I am writing this letter with regards to the proposed further development of a 42 lot
subdivision in Simcoe Estates.
I have recently moved to Oro-Medonte in October 2005, on 19 Hemlock Crescent, Lot
8 RR 2, Shanty Bay, ON LOL 2LO. I feel very fortunate to have moved into a wonderful
neighborhood with large country estate lots, friendly neighbors and the privacy that
occurs by preserving the trees, as well as situating homes and driveways subtly away
from each other. I am thoroughly satisfied with the construction of my home, the
builder's attention to detail, and his genuine effort to build a home that he can be proud
of.
I would like to see our community continue to develop and give other families the
opportunity to enjoy country living. Therefore, I support further development of country
estate lots in Simcoe Estates, which maintains the integrity of the woodlands and the
environment in comparison to 40 to 50 foot lots with clear-cut subdivisions. Furthermore,
I was informed at the time of purchase that the builder proposed further development. I
support 109] 402 Ontario's plan and especially it's donation of over 200 acres to the
Couchiching Conservancy.

As an owner of a home on 21 Hernlock Crescent, RR2 Shanty Bay, LOL 2LO We are happy With
our neighborhood, home and builder. It is a great place to bring up children in the future. We
moved here because of the beautiful selling, beautiful homes and the privacy of a large lot with
respectful and friendly neighbors.
We knew when we bought here that there was a proposal for more homes and we feel that
other people have a right to enjoy what we have. We support 1091402 Ontario's plan and
especially it's donation of over 200 acres to the Conservancy.
We would not have written this letter except for the "renter" in our midst that dropped letters in
people's mailboxes. He makes complaints against Mr. L. Orsi, which we cannot concur with.
Furthermore, he would not be privy to the same information a purchaser would have gathered
before buying a home.
The people who bought homeS on the east side of Oakridge and the east end of Mapleridge did
not pay premium lot prices, as they were informed before purchase, further development adjacent
to their lots was planned.
We felt we had to speak up and tell it as we see it.

Thank you for considering the grant application from the Knox Presbyterian Church
Cemetery Board.
In view of the fact that we did not qualify for a grant and after discussing the situation
with Chris Carter, I was wondering if you would consider refunding all or part of the
rezoning application fee that we incurred when we added the 2.5 acres to Knox last year.
If the refund were granted it would be applied toward the cost of new fencing around the
property at Knox.
As you all can well appreciate, in community organizations such ours, anywhere that we
can save money will benefit the community which we serve.

Dear Mayor Craig:
Thank you for your letter regarding the predation of a colt in the Township of Oro-
Medonte.
Staff from the Ministry of Natural Resources' (MNR) Midhurst District attended the kill
site on August 15, 2005 and found the colt in an advanced state of decomposition.
After consulting with the Puma Foundation, the cause of death could not be determined
since vital information, such as teeth mark measurements, DNA and other direct
evidence were unavailable. As a result, MNR staff could neither confirm nor rule out the
possibility that a cougar might have caused the death. Ministry staff have continued to
monitor calls about potential sightings, however, to date, none have been authenticated.
Although cougars are sighted occasionally, it is believed that the wild population of
cougars are extirpated in Southern Ontario and that these are animals that have been
released or escaped from captivity.
The Livestock, Poultry and Honey Bee Protection Act, which is administered by the
Ministry of Agriculture, Food and Rural Affairs, is the legislation governing
compensation paid to farmers and apiarists for damage caused by wildlife and dogs. In
addition, payments have been authorized for bear predation by Order in Council.
Although the specific wildlife covered by this legislation is wolves and coyotes for
damage to livestock and POUltrf, and bears for damage to honeybee colonies and
livestock, subsection 3(3) of the Act does allow a municipality to pass a bylaw to
compensate a person where his or her livestock or poultry are killed by wildlife other
than wolves. In addition, under an authorization available from MNR, a municipality can
compensate a hunter or trapper hired to do predator control work on wolves or coyotes
in the municipality.

