Dear Sirs and Madam,
The Adult Skating Club ofOro-Medonte, who have been skating at the Guthrie Arena
since 1973 are experiencing financial difficulties. For the past three years, there has been
competition from the East Bayfie1d Arena in Barrie who skate on Tuesday nights, the
same night as our club, but for a much lower price. This has resulted in lower attendance
at Guthrie, therefore lower revenue for the Oro-Medonte club. In reality, our club has
been operating at a deficit ever since the opening of East Bayfield, a trend which it is
impossible to maintain, as our reserve will soon be depleted.
Approximately 95% of the members of the skating club are seniors. Many organizations
give seniors financial consideration.
A big problem is the lack of a cancellation policy. Even when cancellations arc being
made for most organizations because of inclement weather we do not have that privilege.
As a result, during a recent ice storm when only two people could get to the arena our
club was billed for the entire cost ofthc ice.
A delegation from our club would like to appear before council at a committee of the
whole meeting to discuss this situation. Would you please inform me at you earliest
convenience when such a meeting could be scheduled.

Oro-Medonte Adult Skating Club
WHO WE ARE
The Oro-Medonte Adult Skating Club is an adult pleasure skating club, skating at the
Oro-Medonte Community Centre (4th Line and Hwy II) every Tuesday night from
November to the end of March.
A BRIEF HISTORY
The club was organized on 1973 with Harold Caldwell as President, Jean Campbell as
Secretary and Kay Melton as Treasurer. That year there were 152 enthusiastic members
with a waiting list of hopeful skaters. The membership was $8.00 and the cost of the ice
was $13.00 an hour.
THE MEMBERSHIP
An evolution has occurred in the membership. Initially, it was a "members only" club. As
members decreased in number, visitors were able to come. Today, we have more visitors
than members and we would welcome new members with open anns.
THE MUSIC
For the first 5 years, the club skated to music recorded by a Newmarket Band, In 1978, a
transformation occurred when Art Langman arrived with his wide selection of skating
music, which propelled all present onto the ice. This trend continued with Art's successor
Bud Ellis. Since 1988, Earl Leatherdale has provided waltzes, marches, polkas and
popular music with ideal rhythms for skating. There are special programs with our
famous Grand March, Paul Jones and elimination skates. Great music!
WELCOME
The club has special events - potluck dinners, Christmas, Valentine and 51. Pallick' 5
nights and a Western night. The club also organizes a trip to Ottawa to skate on the
world's longest skating rink, the Rideau Canal. The atmosphere is friendly, congenial and
safe. If you are looking for exercise, fun and want to meet new people, come and give us
a try.

fishing weekend.
This special weekend, now run in conjunction with National Fishing Week,
includes fish festivals, clinics, or conservation and educational activities that may
be held in your area.

Dear Mayor/Reeve:
You may recall that last year, the Ministry of Natural Resources, the Ontario Federation of Anglers and
Hunters (O.F.A,H.) and the Ontario Federation of Agriculture (O.F.A.), contacted all municipalities in
southern Ontario in support of a new initiative to allow for gun hunting on Sundays during regular hunting
seasons.
At that time, 67 municipalities across southern Ontario voted in favor of Sunday gun hunting, which will take
effect September 1,2006 and be a part of all subsequent regulated hunting seasons.
Your municipality is one of those that received the information and took no action at that time. However, the
O.F.A.H. has recently been receiving calls from municipalities who, like yours, did not initially endorse
Sunday gun hunting, but who are now reconsidering their position and asking how they can be included on the
list of municipalities who said "yes." Because of this, we are asking your Council to revisit this issue and
provide an opportunity for public input and discussion.
As a reminder. there were three main reasons behind the Sunday gun hunting proposal:
I) Each year. approximately $40-45 million in crop damage is caused by wildlife, most notably deer and
Canada geese. While farmers expect some losses in the course of their activities, these losses have
climbed to unforeseen levels in many areas. In its October 2004 report. the Agricultural Advisory
Committee recommended the addition of Sunday gun hunting in southern Ontario as a means of reducing
the population and the losses suffered by fanners.
2) In many areas of southern Ontario, the increase in deer populations has become a serious public safety
issue. Two years ago. the region of Ottawa-Carleton reported over 700 deer/car collisions in one year. In
Peterborough County, the Ontario Provincial Police (O.P.P.) reported that one in five car accidents
involves a deer collision; in Elgin County deer cause 30% of crashes investigated by the O.P.P.; and in
2005, Northumberland O.P.P. reported 117 accidents involving deer where the damage to vehicles was
over $1.000. These figures do not include nonreported accidents where police were not contacted, but the
O.P.P. estimate thal the number could be double what was reported.
Last fall. the Ministry of Transportation released new figures indicating that one in every 18 vehicle
crashes in Ontario involves a wild animal and that on average there is a motor vehicle/wild animal
collision everv 38 minutes. an 86% increase over the past decade! In 2003 alone. there were four people
killed, 500 injured, and over 13.729 collisions involving wildlife occurred across the province. The cost of
these accidents in terms of personal injury and damage to vehicles is a serious threat to the public safety,
to say nothing of the insurance issues and increased costs associated with this type of accident.

