Hello My Favourite Council,
I haven't sent an e-mail as a taxpayer since lIef!. Until today.
Correct me if I'm wrong but as a taxpayer I can't drive my snowmobile along the rail trail
in Oro-Medonte unless I have a trail pass.
Now that I have a snowmobile and the time to drive it this seems a little restrictive since
we all know who paid for the trail, surveying, maintenance, etc.
So..I'm only asking if this interpretation is correct can it be looked at for review this
year?

Medonte, A sketch showing the area we wish to purchase is enclosed,
The Ministry, under MNR's Class Environmental Assessment process, screens all dispositions to
ensure that the sale will not have any adverse affect on the environment, neighbouring properties,
or conflict with MNR programs,
In order for the MNR to review the application, please advise whether Council has any
comments regarding our proposed purchase of the filled Crown lakebed in front of our property,
We would appreciate the inclusion of this matter on the agenda for your next meeting.

I have reviewed this matter and have the following comments, The subject property supports a dwelling of 610
square feet that was originaliy constructed in 1935, The survey also indicates a concrete pier extending into the
water, Township records do not indicate when this was constructed, however, it appears that this strueture has
been in existence for some time and is in reasonable condition, A new septic permit was issued in 2004, and a
new deck was constructed without permits in 2005, A minor variance and building permit for this deck were
received in 2006,
It Is noted that the survey appears to indicate that the dwelling extends beyond the water's edge, a site inspection
revealed that the extension is an upper floor with a storage area for marine equipment below at the water level.
Based on the above there are no concerns with the proposed purchase, It is noted that any shoreline works
and/or alterations, if proposed, will require the appropriate permits from the relevant agency (NVCA, Department
of Fisheries and Oceans, Township),

Subject: Oro-Medonte Community Policing Committee Grant Request
Attached, please find a grant request from the Oro-Medonte Community Policing Committee
(OMCPC),
As the OMCPC is a committee with an appointed Council representative, it is recommended that the
Township waive the rental costs of the Community Room at the Ian Arthur Beard Community
Complex.
In 2004, Council approved an operational grant of $600,00 for the OMCPC,
During the 2005 budget deliberations, Council approved a $600,00 grant for the OMCPC, pending
receipt of a grant request. No such request was received by the Township for the 2005 year,
At the time that Council considered the grant requests for 2006, the OMCPC had not submitted a
request for funds,
The OMCPC has now submitted a grant request to the Township for $500,00,
A further request has been submitted from Road Watch for $512.00, being the over-expenditure of
printing of the Road Watch brochures,
It is recommended that Council waive the rental costs for the OMCPC use of the Community Room
at the Ian Arthur Beard Community Complex, that Council approve the grant request in the amount of
$500,00 for the OMCPC, and further that Council approve the grant request in the amount of $512.00
for Road Watch.

Dear Mayor Craig and Council Members,
We have received an application form for a grant or subsidy from Oro-Medonte Council.
At this time we are hoping to cover the costs for the rental of the Community Room at the
O,P.P. Extended Services office. This would involve our costs to date from Feb 06 to
June 06 2006 totaling $]68,00, We would also like to apply for a subsidy to cover this
rental for our coming year from September 2006 to June 2007 for approximately 10
everungs,
The coming year for the OMCPC looks very promising as Sgt, Brain Morris is trying to
arrange for special presentations, called P.A,C,T, (Police and Community Together),
during our Autumn meetings, These would cover sueh topics as fraud, elder abuse,
forensic (CSI), police dog use and alcohol abuse.
Our membership has increased over the past few months due to the diligent advertising
and articles written by our ever ambitious O.P,P, Auxiliary staff member Liz Van Noort,
Liz also heads up the COPS program which has been attracting new members. We are so
pleased to have her as part of our committee. Sheila Fleming and Carol Downy have
become "right hand ladies" for Liz,
Joan FitzGerald eontinues to be a very hard working, dedicated leader of the Road Watch
campaign and recently did a massive distribution of Road Watch material. Joan's
funding has become depleted and she has asked OMCPC to approach Oro-Medonte
Township Council for a grant in the amount of $500,00,
The joint efforts of the OMCPC and the O,P,P. to create an open forum for the public to
discuss any concerns they have at a joint meeting has worked very well. The public has
responded favorably to our support and advise.
The OMCPC has been very fortunate in securing a secretary, Mrs, Terry Oran, and a
Treasurer, Mr, Mac Shields for the coming 06/07 term,
The OMCPC also has funding needs this year and have requested $500,00 to help with
our expenses in the coming year.

