved by the County of Simcoe, shall be known as
Amendment No. 23 to the Official Plan of the Township of Oro- Medonte,
1.2 COMPONENTS
This Amendment consists of the text and Schedule A- I attached hereto. Schedule "A-I",
attached hereto, provides mapping indicating thereon the location of the lands for which a
change in the land use designation is being proposed and the specific land use proposed
for the site. The text provides for a policy amendment to permit the development of
highway commercial uses on the subject lands.
The introduction does not constitutc part of the actual Amendment, but is included for
information purposes,
1.3 BACKGROUND
The purpose of this Amendment to the Official Plan of the Township of Oro-Medonte, is
to place certain lands in Part of Lot 20, Concession 10 (geographic Township of Oro) in a
Commercial designation in order to permit highway commercial type uses on the lands
and provide for the expansion of the landscaping business.
1.4 LOCATION
The Lands affected by this amendment are located on School House Road in the
Township of Oro-Medonte. The property is located between Highway 11 and School
House Road east of Line 9 South.
1.4 BASIS OF THE AMENDMENT
1.4.1 Application
An application was made to amend the Township of Oro-Medonte Official Plan and
Zoning By-law on January 25, 2006 by 1533532 Ontario Limited, The purpose of the
application was to provide the policy basis to permit the development of highway
commercial uses and the expansion of the landscaping business on the sitc.

Various documents were submitted in support of the application including:

Planning Analysis, Official Plan Amendment and Rezoning" dated January
2006, prepared by MHBC Planning,
2, A Functional Servicing and Preliminary Stormwater Management Analysis
entitled "Functional Servicing and Preliminary Stormwater Management
Report Litz Landscaping Township of Oro-Medonte" dated January 2006,
prepared by R.I. Burnside & Associates Limited
3. A Traffic Impact Analysis entitled "Traffic Impact Assessment Proposed
Landscaping Business and Highway Commercial Uses" dated January 2006,
prepared by Colc Engineering Group Ltd.
4. An Agricultural Capability Assessment entitled "Agricultural Viability
Assessment for Litz landscaping" dated October 2005, prepared by Azimuth
Environmental Consulting Inc. and,
5. A conceptual site plan preparcd by MHBC Planning,
1.4.2 Proposal
The Litz proposal is to develop a building on the site for highway commercial type uses
and to allow for the expansion of the existing landscaping building and business to
provide thc associated business offices, outdoor storage and signage, and ability for on-
site sales and service.
The design of thc site is intended to protect the rural character of this area given the
adjacent commercial veterinary clinic and nearby industrial uses (transportation terminal
and truck scrvice/repair facility). The site will be designed to integrate the existing
landscaping building with the proposed highway commercial building and to incorporate
a central parking facility for both structures.
The proposal necessitates an amendment to the Township's Official Plan to permit the
highway commcrcial uses and the expansion of the landscaping business.
1.4.3 County of Simcoe Planning Policies
The site is designated "Rural and Agricultural" in the County of Simcoe Official Plan, An
amendment to the County Plan is not required as the County policies indicate that in rural
areas permitted uses include highway commercial uses. The County does outline various
criteria for consideration for new developmcnt and these have been taken into
consideration in the Litz ProposaL
1.4.4 Township ofOro-Medonte Planning Policies
The site is designated "Agricultural" in the Township of Oro-Medonte Official Plan. The
goals and objectives of thc Township's Official Plan indicate that the agricultural areas

are an important component of what makes up the character of the community and that
the introduction of incompatible uses in thcse area is strongly discouraged by the Official
Plan, The vision also states that a decreased reliance on neighbouring centre to provide
employment opportunities will help foster a sense of community in the Township, The
proposed Official Plan amendment and rezoning would allow for the expansion of the
existing landscaping business and also provide for additional employment opportunities
on the site for highway commercial type uses,
The principles of the Official Plan direct new highway commercial uses to the Highway
II corridor as proposed by this application. The principles further indicate that such uses
should be consolidated in order to protect the rural character. As indicated above uses in
the surrounding area include a veterinary clinic immediately adjacent to the site and a
motor vehicle repairlbody shop and trucking tcrminal in the vicinity of the Highway I I
and Line 9 South interchange which is within 300 metres of the site. The principles also
promote development that results in an increase in economic activity to be encouraged
provided it does not have a negative impact on the natural environment, natural
resources, or rural character of thc community. The proposed Official Plan Amendment
and Rezoning that will permit the use of this site for highway commercial uses will
maintain these principles,
The Vision and Principles of the Township's Official Plan were reviewed in the context
of development of the site for the landscaping business and additional highway
commercial uses and it has been determined that the spirit and intent of thesc policies
shall be adhered to with this dcvelopment.
The site is subject to the policies contained in Section D2 of the Township's Official
Plan. The objectives of this designation are to maintain and preserve the agricultural
resource base of the Township, to protect land suitable for agricultural production from
development and land uses unrclated to agricultural, and to preserve and promote the
agricultural charactcr of the Township. As indicated previously thc subject lands are
surrounded on three sides by roadways and on the additional side is an existing
commercial business. The lands are approximately 3.0 ha (7.39 acres) in area and are
irregular in shape, The construction of Highway 11 resultcd in the subject property
becoming difficult to be utilized for agricultural purposes. The site is currently used for a
landscaping business which is proposed to be expanded through these applications that
have been submitted to the Township. A number of the surrounding land uses are non-
agricultural and as indicated previously include an existing commercial use and existing
industrial uses in the vicinity of the interchange of Highway II and Line 9 South and the
site.
Permitted uses in this designation include grecnhouses, agriculturally-related commercial
uses, and home industries, There are commercial development policies contained in
Section D2.3,6 however these relate to new agriculturally-related commcrcial
development. Similar to these policies the subject lands require an amendment to the
implementing zoning by-law and are also subject to the submission of an application for
Site Plan Control. The subject lands are located such that the proposed uses would have