3) The Ministry of Natural Resources has loog held that hunting is the most cost-effective wildlife
management tool, without which, the Ministry could not possibly be able to cope with burgeoning wildlife
populations in some areas.
Two years ago, the Province of Ontario passed the Heritage Hunting and Fishing Act, which recognizes the
heritage value of hunting and fishing. For many people. hunting is a family activity. Unfortunately, for people
who work during the week. they currently have only one day per week for gun hunting where they can share in
this activity with their spouses, children, and other family members. By providing for gun hunting on
Sundays, these same people will have double the time to engage in this activity, the threat to public safety will
be reduced as the wildlife population is brought under control. as will the amount of crop damage being
experienced by local fanners.
In the case of private property. local owners will still have the right to determine whether to allow for Sunday
gun hunting on their land, just as they do for the rest of the week and/or for archery hunting which is currently
allowed on Sundays. We would also point out thai gun hunting on Sundays has long been the case in all of
northem Ontario and in some parts of eastern Ontario. and that bow hunting on Sundays is already allowed
throughout the province. The province's proposal to include gun hunting on Sundays is not intended to
displace current archery hunters, but to provide another option, and will also apply during currentlv regulated
hunting seasons onlv. which would add no more than 12 additional davs throughout the entire vear.
We hope that this letter has helped to address some of the concerns that the Members of Council may have had
during your initial consideration of this issue, and would respectfully ask that Council revisit its decision and
provide an opportunity for members of the public to comment on the Sunday gun hunting proposal at a future
Council meeting. We would also be pleased to appear as a deputation before Council to answer any questions
or concerns you may still have.
Should you and the Members of Council require any further information on this issue, I know that the Ministry
of Natural Resources, the Ministry of Agriculture, the O.F.A.H., and the O.F.A. would be happy to assist you
in this regard. If your Council does review this issue and vote in support of Sunday gun hunting, please send
notice of this change to the Ministry of Natural Resources, Director of Fish and Wildlife. 300 Water Street,

We are Solicitors for the Simcoe County District School Board and have been consulted with
respect to the Shanty Bay Public School licence arrangement.
As you are no doubt aware, the original licence ran for a tenn to expire April 18. 2005.
By our client's letter dated May 30, 2005, as a courtesy, the Board agreed to extend the licence
arrangement for a period expiring April 18, 2006 on the furthertenns and conditions outlined in that
letter. That same letter made it clear that the Shanty Bay Community Hall Board were not to accept
any bookings occurring after April 18, 2006,
I have been asked to confirm that any permits for use of the facility after April 18, 2006 will be issued
through the pennit office of the Board,
It is our understanding that a draft Joint Use Agreement, and an offer of modifications to the existing
community room, which would permit a part of the existing community room to be made available
for seniors to continue their card playing sessions during the daytime, was proposed.
The above arrangements were offered as a courtesy, We wish to make itclearto the Township that
if the Township does not indicate their intent to accept the February 10,2006 proposal prior to April
18, 2006, then the February 10, 2006 proposal will of course be off the table.