II BACKGROUND:

Correspondence dated June 26, 2006 (attached) was received from Mr. and Mrs. Michael Paisley
requesting consideration being given to reduce the existing speed limit along Bidwell Road from 60
km/h to 50 km/h,
The 2.2 km, section of Bidwell Road, from Line 1 North to County Road #93, has four residential
entrances, along with eight intersections, that provide ingress and egress for the new development in
this area. This section of Bidwell Road is properly signed as a 60 km/h zone, with two "Children
Playing" signs and two "School Bus Turning" signs advising motorists of the bus stop at Woodland
Crescent. A recent traffic count was completed, resulting in a count of 1,169 "Average Annual Daily
Traffic",
II ANALYSIS:
~
A site inspection was completed on Bidwell Road to review all entrances and sight distances for the
existing 60 kmlh zone. This section of road has three horizontal curves and one vertical curve, which
begins east of County Road #93 and ends east of the second entrance of Woodland Crescent. Upon
giving consideration to the horizontal and vertical curves, the subdivision intersections, as well as the
MDT count, the safe sight stopping distance of 95 metres can be safely achieved, Therefore, it is
recommended that the existing speed limit of 60 km/h remain status quo and that the O.P.P. be
requested to provide extra patrol during school bus hours.
II RECOMMENDATION(S):
~
1. THAT Report No, PW2006-11 be received and adopted,
2, THAT the existing speed limit of 60 km/h on Bidwell Road, between Line 1 North and County
Road #93, remains status quo,
3, THAT the O.P,P, be requested to provide additional patrol during school bus operating hours.
4, AND THAT Mr. and Mrs, Paisley be advised of Council's decision accordingly.

my wife Shirley and myself have been residents of 2 Woodland Cres, for the past seven
years,We are located at the corner od Woodland cr, and Bidwell Rd. we live with our
daughter and husband and grandaughter.
Because her parents leave for work early in the morning either my wife or myself walk her
up to the school bus stop on the corner of Bidwell and Woodland Cres every morning for the
past seven years. There are 5 children at this stop and three sets of parents,During these
past seven years, we have seen a great increase in the traffic going up and down Bidwell
road.We see people speed down Bidwell hill every morning.On two occasions this past
winter, we have seen cars applying brakes at the last minute and skidding towards the
children, we would like to have the speed limit lowered to 50km and a sign posted on
Bidwell Rd. going west between the two entrances to the crescent. We are all concerned
for the safety of these children and wish to prevent a tragedy, Could you please give this
matter your prompt attention.

At the regular Council Meeting held on June 7, 2006, Councillor Marshall presented verbal
information requesting that the existing 50 kmlh speed zone be extended north, past the Lauder
Road intersection, Currently, the 50 km/h zone on Line 4 North is signed from the Old Barrie Road,
northerly for 0.2 km" and the remaining 3,0 km, of Line 4 North to Bass Lake Sideroad is posted as
an 80 km/h zone. This portion of Line 4 North from Old Barrie Road, north for approximately 1,5 km.
is very straight with a level grade and very good sight line visibility.
II ANALYSIS:

In consideration of this request, as the Village of Edgar is within the 50 km/h speed zone and
includes both the Old Barrie Road and Line 4 North and South, it is recommended that the existing
50 km/h zone be increased by an additional 250 metres north on Line 4 to include the new Edgar
Estates subdivision,
II RECOMMENDATION(S): II
1. THAT Report No. PW2006-12 be received and adopted,
2, THAT the existing 50 kmlh speed zone on Line 4 North be extended 250 metres north to include
the entrance to the Edgar Estates subdivision,

