NOTICE OF PUBLIC MEETING
FOR PROPOSED AMENDMENTS
TO THE OFFICIAL PLAN AND ZONING BY-LAW
OF THE TOWNSHIP OF ORO-MEDONTE

TAKE NOTICE that the Council of the Corporation of the Township of Oro-Medonte will hold a Public Meeting on
Monday, January 17, 2005 at 7:00 p.m. in the Municipal Council Chambers. The purpose of the public meeting is
to obtain public comments on proposed amendments to the Official Plan and to the Zoning By-law, under Sections 17
& 34 of the Planning Act. R.S.O. 1990 c. P. 13.
THE PROPOSED Official Plan Amendment would redesignate the lands described as Concession 9, Part of Lot 26
(formerly within the Township of Oro). The subject lands are proposed to be redesignated from the Rural and
Environmental Protection Two Overlay Designation to the Shoreline & Environmental Protection Two Overlay
Designation. The purpose of the amendment would be to allow for the creation of seven new residential lots.
THE PROPOSED Zoning By-law Amendment would rezone the lands described as Concession 9, Part of Lot 26
(formerly within the Township of Oro). The subject lands are proposed to be rezoned from the Agricultural/Rural
(AIRU) Zone to the Shoreline Residential (SR) Zone.

ANY PERSON may attend the public meeting and/or make written or verbal representation either in support of or in
opposition to the proposed Amendments. If a person or public body that files an appeal of a decision of the Township
of Oro-Medonte in respect of the proposed Amendments does not make oral submission at the public meeting or make
written submissions to the Township before the proposed Amendments are adopted, the Ontario Municipal Board may
dismiss all or part of the appeal.
If you wish to be notified of the decision of the Township of Oro-Medonte in respect to the proposed Official Plan &
Zoning By-law Amendments, you must make a written request to the address below.

Lake Simcoe Region Conservation Authorit~ (LSRCA) staff have received and reviC\ved the
"Environmentallmpact Study" by Skelton IfrumweJl, dated July 29, 2004 and the "Update of
Preliminary Hydro geologic Evaluation", by Ian D. Wilson and Associates dated August 12,
2004 in 8Upport of this application and offer!the fonowing comments in this regard:

l. LSRCA staH note that the subject area Is identificd as "Significant Woodlands" \"ithin the
Tov''J1ship Official Plan. As per Figur? 5 of the repOl1, lots 1 through 5 are to be created
within the EnvironmEmtal Protection (PP) 20ne. It is rccommended by LSRCA staff that
the 10tIines for lots 1-5 be adjusted to dnsure no encroachment occurs within the EP zone.
LSRCA staff also recommend that ani buffers and undisturbcd areas should remain in a

restrictive zoning that protects them nom incompatible uses. (ie. environmental protection
or open space). I
2. Section 5 identifies potential impacts Mthe proposed development, which include losses
of vegetation and habitat, soil erosioi and an increase in surface runoff. As such, the
conclusion in Section 7, "that therr will be no negative impact", appears to be
contradictory. The report should be retsed to address how these impacts will be avoided
or mitigated.

Please note that as per section 5.0 0 the report, the recommended 30 metre buffer (from

to prove that these watercourses are n lither direct nor in-direct fish habitat. This may be
difficult to prove as these watercoUl'ses feed Lake Simcoe directly. Any study must
include spring and summer ekctro-fisbing; summer water and air temperatures and some
form of assessment as to groundwate~ inputs to the site.

5. The absence of stream flow as reported f late July within the two tributaries that intersect
proposed lots 1 and 4 is not sufficilnt infolmation to discount the presence of an
ephemeral stream. The "significant ~ase flow" reported for the main tributary, sandy
soils quoted tTom the 1987 investigatiqn, and discharging gradients in the vicinity of the
site indicate that groundwater dischaJige is likely feeding the on-site stream(s). The
Hydrological study should confirm the.presence or absence of groundwater discharge on
the portion ofthe site proposed for lots land, ifpresent, address this issue in the report and
development proposal. I

6. Given the significant forest designati01 of the property an assessment of the breeding bird
function ofthis site should be providedf particu1arly as the 1'<'HIC indicates a record of the
endangered Henslow's Sparrow. A breeding bird S1JJ:vey should be undertaken during the
breeding season (generally tTom April1to June depending on spring weather conditions);
this report should include a list of spe~ies, method, dates and times offield visits. The
EIS should be revised to include this d~ta as well as the potential impacts on this function
and mitigation if necessary. I
7. Please provide a plant list of the conmjul1ities described in Section 2.4, concentrating on
the area proposed for clearing, This ~ist should be checked with the Natural Heritage
Information Centre (}-THIC) for the prhence of any provincially significant species and
'with the Riley (1989) list for any regitnally rare species.
8. The area proposed for clearing ShOUl~ be surveyed for the presence of the endangered
Butternut (Juglan.s cinerea) and for apy other specimen (i.e., old growth) trees. These
trees should be flagged and their locat,ion identified in the mapping. Every effort should
be made to avoid these specimens ifpoFsible, the EIS should address any impacts on these
features. I
9. Given the diversity of habitat on site l described in Section 2, amphibian habitat should
be considered. As such, please cond~ct an assessment of breeding, summer and over-
wintering amphibian habitat. This is illost efficiently achieved through an appropriately
timed amphibian breeding survey. I
10. Please provide a list of other incid~ntal wildlife observations and comment on any
potential impacts and offer mirigati09 if required.

11. Please note that for future EISs', the tUthOrity recom.mends the use of the Ministry of
Natural Resource's Ecological Land, lassificarion System (ELC) when identifying and
describing vegetation communities. I
12. Section 5.0 of the report reCOTI1mend~ the use of a stonnwater management facility to
ensure no negative impacts to water q~ality occur. As such, LSRCA staffwil! require the
following information to address water quality and quantity:

a) A Stormwater Management Plan detailing how stonnwater quantity control and

quality protection in accordance with Ministry ofthe Environment "Enhanced"

b) An erosion and sediment cJntrol plan detailing the measures that will be
implemented before, during a~d after constmction to minimize soil erosion and
sedimentation. I
c) Ana1ysis of any resulting impact on the hydrology of the wetland adjacent to the
site described by the vegetati1n communities in Section 2.4.
