THE CORPORATION OF THE TOWNSHIP OF ORO BY-LAW NO. 89- 48 BEING A BY-LAW TO AMEND BY-LAW 86-21 - AN EMERGENCY CONTINGENCY PLAN FOR PEACETIME DISASTERS 'i il II II I: il II !I I I , WHEREAS all municipalities in the Province of Ontario have been advised by the Provincial Government that they should create a plan to provide for emergencies that may arise and for the organization of all services that may be required in relation to such emergencies; AND WHEREAS Council for the Corporation of the Township of Oro deems it necessary and expedient to amend such Emergency Contingency Plan; II II I NOW THEREFORE Council of the Corporation of the Township of Oro hereby enacts as follows: 1. That Schedule "A" of By-Law No. 86-21 is hereby repealed. ., 2. That Schedule "A" attached hereto and forming part of this By-Law is hereby adopted. " THE CORPORATION OF THE TOWNSHIP OF ORO SCHEDULE nAn BY-LAW NO. 89-48 EMERGENCY CONTINGENCY PLAN This Plan is produced under the authority of By-Law No. 89-48 , of the Corporation of the Township of Oro, and adopted by By-Law No. 89-48 . I I . , - 1 - EMERGENCY OPERATIONS CONTROL All emergency operations should be direct and controlled by a group of officials responsible for providing the essential services needed to minimize the effect of the flooding on the municipality. The Emergency Control Group includes: a) Municipal Emergency Co-ordinator shall be the Head of Councilor designate b) Municipal Clerk c) Ontario Provincial Police - Barrie d) Fire Chief e) Public Works Administrator f) Simcoe County Health Unit g) Member of Council h) Flood Co-ordinator The names, telephone numbers and home addresses of the above will be found in Appendix 1. II I I I The Emergency Operations Conrol Group will assemble at the - 1. TOWNSHIP OF ORO MUNICIPAL BUILDING, Concession #7, Oro Township (Emergency Operations Centre) EMERGENCY WARNING SYSTEM The Municipal Emergency Co-ordinator will be informed of an emergency by the Administrator. The Municipal Emergency Co-ordinator will alert other members of the Emergency Operations Control Group and local utilities. FLOOD ALERTING SYSTEM In the event of flooding or rising water or any apprehended danger, the Police, Works Department, Conservation Authority or members of the public will alert the Municipal Emergency Co-ordinator. The Municipal Emergency Co-ordinator will alert the members of the Emergency Control Group and Conservation Authority if the situation warrants such action. The Head of Council, may, with the other members of the Emergency Operations Control Group, officially declare a municipal emergency to exist. In the event of such a declaration the Emergency Contingency Plan should be implemented. - 2 - EMERGENCY WARNING SYSTEM The Reeve will be informed of an emergency by the Fire Chie:, the O.P.P., Public Works Administrator, or any other appropriate authority. . The Reeve or alternate will call the other members of the Emergency Control Group and the local Utilities if required. The Reeve of the Council, may, on the advice of the other members of the Emergency Control Group, officially declare a Municipal Emergency to exist. In the event of such a declaration, the Emergency Contingency Plan should be implemented. EMERGENCY OPERATIONS CONTROL GROUP - RESPONSIBILITIES The Emergency operations Control Group will be responsible for: a) The direction of municipal departments and other agencies in their actions in dealing with emergency. b) Assessing requests for assistance and the allocation of available services, manpower and equipment. . c) Authorization of expenditures of municipal funds which might be required immediately for the preservation of life and health. d) Authorization of expenditures for food and beverages for personnel assisting in controlling the disaster. e) Maintenance of log actions during the emergency. f) The selection of and notification to concerned persons of assembly areas at which additional resources of manpower and equipment will gather. g) The provision of administrative and logistical support for any Emergency Services which may become involved. h) The designation of area as an Emergency Area. i) Evacuation of people within the Emergency Area. j) Dispersal of people not directly connected with the operations who by their presence are considered to be in danger, or whose presence hinders in any way the efficient functioning of the operation. t k) Discontinuation of any service without reference to any other consumer in the municipality where, on the advise of the emergency operations control group, continuation of such a service constitutes a public hazard within the Emergency Area. 1) Arrangements for the accommodations and maintenance on a temporary basis of any residents who are in need of assistance due to displacement as a result of the II emergency. II Ii Ii II II I " II II II I' ( II II , I , - 3 - m) The callout and employment of any municipal emergency personnel required in an emergency. n) Requesting the assistance of personnel and equipment of voluntary and other agencies not under municipal control as may be required for emergency operations, e.g. St. John Ambulance Brigade; Red Cross; Salvation Army; local industry, etc. 0) Establishment of an information centre for the issue of accurate releases to the news media and for the issuing of authoritative instructions to the general public. p) Through the Reeve ensuring a balanced distribution of casualties to hospitals. q) The inspection of premises and their orderly re-occupat REQUEST FOR ADDITIONAL ASSISTANCE If the implementation of local municipal actions is insufficient to control the emergency, then assistance from the Ontario Provincial Police will be requested. If the implementation of the Ontario Provincial Police is insufficient to control thesmergency, then assistance may be requested from the Provincial Government. For Flood Emergencies only, the request must be made by a responsible municipal official to the following provincial agencies: a) Lands under the jurisdiction of the Local Conservation Authority - contact the Local Conservation Authority. b) All other lands in the Township - contact the Local Response Co-ordinator of the Ministry of Natural Resources. TERMINATION OF EMERGENCY OPERATIONS When it has been decided by the Emergency Control Group that the emergency has terminated, the Reeve or alternate will make an official declaration to this effect. The Emergency Co-ordinator will ensure that all personnel and agencies are advised. RESPONSIBILITIES AND FUNCTIONS - EMERGENCY OPERATIONS The Municipality will appoint an Emergency Co-ordinator who will; Assess an emergency situation. Recommend municipal declaration of an emergency. Upon declaration of a municipal emergency implement Emergency Contingency Plan and co-ordinate the municipal response. d) The Reeve of the Council, may, with other members of the Emergency Control Group, officially declare a Municipal Emergency to exist. In the event of such a declaration, the Emergency Contingency Plan should be implemented. e) Recommend the municipality request outside assistance. . . 