Dear Minister Ramsey:
On September 14, 2005, Council of the Township of Oro-Medonte denied a claim by a
livestock owner for compensation for a colt killed by a cougar. The determination of the
predator in this instance was made by the Township's appointed Livestock Valuer after he had
attended the scene and collected evidence of the kill. The Ministry of Natural Resources
representative from the Midhurst office also attended the scene and the photographs taken
were forwarded to the President of the Ontario Puma Foundation for consideration.
Council deliberated this report of an unusual predator in the Township at some length and felt
it necessary at this time to raise awareness of the presence of such an animal in the area.
Oro-Medonte is a largely rural municipality and is home to many large livestock holdings. I
would therefore respectfully request that your Ministry recognize the threat of predation to
livestock by cougars/pumas in Ontario.
In conjunction with this request, I have also requested that the Minister of Agriculture and Food
consider the initiation of a program of compensation to livestock owners for predation by wild
animals other than wolves, coyotes and bears. A copy of the resolution circulated to all
municipalities in Ontario for support is attached for your information.

"Be it resolved that
WHEREAS the Ontario Ministry of Agriculture and Food provides compensation to owners of
livestock for claims for damage from wolves, coyotes and bears;
AND WHEREAS the Township of Oro-Medonte participates in these programs to compensate
owners upon completion of an appointed livestock Valuer's Report and Affidavit sworn by the
owner;
AND WHEREAS the Township of Oro-Medonte claims reimbursement from the Ontario
Ministry of Agriculture and Food for such claims of damage/killing of livestock by wolves,
coyotes and bears within the Township;
AND WHEREAS the official position of the Ministry of Natural Resources is that there are no
wild cougars/pumas in this area;
AND WHEREAS the Township of Oro-Medonte has, on the 14th day of September, denied a
claim from a resident of Oro-Medonte for compensation for killing of livestock by a cougar;
AND WHEREAS the Ontario Puma Foundation has documented sightings of cougars/pumas
in Ontario;
NOW THEREFORE the Township of Oro-Medonte requests that the Ministry of Natural
Resources recognize the threat of predation to livestock by cougars/pumas within Ontario;
AND FURTHER THAT the Township of Oro-Medonte requests that the Ministry of Agriculture
and Food initiate a program of compensation to livestock owners for predation by these wild
animals within Ontario;
AND FURTHER THAT this resolution be circulated to all municipalities within Ontario for

We would like to formally request that you consider closing down the part of Line 2 North between BlueBerry Marsh Road
and the northerly limit of our property (Concession 3 Lot 18).
It should be noted that our property can only be accessed via this road allowance. All other land owners adjacent to the
road allowance have access to their properties via existing Township roads.
Currently, the road allowance is being used for several activities such as:
Trespassing to our property for the purpose of illegal hunting
Trespassing to our property for the purpose of the destruction and/or theft of personal property
Accessing our property to engage in illicit behaviour
As a dumping ground for unwanted garbage such as tires, hazardous waste and car parts.
Off road vehicles which make it unsafe for walking, as well as generating noise and dust

There has never been any doubt that water is our most fragile and essential resource.
More and more public attention is turning to water stewardship issues following disasters
like Walkerton and Kashechewan. Forests playa vital role in water stewardship, from the
health of the resource, to providing critical aquatic habitats.
This year's full-day conference examines water and forest interactions and various stew-
ardship opportunities. Join other OFA members in learning hands-on tips on subjects

change and drought on our forests and water quality.