the least impact on eXlstmg and future agricultural operations, can be appropriately
serviced with an appropriate water supply and means of sewage disposal, are accessed by
municipal roads that can accommodate the increased traffic generated by the proposed
highway commercial uses, and can be appropriatcly designed to blend in with the
surrounding commercial and industrial uses to maintain the existing character of the area.
An Agricultural Viability Assessment was completed by Azimuth Environmental
Consulting Inc, dated October 18, 2005. This report was prepared in order to assess any
potential impact the proposed highway commercial uses (non-agricultural) would have on
any existing or future agricultural operations in the area and also to assess the impact of
removing the subject lands from the agricultural land base, The report concluded that the
proposed use of the subject lands for commercial purposes would not adversely impact
the viability of surrounding lands to be used for agricultural operations in the future. The
report concludes that the subject lands are too small to be cultivated using modem
equipment for agricultural operations now or in the future, The report also concludes that
the proposed redesignation and rezoning to permit highway commercial uses on the site
would have no more impact on the viability of agricultural operations in the area than the
existing commercial and industrial uses in the area.
1.4.5 Enginecring
Section G2.2 of the Township's Official Plan requires the completion of a Stormwater
Management Report in support of all major commercial development. This report is
intended to address the need for centralizcd facilities, to provide recommendations on the
storm water quality system to address the 100 year storm event, and to document the
means by which stormwater volume control will be provided,
A report was prepared by R.J. Burnside and Associates Limited entitled Preliminary
Stormwater Management Report dated January 6, 2006. In summary this report
concludes that stOlmwater management on the site will consist of lot level, conveyance,
and end-of-pipe facilities which will provide both quantity and quality controls for the
proposed development. On the basis of the conclusions of the report and their
implementation through site plan on the site, the proposal would conform with the
policies contained in the Township's Official Plan.
A Functional Servicing Report has been prepared in support of the applications by RJ.
Burnside and Associates Limited dated January 6, 2006. This report addresses the
proposed expansion of the existing landscaping business as well as the potential to
service the site for additional highway commercial uses. Additional technical
information would be required as part of any future Site Plan Control application for
additional highway commercial uses to occur on the site. The report concludes that water
and sewage in the form of private services can be accommodated on the site in support of
the proposal.
In accordance with Section H1.5 of the Township's Official Plan, a Traffic and Access
Review report was prepared by Cole Engineering Group Ltd. dated January 6, 2006. The

purpose of this report was to identify potential traffic to be generated by the proposed
highway commercial uses of the site and to provide recommendations on required
transportation mitigation measures such as intersection improvements necessary to
accommodate the proposed traffic to and from the site. The report determines that the
cxisting levels of traffic at the key intersections are very good, that the resultant future
traffic levels will continue to be very good, that the estimated traffic generated by the
proposed uses will be minimal, that no specific traffic mitigation measures are required to
accommodate the anticipated traffic generated by the site, and that a northbound right
turn taper from Line 9 South onto School House Road of 60 metres is recommended,
Utilities can be proper! y provided to the site.
PART 11- THE AMENDMENT
2,1 PREAMBLE
All of this part of the document entitled "Part Il- The Amendment", consisting of
the attached text and map schedule constitutes Amendment No. 23 to the Official
Plan of the Township of Oro-Medonte.
2.2 DETAILS OF THE ACTUAL AMENDMENT
2.2.1 Schedule "AIO" Land Use Plan of the Township of Oro-Medonte Official
Plan is hereby amended as shown on the attached Schedule "A-I" to this
amendment.
2.2.2 The lands identified on Schedule "AIO" of the Township of Oro-Medonte
Official Plan and shown on Schedule "A-I" attached hereto are hereby
redesignated from "Agricultural" to "Commercial",
2.3 IMPLEMENT A TION
Amendment No, 23 to the Official Plan of the Township of Oro-Medonte will bc
implemented by an amendment to Zoning By-law 97-95, as amended, of the
Township of Oro-Medonte. Implementation shall also occur through the use of a
Holding provision, removal of which shall bc conditional upon the entering into
of a Site Plan Agreement for the Site,
2.4 INTREPRETATION
The policies of the Township of Oro-Medonte, as amended from time to time
regarding the interpretation of the Plan, shall apply to this Amendmcnt.

