TAKE NOTICE that the Council of the Corporation of the Township of Oro-Medonte will hold a Public Meeting on
Monday, November 28, 2005 at 7:10 p.m. in the Municipal Council Chambers. The purpose of the public meeting
is to obtain public comments on a proposed amendment to the Zoning By-law, under Section 34 of the Planning Act,
and on a proposed plan of subdivision under Section 51 of the Planning Act, R.S.O. 1990 c. P. 13.
THE PROPOSED Zoning By-law Amendment would rezone the lands described as Concession 8, West Part of Lot
19 (formerly within the Township of Oro). The subject lands are proposed to be rezoned from the Agricultural/Rural
(AlRU) Zone to the Economic Development (ED) Zone with an exception to allow for a recycling establishment as a
primary outdoor use. The rezoning only affects blocks I and 2 on the attached sketch,
THE PROPOSED Plan of Subdivision would include all 3 blocks of land on the attached sketch, two of which
will be conveyed for a proposed recycling establishment and the other for future industrial usage. The two parcels
of land to be used for the recycling establishment, shown as Blocks I & 2 on the attached sketch, would have a
total lot area of 17.4 hectares (42,9 acres) and will be accessed via Line 7 North. Block 3 would have a lot area of
26.3 hectares (65 acres),
A KEY MAP illustrating the location of the lands subject to the applications is shown on the copy of the proposed
plan of subdivision drawing attached for review.
ANY PERSON may attend the public meeting and/or make written or verbal representation either in support of or in
opposition to the proposed Amendment and Plan. If a person or public body that files an appeal of a decision of the
Township of Oro-Medonte in respect of the proposed Amendment or Plan does not make oral submission at the public
meeting or make written submissions to the Township before the proposed Amendment and Plan are adopted, the
Ontario Municipal Board may dismiss all or part of the appeal.
If you wish to be notified of the decision of the Township of Oro-Medonte in respect to the proposed Zoning By-law
Amendment and Plan of Subdivision, you must make a written request to the address below.

The City of Orillia has reviewed the above-noted Notice of Public Meeting regarding
lands adjacent to the Lake Simcoe Regional Airport and as a partner in the Regional
Airport the City provides the following comments.
Our understanding, from discussions with Mr. Bruce Hoppe, Director of Planning is that
the applicants propose to operate a recycling facility handling largely construction
debris. The materials are trucked to the site, separated into different types by way of
conveyor belt system and then shipped off site for reuse. The intent is to reduce the
quantity of construction material normally dumped into landfill sites across Simcoe
County. The applicants own a similar facility near London. There are no plans for a
compost site or handling of domestic waste.
The City of Orillia would encourage the Township of Oro-Medonte, that if approval is
given on the proposed rezoning to make the wording of the amendment clear so that no
domestic, food or compost waste or any wastes that may attract birds or conflict with the
normal operation of the Regional Airport would be permitted.

Thank you for forwarding a copy of the above-noted rezoning application to this office for review.

And future uses and to subdivide into 3 lots.
Please be advised that I arn opposed to any amendment that would permit the
establishment of a recycling plant, allow for any future unknown use or provide for the
subject property to be divided into three(3) lots.
I am dismayed that land several of my neighbors who could be directly effected by
pollution from this plant were not properly notified and have only learned of these
proceedings by chance. Further, I was shocked to learn that while the "recycling
company" was interested in a wider notification given the implications of their proposal,
it was a member or members of Council that were opposed to wider notification and
information sharing.
It is my view that Oro-Medonte Township does not need a construction waste recycling
plant with all the problems associated with dirty industry of this type. If it does, then put
it in one of the areas that are already properly zoned and not in the middle of a farm field.
As you are aware, there are a number of reasons (and I am not going into them here) for
not allowing industry to be established "willy-nilly" as it were, all over the place thus the
well established practice in forward thinking communities of the "industrial park". As in
this case, not even industrial parks want this type of industry. No matter how you try to
dress it up this is dirty, noisy, smelly and unsightly industry which has no place in the
proposed location.

