The purpose of this report is to consider the proposed Zoning By-law Amendment application submitted
by Morley Campbell on March 28, 2006. This rezoning must be obtained as a condition of approval for
consent application 2006-B-05, which was granted by the Committee of Adjustment on March 16, 2006.
The rezoning application applies to lands described as Concession 4, East Part of Lot 20, in the
Township of Oro-Medonte (formerly Oro). The subject land is proposed to be rezoned from the
Agricultural/Rural (AlRU) Zone to the Residential One (R1) Zone. Consent application 2006-B-05
resulted in a small portion of an agricultural parcel being added to an abutting residential parcel. As
part of the provisional approval, the applicant must apply for and obtain a rezoning, which will create a
consistent residential zone for the newly enlarged residential parcel.

@ To promote the agricultural industry and associated activities and enhance their capacity
contribute to the economy of the Township.
@ To preserve and promote the agricultural character of the Township and maintenance of the
open countryside.
The area subject to this rezoning application is located behind an existing residence, consisting of a
tree-stand, as well as a small grassed area. Therefore, this application does not entail the removal of
active agricultural land from production and will therefore not reduce the agricultural resource base of
the Township. It is staff's opinion that this application will not adversely affect the agricultural character
of the Township. Therefore, the above objectives of the Township Official Plan are satisfied.
In March, 2006, the applicant was granted a conditional consent (boundary adjustment) which resulted
in approximately 0.26 ha (0.65 ac) of an agricultural parcel being added to an abutting parcel,
containing a dwelling at 2037 Highway 11. The boundary adjustment effectively added mature trees
and created a larger lot for the existing residential use. The consent application will increase the area of
the newly configured lot to approximately 0.88 ha (2.17 ac).
The existing lot located at 2037 Highway 11 is zoned Residential One by the Township's Zoning By-law.
The Committee of Adjustment's decision included this rezoning to ensure that the newly enlarged lot
maintains a consistent residential zoning throughout the property. Therefore, the intent of this
application is to rezone the 0.26 ha (0.65 ac) lot addition from Agricultural/Rural (AlRU) to Residential
One (R1).
The application has been circulated to all internal departments and necessary outside agencies.
Comments received from internal departments have not indicated any concerns. At the time of writing
this report, no comments have been received from outside agencies.
The proposed Zoning By-law Amendment would conform with the and policies of the Oro-Medonte
Official Plan. On this basis, it is recommended that a Zoning By-law Amendment proceed to a statutory
Public Meeting.
RECOMMENDA TION(S):
On the basis of the above, it is recommended that Planning Advisory Committee recommend to Council:
1. THAT Report BP 2006-025 be received and adopted; and
2. That the Planning Advisory Committee recommend to Council that Zoning By-law Amendment
Application 2006-ZBA-07, Concession 4, East Part of Lot 20 (Oro), proceed to a Public Meeting
in accordance with the provisions of the Planning Act.