Correspondence dated June 25, 2006 (attached) was received from Mr, James Wonta requesting the
Township's assistance in deterring ATV's and off-road motorcycles from using the unopened portion
of Line 2 North between Hummingbird Hill Road and Blueberry Marsh Road, Mr. Wonta has also
indicated, through correspondence dated June 25, 2006 (attached), that this unopened road
allowance was being used as a dumping ground for unwanted materials and for illegal activities,
On July 26, 2006, an inspection of Line 2 North was completed by Mrs. Jennifer Zieleniewski, CAO.,
and Mr. Jerry Ball, Public Works Superintendent, to review any garbage matters and off-road vehicle
usage, During this inspection, there was no garbage present within a 1 km, section from Blueberry
Marsh Road, north, nor was there any evidence of motorcycles/ATV's using Line2 North causing ruts
or any type of tracks.
II ANALYSIS:
II
In June 2004, Report No. PW2004-06 (attached) was presented to Council regarding the use of all-
terrain vehicles (ATV's) on municipal road allowances, Council adopted this Report recommending
that the request for the use of all-terrain vehicles on municipal road allowances be denied until such
time as a maintained trail system is organized and maintained by the Ontario Federation of AII-
Terrain Vehicle Clubs, At this time, no such trail has been developed indicating that any
ATV/motorcycle usage on municipal road allowances would justify an enforcement issue under the
jurisdiction of the O.P.P.
To address the illegal dumping issue, Mr. Wonta, if possible, could obtain a licence plate number
from any vehicle that has dumped illegally on the road side and forward this information to the
Administration office for further enforcement, or lodge a complaint with the Public Works Department
to have this material picked up, Therefore, it is recommended that Mr. Wonta notify the O,P,P. when
ATV'slmotorcycles are present along Line 2 North and to advise the municipality of any illegal
dumping,

Subject: Oil road vehicles on Township roads

Dear Marilyn,
On June 23, 2006, as I was nearly involved in an accident as I attempted to access my property at 208
Blueberry Marsh Road, As I approached the entrance, several people on off-road motorcycles came
speeding along the unopened road allowance on Line 2 North, and proceeded down Blueberry Marsh road,
Had I not been vigilant, they might have hit my car and someone could have been seriously hurt, I am
becoming more and more reluctant to use the unopened road allowance on Line 2 North since it seems to
have become a "hot spot" for illegal activity and will not risk the health and safety of my children by using
it, My neighbors take little interest in this matter since their teenaged children own motorcycles and support
their use,
Can the township provide any suggestions on how my family can be protected from such occurrences?

On June 14, 2006, as I attempted to access my property via the unopened road allowance on Line 2 North,
I encountered a refrigerator, a tire and several bags of garage, As I have indicated in the past, the road is
often used as a dumping ground for unwanted articles, While other people seem to enjoy using the road
allowance, including my neighbors, they do not seem interested in maintaining it, Once again, I had to
clean up the road allowance and dispose of the waste.
Does the township have any plans to prevent this type of illegal behavior from happening in the future?

Mr. Wayne Hodge, President of Georgian Trail Riders, presented a deputation to Council at the
Regular Committee of the Whole meeting held on March 24, 2004 requesting Council to consider a
By-law to allow the use of ATV's on municipal roadways within Oro-Medonte Township,
This request was made upon the passing of Bill 11 (passed July 31, 2003) allowing the creation of
Regulation #316/03, which in turn is an enabling legislation allowing counties and municipalities to
create By-laws allowing legal road access for ATV's, However, ATV's and off-road vehicles are
prohibited from 400 series Highways and Trans Canada Highways, but do have access to Highways
500 to 899, 7000 series, and roads with a "summer average daily traffic count" of less than 5,000.
Further exemptions to the By-law are provided for farmers, trappers and all public utility workers, In
the handout provided by Mr, Hodge, it clearly states all guidelines and rules that an operator of such
vehicles must adhere to, such as driver's licence and registration requirements, rules of the road, and
vehicle equipment standards, In addition to these rules, the Ontario Federation of All-Terrain
Vehicles Club has provided an "alcohol policy" and an "insurance program" for its member clubs that
give coverage for $5,000,000,00 "commercial general liability", $5,000,000,00 "non-owned
automobile", and $250,000.00 "tenant's legal liability" with a $1,000,00 deductible, Thus, each
member of the individual clubs will be insured under this policy,
To provide a general consensus to the proposed By-law, our insurer, OME Jardin, the O.P,P" and all
municipalities within the County were asked for their comments regarding this matter.