Dear Sir,
I write to you today in regards to the proposed Try Recycling Facility and proposed
change to the zoning bylaw in this area.
I own a 2.5 acre lot that is one lot away from the proposed development.
My Grandfather, R.C.Beal was the original owner of the property. During his stewardship
my Grandfather invested a great amount of time, energy and money into the restoration
of my lot and my Mother's 97.S acre lot. (My Mother's lot will inunediately border the
proposed development and corresponding zoning change.)
My Grandfather was an ecologist and a scientist. He planted a stand of sugar maples on
our property that are now mature. He also had the Ministry ofNarural Resources plant
trees on the property. He dredged our ponds and stocked them with fish. My mother
commissioned Ducks Unlimited to restore the wetlands on the property. Our land is now
home to a wealth of plant and animal species, some of which may be on the endangered
or threatened species list.
I would like to voice my objections to the proposed by-law change and humbly request
that you delay your decision so that the members of our community can gain more
information about the immediate and future environmental and economic ramifications of
the proposed change. I never received notice of the proposed change by mail and did not
find out about the proposed change until today, November 2Stl" os. The lot sketch
attached to the notice is inaccurate and needs to be changed to accurately reflect our
properties. My family has been planning on creating a 5-Star "Green" Corporate Retreat
Center on the property. I have also been in discussions with The Canadian Outward
Bound Wilderness School abom the possibility of turning our property into a Leadership
Development Centre and Therapeutic Outdoor Education Centre for developing leaders,
youth-at-risk and women who have survived abusive relationships. We have been
planning this now for 3 generations and feel that it is reasonable to request a delay in
proceedings until we can get a better understanding of me impact oCthe proposed change
on our property and our future.

The staff or the Lake Simcoe Region Conservation Authority (LSRCA) have completed our
review of the above-noted applications to re-zone part of the subject lands from
Agricultural/Rural Zone to Economic Development Zone to permit the development of the
property for recycling and industrial uses. We provide the following comments:
The subject property is Iocated partially within the Shelswell Creek Wetland Complex. The
LSRCA has an in\erest in conserving, protecting and enhancing these natural features and their
functions. An Environmental Impact Study should be submitted to this office for our review and
comment prior to any planning decisions being made on this property. The EIS will detennine
the appropriate setbacks requiIed for the protection of this natural heritage feature,
Storm Water Management (2 to 100 year post to pre-developme1\t with Enhanced Protection
[MOE 2003] quality controls) must be addressed to the satisfaction of the Township and the
Conservation Authority. Please note we have received and are currently reviewing the
Functional Servicing Report prepared by R.J. Burnside and Associates dated October 7, 2005.
We expect to have comments out on this document by mid-December.
Please note that the Authority charges a review fee for subdivision applications. Our fees are
calculated as follows: $500.00/ha for the first 20 hectares and $lOO.OOlba thereafter. The
minimum fee is $5,000.00 and is required at this time. The total feewiU be determined once the
area of the Environmental Protection Block has been finalized and any balance will be required
prior to final approval. Please have the applicant remit the required fees as soon as possible.

Dear Mayor, Councillors & Staff,
Re: 2005-ZBA-22 & 2005-SUB-Ol/ Recycling Establishment
After a great deal of pondering regarding the proposed recycling plant on the 7th Line
North I have a few concerns/questions.
What about the protection of the water shed for Ellingham & Burl's Creek running into Lake
Simcoe?
What about the extra truck traftlc?
What about the noise?
What about the dust?
What about the smell'?
What about the vermin, rats, skunks, seagulls...?
How will this affect the airport?
Where will the rubble and compost material come from?
What is in the proposal that will benefit the residents ofOro-Medonte?
How will it atfect the local neighbouring businesses and the property value?
That is a start.
Several businesses in the immediate area have spent thousands and thousands of dollars
beautifying their property to improve their tourism business and entice visitors and their wallets
to this area. I can't imagine vacationing beside or near a compost pile. Oro-Medonte tought with
a great deal of expense successfully to stop a spring water bottling facility in this Township
because it was to 'dirty'. Is this the same Township that is considering garbage?
I would appreciate correspondence regarding the above questions if they have already
been addressed Please advise me of any decisions regarding this matter.