Attached please find a completed Application for Grant/Subsidy submi~
Oro-Medonte Community Choirs. In celebration of a decade of providing choral experiences for
both children and adults in our Township, we are planning a tenth year extravaganza. This will
involve a reunion of more than 250 singers who have participated in the choirs since their inception,
culminating in a concert to be held on Sunday May 28, 2006 from 2:30 - 4:30 pm.
In order to accommodate an audience estimated at over 500 people, and to keep the venue
for this gala concert in our Township, the Oro-Medonte Community Choirs is interested in
utilizing the Guthrie arena. It would be of great assistance if Council would consider waiving the
rental fee for this facility for use from Friday evening to Sunday evening, May 26 - 28, 2006. A
complete schedule of events is attached as Appendix A.
In order to stage this event, the planning committee will be required to rent chairs, a black
out curtain, a stage and lighting as well as pay for technical assistance, advertising, programs,
tickets, etc. For the banquet and reception following the performance we will need to rent dishes
and linens and pay for catering. With Council's assistance in covering the rental of the facilities,
we hope to operate this event at a break even cost. A proposed budget for this event is also attached
as Appendix B.
During the past ten years, the choirs have provided a diverse musical education and
experience for many young people in the Township and have truly acted as musical ambassadors
for our Township through their many performances in and around the area. Our tenth anniversary
reunion and concert will bring many former choir members back into our community who will
require accommodation and food and can be expected to contribute to the economic well being of
our Township.
On behalf of the Oro-Medonte Community Choirs, I want to thank the Mayor and members
of Council for their consideration of our request to wave the cost of the arena rental. As a
non-profit organization, we are constantly working to raise funds to provide this wonderful
experience for our young and old alike and are very appreciative of any assistance that the
Township can provide.

The Oro-Medonte Community Choirs mission includes:

The Oro-Medonte Community Choirs are intended to provide enjoyable and diverse
musical experiences for young people, whereby, participants will develop vocal skills and
leam to work together to reach their performance potential. The choirs are community
based, thereby, allowing for repertoire selection from a wide variety of stylistic, cultural,
historical and spiritual backgrounds.
The Hawkestone Singers have served the purpose of providing recreational choral music
for adults. With 25 to 30 members each year they learn to sing 4-part music from around
the world and in many genres.
Type of Organization:
The Hawkestone Singers have no corporation status.
The Oro-Medonte Community Choirs are an incorporated, non-profit organization.
Other Sources of Revenue:
Ticket sales from the concert.
Purpose for which the current grant/subsidy
The Hawkestone Singers and the Oro-Medonte Community Choirs are celebrating their
10th Anniversary with a celebration dinner on May 27 and Gala Performance on May 28.
(See schedule attached.) In keeping with the community aspect of the choirs, it was
decided to use a local venue and the Guthrie Arena was chosen. We are looking to
receive a grant which would waive the fees of the Arena rental for that weekend.
The event will invite current members of choirs, past members, families, and the general
public to celebrate this anniversary. It will include rehearsals, dinner, open stage, more
rehearsals, gala concert, and reception, all to be held in the arena facilities.

Benefits to the community:
The event itself will require the services of many local businesses. In addition, alumni
and families who come to the area for the event will require accommodations, food and
will likely attend local tourist activities contributing to the economic well-being of
community. This event will continue the choirs' history of enhancing the cultural
visibility of township.
The choirs are very pleased to have created a tradition of making music which has been
rewarding, educational, exciting, and brought a great deal of pride to participants,
parents, enthusiastic audiences and residents ofthe township.
They have also served as true musical ambassadors for the township. Just in this last
year, the choirs have participated in the Orillia Wind Ensemble's "Joint Effort" fund-
raiser for the Orillia Soldier's Memorial Hospital; co-hosted the Youth Experience Music
Festival with the Orillia Youth Symphony Orchestra which brought together 3 choirs and
3 youth orchestras from throughout Ontario; participated in The St. Matthew Passion
with the Cellar Singers, the Eastyiew Girl's Choir and a 20 piece orchestra; participated
in the Kiwanis Festival; performed at the Chamber of Commerce Awards Night; toured
schools in the area; sung a churches and nursing homes; staged Spring and Christmas
concerts; and of course, performed at the Council Chambers during the Christmas season.
Next year they are planning a trip to Newfoundland for a choral festival.
Additionally, the choirs have developed a solid musical reputation and have established
on-going relationships with a number of musical organizations in the area. They were
recently chosen to be the benefactors of "Sun City Kids" music library and funds, have
received numerous awards and scholarships at the Kiwanis Music Festival and have been
the recipients of a grant and recognition from the Jubilee Chorale.