11 ANALYSIS:
With legislation being passed approximately one year ago, most municipalities are still in the process
of reporting to their respective Councils, however replies were received from the municipalities of
Clearview, City of Orillia, Bradford West Gwillimbury and Essa Township, None of these
municipalities had passed a By-law on this matter, with the exception of Essa Township, whom had
created a By-law for A TV's and snowmobiles in 1998 allowing the operation of such vehicles on all
road allowances within their jurisdiction, OME Jardin, insurer for the Township of Oro-Medonte, was
concerned that there must be reasonable assurance that roads and road shoulders are safe for A TV
usage. These risks would include such things as roadside signage, erosion, and fallen trees or
branches,
Public Works echoes these same concerns, including concerns of damage to road ditches, shoulders
and boulevards, from ATV usage, This type of damage presently exists in a number of locations
throughout the Township and County and will increase maintenance if ATV's were allowed on roads
within Oro-Medonte. A further concern of trespassing and creating darnage to private property would
increase the need for additional enforcement.
After discussion with Mr. Chad Bark, Detachment Commander for the Barrie O.P,P" he advised that
the O,P,P. had no concerns with regards to ATV usage on municipal road allowances. '
As the Ontario Federation of All-Terrain Vehicle Clubs continues to promote ATV usage, it will
undoubtedly become a huge recreational sport and contribute to the tourism in the Province, much
like the Ontario Federation of Snowmobile Clubs. The main difference now between these two clubs
is that the OFSC has been in operation for a number of years and has established a huge trail
system throughout the Province. All OFSC members can operate on their maintained trails, which
reduces the need of road usage for snowmobiles, Once the ATV Clubs have established a
rnaintained trail system, it will add to the safe operation for ATV vehicles and reduce the liability for
operating on public roadways. Thus, consideration should be given to the fact that there are no
organized trails within Oro-Medonte and therefore, there is not a great need to allow ATV's on
Township road allowances until a trail system has been developed,
In considering a By-law of this nature, Council has three options:
~ allow the use of ATV's on all municipal road allowances;
~ allow the use of ATV's on certain road allowances;
~ do not allow the use of A TV's on any road allowances,
In reviewing the OFATV literature, considering the Highway Traffic Act relating to all-terrain vehicles,
the advantages and disadvantages towards the operation of ATV's on municipal road allowances, the
added maintenance of road shoulders and boulevards, possible damage to private property, and the
fact that there are no established trail systems within Oro-Medonte, it is recommended that a By-law
not be created to allow legal road access for the use of A TV's on Township road allowances.
II RECOMMENDATION(S):
.
1, THAT Report No, PW2004-06 be received and adopted,
2, THAT Council denies, at this time, the request for use of all-terrain vehicles on municipal road
allowances, until such time as a maintained trail system is in operation,
3, THAT the Public Works Superintendent advises the Ontario Federation of All-Terrain Vehicle
Clubs accordingly,