In the Public Works Five Year Equipment Replacement forecast, the schedule for 2006 has the
following equipment listed for replacement:
? 1996 Western Star Tandem
? 1998 Chevy Pick-Up
? 1991 710 JD Backhoe
? 1996 GMC One Ton Crew Cab
In past years, plow trucks have always been tendered in early Spring, with a delivery date in late
winter of the following year. This late delivery date was due mainly from a backlog of purchase
orders from the equipment suppliers.
Truck dealers/suppliers have now taken the initiative to order municipal "spec" cab and chassis trucks
and also have the required equipment (plow, harness and sand box) installed, thus reducing the wait
time for a complete unit delivery. Municipalities can now call for quotations on a complete plow truck
unit, with a four (4) to six (6) week delivery date, from certain dealers with competitive pricing. An
early delivery date will also reduce our repair costs as the Western Star tandem that is scheduled for
replacement has approximately 300,000 km. and is in need of some engine repairs.
II ANALYSIS:

Considering this new plow truck purchase process, the limited number of available units and to
achieve an early delivery date, it is recommended that sealed quotations be requested for the
purchase of a new tandem plow truck, complete with harness, plow and sand box. This purchase,
when completed, will be financed from the Public Works Equipment reserve.
II RECOMMENDATION(S):

1. THAT Report No. PW2006-04 be received and adopted.
2. AND THAT the Public Works Superintendent be authorized to proceed with requesting plow truck
quotations for Council's consideration.

The Township of Oro-Medonte entered into a Subdivision Agreement with Arbourwood Estates
Limited in January, 2004 for Phase III, consisting of nine (9) lots on Diane Court and Jenna Court.

An inspection of the Underground Works was completed by the Township's Engineer, Totten Sims
Hubicki Associates, and they are now recommending that the Certificate of Substantial Completion
and Acceptance for the Underground Works be issued.

1. THAT Report No. EES2006-08 be received and adopted.
2. THAT the Township issues the Certificate of Substantial Completion and Acceptance
(Underground Works) for Arbourwood Estates subdivision (Phase III), dated December 9,2005.

During the 2005 budget deliberations, Council approved the allocation of $35,000.00 for renovations
to the Hawkestone Fire Station washrooms and shower facilities. In an effort to improve working
conditions for the firefighters, expedite the renovations, and ensure the accessibility of the facility,
quotes were requested on the necessary work.
II ANALYSIS:

Three quotes (Attachment 1) were received for the renovations to Hawkestone Fire Station as listed
below:

All quotes are net of GST.
Tim Jones Carpentry have specified in their proposal an additional cost of $5.00 per sq. ft. for ceramic
tile and baseboard. This cost would increase their quote by $1350.00 to $25,300.00. Staff has
investigated Tim Jones Carpentry and feel the company is reliable. It is therefore recommended that
the proposal to renovate the Hawkestone Fire Station washrooms and shower facilities be awarded to
the lowest quote - Tim Jones Carpentry. It is also recommended that Tim Jones Carpentry be
requested to install the quoted floor coverings and further provide the necessary accessories (I.e.
towel dispensers, etc.)
II RECOMMENDATION(S):

1. THAT Report No. FD2006-004 be received and adopted.
2. THAT the renovations to the washroom and shower facilities at the Hawkestone Fire Station be
awarded to Tim Jones Carpentry.
3. THAT the renovations include the installation of floor coverings and baseboard, as well as
necessary accessory items.
4. THAT the contractor be advised of Council's decision.

The radio system currently in use by township staff was originally proposed in report FD-2003-7 in
June of 2003, This original report outlined changes required by Industry Canada paired with the
need to modernize the Township's radios,
For a number of reasons, this system has never been completed.
We continue to experience difficulty in paging fire fighters in the Hawkstone, Warminster and
Moonstone areas, We have challenges in getting enough staff to the scene of emergencies on a
number of fronts: Demands of their full-time work, family responsibilities, travel, etc. We have little
control over some of these issues, An unreliable paging system, however, is repairable and
mandatory for an effective volunteer emergency service.
In parts of the township we have difficulty communicating using portable radios once at an
emergency in part because of the terrain and in part because the distances between our existing
receiver antennas is too great.
The original design would have employed repeater sites at Edgar and Hwy 11/Sth line plus two
additional receiver sites in Moonstone and Shanty Bay that would address issues presented by the
terrain and by the hand held radios required by Fire Services, This should also provide enough
signal strength to activate the portable pagers used to alert Fire staff to emergencies,
Soon after the original plan was approved, however, conditions changed [the collapse of the Rock 95
Tower on the Sth line] requiring a review and changes to the proposal.