'I r - 4 - RESPONSIBILITIES AND FUNCTIONS - FLOOD CO-ORDINATOR The Municipality will appoint a Flood Co-ordinator who will; a) Assess a flood situation. b) Recommend municipal declaration of an emergency. c) Upon declaration of an emergency implement Flood Contingency Plan and co-ordinate the municipal response. d) Liaise with the Reeve and local Conservation Authority or local Ministry of Natural Resources District Office. e) Determine if municipal resources are adequate or if additional resources are needed. f) Recommend the municipality request County assistance. RESPONSIBILITIES AND FUNCTIONS - FIRE DEPARTMENT If fires arise, the responding Fire Department will act initially with the normal building fire response. The Officer -in-Charge at the scene will request police, ambulance, etc., through usual channels. The Fire Department may be called upon to perform various duties in the event of an emergency. The following are sore of the functions for which the department will be responsible; a) All operations connected with fighting fires. b) All rescue operations at the scene. c) Determining if additional special equipment or supplies are required and making the necessary arrangements for procurement through the Fire Chief. d) provision and operation of resuscitation equipment and trained manpower when and where required. e) Provision of equipment and manpower to assist in pumping operations, the fire situation permitting. II I RESPONSIBILITIES AND FUNCTIONS - MUNICIPAL EMPLOYEES On being informed or becoming aware that a flood emergency has occurred or is likely to occur in the municipalities, the Municipal Emergency Co-ordinator will order all Roads Department personnel to be placed on a standby basis and will report to the Emergency Control Group, leaving his alternate in charge of the department. Department staff under the direction of the alternate to the Public Service Administrator will; a) Ensure that all vehicles and equipment are ready for immediate use. b) Be prepared to deliver barricades and flashers to the site of the emergency. - 5 c) Be prepared to clean debris or snow ln and around the disaster area and to tow light vehicles to the scene if the disaster area is off the road. d) Be prepared to conduct emergency pumping operations. e) Be prepared to arrange for the inspection and demolitic~ of unsafe buildings. . f) Control all sandbagging and pumping operations during the municipal response to emergency. g) In consultation with the Local Conservation Authority decide whether ice jams should be blown with explosives and make the necessary arrangements. All members of the Roads Department will be prepared to undertake any kind of emergency service as directed by the Emergency Operations Control Group. A list of all Department vehicles and equipment available in an emergency is found in Appendix 2. A list of local companies capable of supplying heavy equiprent such as bulldozers, cranes, backhoes, pumps and generators is found in Appendix 3. A list of local sources for emergency water supplies is found in appendix 4. . RESPONSIBILITIES AND FUNCTIONS - UTILITY SUPPLIERS Utilities Managers, if requested, will send a representative to advise the Emergency Control Group. Utility suppliers will generally follow their usual emergency procedures, but will co-ordinate actions with the Emergency Operations Control Group. The following are some of the functions for which electricity, gas or water suppliers will be responsible; a) Calling out of staff to the disaster site, checking buildings for safety and, where necessary, cutting off supplies. b) Restoration of services, if interrupted, on a priority basis. This is to be decided by Emergency Operations Control Group in consultation with suppliers. , " c) Discontinuation of services to any consumer when authorized by the Emergency Operations Control Group, and where it is considered necessary in the interests of public safety. d) Provision of alternative supplies where necessary and particable, e.g., temporary electricity lines. RESPONSIBILITIES AND FUNCTIONS - ONTARIO PROVINCIAL POLICE The Ontario Provincial Police is responsible for; a) Warning the local municipality of a flood emergency. . 1 i I I I' I Ii , . il II Ii " " " Ii ,I i! II I' II II II I I , , " !i II il I' , 1 Ii il II I ' , I I, , I II 1 I , I I I I , - 6 - b) Notifying the Ambulance Service of the disaster and providing an initial estimate of the casualties. c) Dispatching a senior police officer with a radio- equipped cruiser to be part of the Emergency Operations Control Group in each affected municipality. d) The control and, if necessary, the dispersal of crowds within the disaster area. e) The control of traffic in the immediate vicinity of the disaster area in order to facilitate the movement of emergency vehicles. f) Alerting persons endangered by the disaster and evacuating buildings or areas as authorized by the Emergency Operations Control Group. g) Protection of property against looting within the disaster area and the provision of law and order in the areas to which refugees may be evacuated. h) Provision of traffic control to facilitate the movement of ambulances from the disaster area to area hospitals and, if required, provision of transport for medical personnel within the disaster area. i) Notification of fatalities to the Coroner. j) Community Services Officer to attend. Compile and distribute press releases. RESPONSIBILITIES AND FUNCTIONS MEDICAL, HEALTH & SOCIAL SERVICES In serious emergencies a number of people will be made homeless and must be cared for in temporary quarters and some will almost certainly become casualties and require medical and hospital care. The police and fire services will be responsible for reporting casualties. The actions needed to take care of the homeless and injured will be co-ordinated by the Head of Council (Red Cross) and will be the responsibility of the Chairman of Emergency Services of South Simcoe Area Red Cross and includes: shelter management, registration and enquiries.