This is the first time such a project has been undertaken and that a joint application of the
Hawkestone Singers and Oro-Medonte Community Choirs has been requested.

After numerous rallies and demonstrations by the farmers of Ontario for
assistance in the farm income crisis, the rural sector of Ontario was ignored
in the Budget announced on March 23, 2006.
In order to get the Government of Ontario's attention, we are asking all
the farmers in Ontario to stop the spreading of Bio-solids and Sludge on
their farmland for the spring of 2006.
Regrettably, we know this is going to inconvenience the Municipalities in
the days to come, but we feel we have no other alternative but to proceed
with this action,
We are asking you to help advocate our quest to deal with the Provincial
Government regarding the farm income crisis. With both the agricultural
and municipal communities banding together to produce a positive outcome,
we know this will help benefit the rural economy of Ontario,

Dear Mayor and Councillors:
We have been informed by Councillor Marshall that Oro-Medonte Township will not
cost share the needed equipment to replace our unsafe swings and slide. This is based on
the fact that the Village Green land is not owned by the Township, Naturally, we are very
disappointed in this decision.
We have been advised to apply for a grant to help cover the cost of placing a soft landing
base under equipment we plan to purchase in the near future with our own funds,
We request that Council donate labour and materials to establish a soft landing base of
1,200 square feet. This size base will accommodate the two modest play structures we
plan to purchase.
We hope that Council will agree that all children should have the protection of a soft
landing base in their play area, whether on Township owned land or a publicly used
property such as the Village Green.

In 2004, the Township of Oro-Medonte acquired parkland at a total cost of $502,379_98, Acquisition
of parkland is normally financed from the Parkland Reserve Fund. At the time of acquisition, there
were not sufficient funds available in the Parkland Reserve Fund, As such, the balance of the funds
required was drawn from the Recreation reserve,
Total payments in 2004 & 2005 for parkland acquisition and the source of financing are as follows:

II ANALYSIS:
If
The said amount drawn from the Recreation Reserve has resulted in a significant depletion of this
reserve. The balance thereof as at December 31,2005 is $144,249.28,
It is proposed that any funds remaining at any given year end in the Parkland Reserve Fund be
transferred to the Recreation Reserve until such time that the Recreation Reserve has been
replenished by the funds previously drawn there from in the amount of $313,901.49,
This proposal was reviewed with our auditors who had no objections thereto.
II RECOMMENDATION(S):

1. THAT Report No, TR2006-08 be received and adopted,

Administration and use of Corporation Enacted By Council:
Letterhead
Purpose
To establish guidelines for the issuance of correspondence on behalf of the Township of Oro-
Medonte and the use of Corporation Letterhead.
Policy
Any correspondence distributed on behalf of the Township which deals with Township
affairs shall be signed by the Mayor or authorized Township staff unless otherwise directed
by Council.
Exception
1. Requests shall be directed to Council for approval:
a) for the use of Township Letterhead by an individual other than the Mayor or
authorized Township staff, or
b) to distribute correspondence on behalf of the Township which deals with
Township affairs and is to be signed by an individual other than the Mayor or
authorized Township staff
2. Such requests shall be presented to the Clerk in writing for inclusion on the first available
meeting agenda to be considered by Council.
3. Any such approved correspondence shall be filed with the Chief Administrative Officer.

The participation of the Oro-Medonte Township Council and staff is an integral part of
our rural fair, and as you know, it is an important opportunity tor our community to
appreciate the efforts of farmers, gardeners and crafts people that make our community
unique and progressive.
Once again we would like to request a monetary grant to support the 2006 fair and to
request the use ofthe Old Town Hall and Township Garage for the weekend of the fair.