In May of 2004, the use of space on a Rogers Inc cellular telephone tower on the 1 ih line at Hwy 11
was approved in place of the Rock 95 tower, but not completed as the Fire Chief at the time decided
that the lease of $600/month for the space was too expensive, As an alternative, an antenna was
placed on the water tower in Hawkstone to receive radio traffic and activate fire dept. pagers. This
location has not proven to be effective in receiving or transmitting radio signals,
Currently, then, we have the one large repeater with a 400 ft antenna in Edgar, the marginal unit in
Hawkstone and the receiver antenna located at the fire station in Shanty Bay.
Report ADM 2005-43, prepared by the CAO, addressed next steps required which included re-
applying to Rogers Inc for space on the tower at Hwy 11 at the 12th line and the construction of a
tower in the Moonstone area which would complete the program started in 2003.
This report provides further information on both the Hawkstone and Moonstone sites,
II ANALYSIS:

To ensure that we Were taking the best next steps, we have undertaken a review of the existing
system and potential modifications to improve its' overall effectiveness.
Using a computer aided radio signal reach plotting program, various scenarios were tested to
investigate different solutions to best reach all corners of the township and enough beyond our
borders to be most effective. The current capabilities are outlines in attachment 1.
We investigated the following scenarios:
1, The use of an antenna 200 ft up the Rogers tower on Hwy 11 at the 12th line [approved from
ADM-2005-43];
2, The current use of the Hawkstone water tower;

Entering an agreement with Rogers Inc for space on their tower on Hwy 11 is important for the
success of this project. It is the largest tower in that part of the township and provides the best
coverage currently available. We have recently been re-approved to put two antennae on their
tower, one at 200 ft [60m] above ground for radio transmission and a receiver antenna at 100 ft
[30m], We are working with Rogers and with contractors to get it put in place as soon as possible.
The Hawkstone water tower, at approximately 75 ft high, simply does not have the elevation required
to meet our needs,
The link in the original project that has never been addressed is the receiver station in the Moonstone
area, The proposal was to build either a 100 or 150 ft tower next to the fire station to ensure the best
coverage. The cost of this project ran as high as $70,000 for a 100 ft tower. Using the data
modeling software, Point to Point Communications provided different scenarios for this location,
testing both a 100 ft and a 48 ft antenna, We determined that the 48 foot tower with our antenna
atop would more than cover the required area. This installation, at $24,849, meets our needs.

The Ministry of Transportation [MTO] has made surplus a radio tower near Mt. St. Louis and intends
to auction it. The Township was offered the site for purchase by the MTO, Because of its age and
recent disuse, we sought information regarding the requirements and responsibilities should we opt
to take it over. Our opinion is that management and ownership of the structure may present more
liabilities than benefits,
The last item addressed in this report is the linking system used to join the receiver and transmission
sites in Hawkstone, Shanty Bay, Moonstone and Edgar.
Traditionally, to link the various sites in a system like this together, installers would employ a
dedicated telephone line from Bell. We currently use one of these on our Shanty Bay site, These
lines are billed by the distance between sites. For example, the cost to us to link the new Hawkstone
site to the Edgar site using a Bell line is $387 per month. To join the Moonstone repeater will cost
$587 per month. The total cost over five years is $55,440. We are not recommending this option.