WHEREAS the Council of the Corporation of the Township of Ora-Medonte is
empowered to pass By-laws to regulate the use of land pursuant to Section 34 of the
Planning Act, R.S,O, 1990, c,P,13:
AND WHEREAS Councii deems it appropriate to amend the regulations for commercial
uses for the subject lands, in accordance with Section 08 of the Official Plan;
NOW THEREFORE the Council of the Corporation of the Township of Ora-Medonte
hereby enacts as follows:
1. Schedule 'A10' to Zoning By-law 97-95 as amended, is hereby further
amended by changing the zone symbol applying to the lands located in
Concession 10, West Part of Lot 20, in the former geographic Township of
Ora. now in the Township of Oro-Medonte, from Agricultural/Rural (A/RU)
Zone to the General Commercial Exception (GC'170) Zone as shown on
Schedule 'A' attached hereto and forming part of this By-law,
2, Section 7 - Exceptions of Zoning By-law 97-75 as amended is hereby further
amended by the addition of the following subsection:
"7,170 '170 - Concession 10, West Part Lot 20, (Former Oro)
Notwithstanding the permitted uses listed on "Table 'A2'-
Commercial Zones - Permitted Uses" for GC General Commercial
Zone, only the following uses are permitted on the lands denoted
by the symbol GC'170 on Schedule A 10 to this By-law:
a) the existing landscaping supply operation with limited
expansion,
b) business offices accessory to permitted uses,
c) custom workshops,
d) hotels,
e) marine sales and service establishments,
f) motels,
g) motor vehicle service stations which may have an accessory
convenience retail store,
h) recreational uses,
i) restaurants
j) drive-thru restaurants,
k) highway commercial retail store,
3, Section 6,0 DEFINITIONS, is hereby amended by adding the following
definition for "HIGHWAY COMMERCIAL RETAIL STORE'":
"HIGHWAY COMMERCIAL RETAIL STORE
Means premises for the purposes of selling or offering for the sale goods,
wares, merchandise, substances, articles or services directly to and
required by the travelling public and the storage and display of such goods
in limited quantities and may include the sale of arts, handicrafts and gifts,
baked goods, foods, recreational supplies and equipment and shall not
include retail stores such as a department store, supermarket, pharmacy
or apparel store.'"

4. The lands zoned GC'170 shall be subject to a Holding (H) Provision in
accordance with Section 2.5 of By-law 97-95, as amended, The Holding
Provision shall not be removed until a Site Plan Agreement that is satisfactory
to Council has been entered into.
5. This By-law shall come into effect upon the date of passage hereof, subject to
the provisions of the Planning Act, as amended.

WHEREAS the Council of the Corporation of the Township of Oro-Medonte is

AND WHEREAS Council deems it appropriate to amend the regulations for home
induslry uses for the subject lands, in accordance with the Official Plan:
NOW THEREFORE the Council of the Corporation of the Township of Ora-Medonte
hereby enacts as follows:
1. Schedule 'A 16' to Zoning By-law 97-95 as amended, is hereby further

amended by the addition of the following subsection:
"7,171 *171 - Concession 7, East Part Lot 1, (Oro)
A site-specific Home Industry which specializes in the restoration and sale
of military vehicles (Jeeps), related equipment and parts/accessories shall
be a permitted use on the subject lands denoted by the symbol AlRU*171
(H) on Schedule A 16. The Home Industry will also permit the repair of
military motor vehicles only. No outside storage related to the above
noted Home Industry shall be permitted on the subject lands, The firing of
guns and/or military armoured vehicles on the subject lands shall be
expressly prohibited, No construction of additional buildings for the Home
Industry use shall be permitted,
3, The lands zoned GC*171 shall be subject to a Holding (H) Provision in
accordance with Section 2,5 of By-law 97-95, as amended. The Holding
Provision shall not be removed until a Site Plan Agreement that is satisfactory
to Council has been entered into.