Dear Mayor Craig and Members of Council:
Re: Grant request for 2006 - Oro-Medonte Community Choirs
Thank you for the opportunity to again submit a request for financial assistance from the
Township ofOro-Medonte in support ofthe Oro-Medonte Community Choirs. The Oro-Medonte
Community Choirs is an incorporated non-profit organization providing the opportunity for young people
in our Township to be part of a rewarding musical experience. The Choirs are currently celebrating their
lOth year of offering musical programming for the young people in our township. They have grown from
9 members to over thirty and receive tremendous support from parents, board members and the broader
community.
Attached for your information is a brief overview of the Choirs' operations along with an
operating budget for 2006. Although the bulk of our revenue comes from registrations and volunteer
fundraising activities, we hope you will be able to assist us with a grant to continue this important
activity. Costs associated with providing our musical programming include uniforms, music, costnming,
travel, festival and competition registrations, weekend rehearsal retreat expenses, and director and
accompanist fees.
The Choirs have been receiving more and more attention within the musical community, They
are frequently invited to perform at the Orillia Opera House, have co-hosted a major music festival with
the Orillia Youth Symphony Orchestra in May of2005, and will be performing with the Cellar Singers in
St. Matthews Passion on April 1 st of 2006. Additionally, they are currently looking at participating in a
festival in Laval, Quebec in Spring of2006 and St. John's Newfoundland in Spring of2oo7. To each of
these events we proudly bear the name of Oro-Medonte and hope that the township's cultural support is
well represented.
At this time, we would like to request a grant in the amount of $ 1 ,000.00 to help us cover our
operating costs. As one ofthe few longstanding arts programs offered in the Township, we feel it is vital
to support its continued success. We have very much appreciated your assistance in the past and look

Oro-Medonte Community Choirs
Historical Background:
The Oro-Medonte Community Choirs began rehearsals at the Hawkestone Community Hall in
Septemher 1995 with 9 yonng choir members. This was the first opportunity for young people between
the ages of 8 and 18 years to join a choir in Oro-Medonte. Choir members learn to read music, sing
melody and harmony and develop a commitment to performing as a team. They operate nnder the
mandate:
. To provide diverse musical education and experiences in a choral setting for young people in the
Township ofOro-Medonte.
. To foster a broader understanding of the world we live in through the genre of music.
. To enrich the musical life of the community.
. To promote the Township's objectives through cultural visibility,
In order to ensure that the choirs will continue for many years to come, a new Board of Directors
was established in 2002 and, on June 18th of2004, the choirs were incorporated as a not-for-profit
organization. Weare currently awaiting approval for our charitable status, In addition, an active Parent
Committee assists with fundraising and other support,
The Oro-Medonte Community Choirs is by all acconnts a success story. There are now two
choirs, one for yonnger children who learn the basics of reading music and choral techniques and a youth
choir for singers who have reached a more advanced level of vocal and choral development. As these
young people grow with the children's choir and graduate into the youth choir, it is apparent that their
musical skills and sophistication have grown immeasurably.
Overview of Activities:
The Oro-Medonte Community Choirs have consistently expanded the number of activities and
events available for these gifted yonng singers. In addition to providing a Christmas and Spring Concert
for residents of Oro-Medonte, the choir also performs at the Kiwanis Festival. Many individual members
also perform at the Kiwanis Festival and/or have participated in local music theatre productions and
school functions. Some former members of the choirs have gone on to study music and voice at the
College and University level.
In order to enrich the experience for these young people, a weekend retreat aimed at broadening
the choir members' knowledge and skills and promoting friendships and bonding among the children and
youth is organized each Fall. Additionally the choirs perform at over 10 venues and tour four local
schools in Oro-Medonte. Each year the youth choir also participates in a tour or festival. In 2003 they
toured to the Midland area; 2004, they took part in the Ontario Vocal Festival in St. Catharines; 2005,
they co-hosted a music festival with the Orillia Youth Symphony Orchestra which included 3 choirs and 3
orchestras. Cnrrently they are working on 10th Anniversary celebrations and two potential festivals -
Laval, Quebec in 2006; and St. John's, Newfoundland in 2007.
Benefits to Children and Families in Oro-Medonte:
Studies prove that music should be an important part of every child's life. Research has
demonstrated that participation in a music program assists students with their academic achievement by
improving reading skills and their ability to focus attention, and also enhances a young person's self-
image. In addition to learning new skills, choir members also learn about commitment and teamwork.
The emphasis of the choir director for these young singers is to support and bring out the very best in each
other.
About the Director:
The Board of Directors of the Oro-Medonte Community Choirs is indeed fortunare to
have been able to hire Marilyn Gregory as their Director. Marilyn, who resides in the Village of
Hawkestone, holds a Bachelor of Music Degree in vocal performance from Bethel College in Kansas and
has also received extensive training in classical and jazz piano. Her skill and dedication has brought the
Oro-Medonte Community Choirs to a high level of excellence.
Benefits to the Township:
The Oro-Medonte Community Choirs have obtained a high level of recognition
throughout the Township and surrounding Cities. They have been available to perform at special
functions such as the dedication of the Black Amcan Church, Jubilee 2000, the Simcoe County
Children's Choir Festival, and the Festival of Trees, the Ontario Vocal Festival in St. Catherine's, the
Youth Experience Music Festival in Orillia, "Joint Effort" fund-raising event for the Soldier's Memorial
Hospital. Each time they perform they are proud to bring the name of Oro-Medonte to their audience.
Revenue and Expenses:
Obviously, the expansion of the Choirs, touring, and the incorporation of many new
activities to enrich the lives of these young people has meant a corresponding increase in operating costs.
While the Director, Accompanist, and manager work for a minimal salary, and many functions are
undertaken by volunteers, there has been a substantial increase in the costs and activities of operating the
Choirs. The enclosed budget demonstrates the commitment being made by the volunteer Board of
Directors in trying to meet the increase in expenses.