Recreation Oro-Medonte Community Arena Enacted By Council:
PURPOSE
To establish regulationslconditions for the rental of ice time at the Township of Oro-Medonte
Community Arena,
POLICY
General Rental Guidelines
1) Ice rentals are based on a 50 minute hour to allow time for maintenance of the ice, The
termination of the ice rental period is at the discretion of the Township's arena personnel.
2) Offices, lounge, banquet hall and other areas are to be booked separately and are not
part of the facility available to users as part of the ice time rental.
3) The facility is to be used only on the dates and times specified on the contract.
4) The Oro-Medonte Community Arena is a SMOKE FREE facility as designated by
Township of Oro-Medonte By-law and the Provincial Smoke Free Ontario Act. Persons in
contravention of the By-law or the Act are subject to penalty andlor fines.
5) No alcoholic beverages are allowed in the dressing rooms or any other unlicensed
areas. A Special Occasion Permit may be obtained to allow alcoholic beverages in the
Banquet Hall.
6) Only Township employees are allowed on the ice surface while the ice maintenance
machinery is in operation,
7) Only trained personnel shall be allowed to operate the public address system and the
scoreboard,
8) Dressing Rooms
. Dressing rooms will be available for each team or organization at least thirty
(30) minutes prior to the rented ice time,
. If two or more dressing rooms are required, a request must be submitted in
advance to the Parks and Recreation Department. An additional charge may
apply.
. Each user group is required to leave the dressing room in a clean and orderly
condition, It is the responsibility of the renter to secure the dressing room.
Locksets will be re-keyed within 48 hours at the renter's expense if the issued
key is not returned,
. Dressing rooms shall be vacated within forty five (45) minutes following the time
shown on the contract.
Responsibilities of Renter
1) The renter shall acknowledge and assume the risk associated with the activity to be
engaged in and as such agree to indemnify and hold harmless the Township of Oro-
Medonte and all agents or employees for any and all claims, lawsuits or judgments that
may come about as a result of the use of the facility by the renter.
2) The renter shall be responsible for the conduct and supervision of all persons attending,
and for any damages or vandalism caused by its members, officials, visiting teams and
spectators,
3) The renter shall strictly adhere to the decisions and instructions of the Township's arena
personnel.
4) The renter agrees that the exchange of ice time between individual teams or
organizations is not permitted without prior written permission from the Parks and
Recreation Department.
5) The renter agrees to be responsible to secure the dressing room after use, Locksets will
be re-keyed within 48 hours at the renter's expense if the issued key is not returned,
Payment of Rental Fees
1) Seasonal rentals shall be paid by six (6) post-dated cheques.
2) User Groups must pay for ice time before going on the ice, except if previously arranged
with the Parks and Recreation Department.
3) An additional charge may apply if two or more dressing rooms are required,
4) Dressing Room Locksets will be re-keyed within 48 hours at the renter's expense if the
issued key is not returned,

Cancellation
1) By the Township of Oro-Medonte
In the event that it becomes necessary, through weather conditions, breakdowns of
equipment or any other cause, for the Township to cancel a scheduled event(s) in the
facility, the Parks and Recreation Department will notify the authorized representative
(Renter) of the cancellation, Every effort will be made to re-schedule booked time
which has been cancelled, If it is not possible to reschedule the ice time, a full refund
will be given.
2) By the Renter
Notice of rental time cancellations by contract holders must be given, in writing, to the
Township Office.
. Cancellation, in writing, more than 7 days in advance of rental date
$20 administration charge
full (100%) refund of rental rate
. Cancellation, in writing, within 7 days of rental date
$20 administration charge
100% refund of rental rate if rental time is used by another renter

Recreation Policy
PURPOSE
To establish a policy for use of the Outdoor LED Display Sign at the Oro-Medonte
Community Arena.
POLICY
Use of the Arena Display Sign will be limited to non-profit/volunteer organizations, No
commercial, for-profit advertising will be considered,
Use Priority
All requests for use of the Arena Display Sign will be considered in the following priority:
. Township of Oro-Medonte information
. Requests from non-profit/volunteer, community-based arena user groups (I.e. Oro
Minor Hockey)
. Requests from non-profit/volunteer, community-based groups (Le, Chamber of
Commerce)
. Requests from non-profit/volunteer, county/regional-based groups (Le, Conservation
Authority)
All other non-profit/volunteer requests will be considered at the discretion of the Recreation
Department.
Display Interval
Messages to be displayed on the Arena Display Sign will be posted at the discretion of the
Recreation Department for:
. A minimum of one day
. A maximum of one week
Message Content
Messages to be displayed on the Arena Display Sign are to relate to the function/event being
held by the requesting organization, Content other than time, date, location and type of
evenVfunction will be posted at the discretion of the Recreation Department. Message

be otherwise inappropriate will be declined,
PROCEDURE
All requests for messages to be posted on the Arena Display Sign, or cancellation of
requests, must be:
. Directed to the Recreation Department at the Township of Oro-Medonte Offices at
least 5 business days in advance of the requested display date,
. Made by the PresidenVChair of the requesting group, in writing (or e-mail), and must
contain the message content to be posted,
Where a posting request is the result of changes to ice time (Le, tournament results), the
Facility Operator can approve the request based on this policy,