We are proposing to use wireless technology to join the sites together.
Two options have been considered in this regard, The Township can purchase the equipment on a
lease-to-own basis over 60 months at $368 per unit per month for a total cost of $44,160 over 5
years, This is a savings to the Township over the use of Bell lines and will be expense free other than
maintenance.
Alternatively, the Township can purchase the Wireless units outright at a total cost of $15,500 per
unit, $31,000 for the pair and represents an additional savings of $12,000 dollars over the five year
term. [See attachments 3, 4 and 5]
It is recommended to Council that Council purchase the wireless link in the amount of $ 30,272,91
and enter into a lease agreement for a annual amount of $ 8,390,00 with Roger Inc, for the use of the
Hawkstone Tower and that Council give favourable consideration to the purchase and installation for
the placement of a new Tower at the Moonstone Fire Station in the of $ 40,949,00.

Council requested that staff provide a rental review with respect to the municipally owned community
halls that are currently managed by volunteers. Council further requested that the Hall Boards track
the activity for the year to determine the hall usage.
The Township's seven community halls are: Carley; Craighurst; Eady; Edgar; Hawkestone; Jarratt;
and Warminster.

Note: Any user group may make an application to the board, if approved the group is required
to pay $150.00. Once a year all groups are required to clean the hall for 2 months for each day

Euchre charges $2-$3 but the profits at the end are donated to the Hawkestone Community
Association which is used for upkeep and capital projects (fundraising event).
The Oro-Medonte Children's Choir and the Hawkestone Singers both of which charge a fee to
cover costs for the director, etc. They also make donations to the hall from shows they host.

In 2004 and 2005 Council received requests from various Community Hall Boards to review the cost
with respect to the water testing at the Community owned Halls and to consider financial relief of
these costs.
In 2004 Regulation 170/03 mandated weekly water testing in the municipally owned Community Halls
and in 2005 the regulation was amended to a bi-weekly testing. To assist the Hall Boards during the
2005 budget deliberations Council authorized that the various halls not bear the labour costs incurred
in regard to the water testing,
II ANALYSIS:

Similar to the municipally-owned water systems, the Hall Boards found the cost of compliance to be
high and in some instances could not raise the revenues required to offset the expense. As a result
of the high cost for the water testing, with the exception of the Eady Hall, some of the halls at year
end found themselves in a deficit position, To balance the year end account, individual Hall Board's
reserves were drawn upon to offset the cost of the water testing.
During several joint hall board meetings, representatives expressed appreciation for Council's
insightfulness in waiving the 2005 labour cost associated with the mandatory water testing.
Community Hall Board representatives articulated that the mandatory water testing continues to be a
financial burden and realistically, in the long term, some of the Community Hall Boards would be

unable to generate the required revenues to offset the water testing expenditure. Survival of the
Community Hall Boards is at risk.
A 2004 and 2005 analysis of the cost is included for Council consideration along with proposed 2006
capital budget allocation for the Community Halls;

The proposed 2006 Capital Funds for Community Halls are summarized as follows:
Past practice is that capital funds allocated for the Community Halls are expended from the
Recreation Reserves, Currently, the Recreation Reserve has a balance of $144,249.00, Upon
discussion with Mr. Keith Mathieson (Director of Engineering and Environmental Services) the Safe
Water Drinking Act requirements have changed, and small municipal non-residential systems
(community halls) will become the jurisdiction of the Public Health Unit in Fall of 2006, at which time
new regulations will be introduced, Until that time, the Township is only required to do bacterial
testing every two (2) weeks, It is recommended by Mr. Mathieson that all "dug wells" (Carley, Jarratt
and Eady) be replaced with "drilled wells" in 2006. The total cost associated with three new drilled
wells is approximately $45,000.00.

Included in the rationale is that Council has traditionally funded 100 percent of all identified
health and safety issues at the various Community Halls, The 2006 proposed capital
expenditures have been provided to Council at this time for information purposes only and will be
represented during the 2006 budget deliberations.
Given that the Township has a year end balance of $ 200.000.00 surplus, it is recommended that
Council "reimburse" the Community Halls for the costs incurred for the water testing during 2004-
2005. It is further recommended that the funds be financed from the 2005 surplus.