Crime Stoppers is not a police program nor funded by the provincial or federal government or

The "COLDWATER & DISTRICT AGRICULTURAL SOCIETY" was established
in 1894. It serves a large area of Simcoe County with cattle, sheep, goat and
horse shows, rural life skills, needle work, home crafts, horticultural displays,
youth and public school events, agricultural crops, large and small animal
competitions, five major horses show categories. We also host a very large
antique farm machinery display, tractor pull, ATV pull and demolition derby. With
an attendance of over 6,500, our venue offers opportunity for the promotion of
Agricultural ways of life and a strong sense of values for family friends and
community.
Last summer, our enclosed storagellarge animal show barn was destroyed by
fire which was set by vandals.
We are going to build a new open pole barn show area and a separate new
storaQe barn at a more secure area.
The original barn was insured under the Township of Severn insurance policy
with a $ 10,000 deductible which is to be shared equally by the Fair Board and
the Township.
The Fair Board is faced with the following expenses to replace equipment,
upgrade an existing structure and build a new secure storage building,

regulated and its physical properties can show
wide variations in colour and physical properties.
The product is sold with few, if any, product
quality guarantees.
Precautions
ESSOFLEX 250 is collected from the production
of high viscosity industrial oils that may contain
additives and heavy metals. As with all petroleum
products, good personal hygiene and careful
handling should always be practiced. A void
prolonged contact with the skin, splashing into
the eyes, ingestion or vapour inhalation. Please

Low Hazard: liquids may burn upon heating to temperatures at or above the flash point.

problem. If overexposed to oil mist, remove from further exposure, Administer artificial respiration if

Flush eyes with large amounts of water until irritation subsides. If irritation persists, get medical

For misty conditions, or when handling solutions where there is a reasonable probability of eye contact, wear chemical safety goggles and hard hat.
HANDS, ARMS, AND BODV:
As a minimum where long sleeve shirt and trousers, impervious boots, gloves and apron, for routine product use.
STORAGE:
Keep container closed, Protect from physical damage. Do not store in metals which this solution corrodes. See Section E.
NORMAL HANDLING:
Avoid contact with eyes, skin or clothing. Avoid breathing mist. Use good personal hygiene and housekeeping.
ENGINEERING CONTROLS:
Ventilation: Local Exhaust: In packaging and unloading areas, over open processing equipment, and any other places where misty
condition prevails.
Natural Ventilation: Adequate for toher areas.
Eye wash facility should be provided in storage and general work area.

Dilute small spills cautiously with plenty of water. Mop into metal drum and cover. (Many metals are slowly corroded by these solutions).
