SPECIAL COUNCIL MEETING MINUTES

1. Mayor J. Neil Craig assumed the chair and called the meeting to order.
2. ADOPTION OF AGENDA

Moved by Marshall, Seconded by Fountain
Be it resolved that the agenda for the Special Council meeting of Wednesday,
August 9, 2006 be received and adopted.
Carried.
3. "DISCLOSURE OF PECUNIARY INTEREST AND THE GENERAL NATURE
THEREOF -IN ACCORDANCE WITH THE ACT"
Councillor Marshall declared a conflict of interest on Item 5b), Recommendations
of Committee of the Whole meeting held August 9, 2006 with respect to the
motion on Item 5g), Catherine Nixon, on behalf of the Committee to Save the
Church Woods, correspondence dated July 13, 2006 re: The Church Woods,
Shanty Bay Event, Tuesday, August 29,2006,6:00 p.m., St. Thomas Church
grounds as he is an adjoining property owner. Councillor Marshall left the room
and did not participate in any discussion or vote on this item.

a) Minutes of Special Council Meeting of July 12, 2006.

Be it resolved that the minutes of the Special Council meeting #2 held on July

Be it resolved that the recommendations of the Committee of the Whole Meeting held on
August 9, 2006 be adopted with the exception of the motion respecting Item 5) The
Church Woods, Shanty Bay Event, Tuesday, August 29, 2006.

6. BY-LAWS:
a) By-Law No. 2006-075
A By-Law to Amend By-Law No. 2006-042 (A By-Law
to Adopt the Estimates of all Amounts Required
During the Year and for Levying the Tax Rates for the
Year 2006).

Be it resolved that a By-Law to Amend By-Law No. 2006-042 (A By-Law to Adopt the
Estimates of all Amounts Required During the Year and for Levying the Tax Rates for
the Year 2006) be introduced and read a first and second time and numbered By-law
No. 2006-075.
Carried.
That By-law No. 2006-075, as amended, be read a third time and finally passed, be
engrossed by the Clerk, signed and sealed by the Mayor.

Tax Arrears Extension Agreement, Roll # 4346-

Be it resolved that a By-law to authorize the execution of a Tax Arrears
Extension Agreement, Roll # 4346-010-002-15758, Plan M391 Lot 29 be
introduced and read a first and second time and numbered By-law No. 2006-
076.

That By-law No. 2006-076 be read a third time and finally passed, be engrossed
by the Clerk, signed and sealed by the Mayor.

c) By-law No. 2006-077 A By-law to amend the zoning provisions which
apply to lands within Concession 4, East Part of
Lot 20, (Oro), Township of Oro-Medonte, 184 Line
4 North (Campbell 2006-ZBA-07).

Be it resolved that a By-law to amend the zoning provisions which apply to lands

time and numbered By-law No. 2006-077.

Be it resolved that a By-law to Appoint Livestock Valuers and to Repeal By-law

by the Clerk, signed and sealed by the Mayor.
