RE: January is "Crime Stoppers Month"
Dear Mayor and Council Members:
We need your help in our continuing effect to promote Crime Stoppers in your community and it would be
greatly appreciated if you would recognize CRIME STOPPERS by presenting a motion to declare or
proclaim January as "Crime Stoppers Month" in your community. Please advise if your town or township
will be issuing a proclamation as an official media launch will take place in early January.
CRIME STOPPERS of Simcoe-Dufferin-Muskoka was established in January 1987 as an incorporated non-
profit charitable organization. The program is operated by a volunteer Board of Directors, who oversees all
phases of the program.
CRIME STOPPERS is not a Police program or funded by the government, but relies on monies generously
donated by the private sector, service groups and the Board of Directors through fundraising activities in
order to serve the public and carry out its mandate.
CRIME STOPPERS mandate is to assist the Police in solving crimes thereby making our communities and
schools safer. Through the media, the public is encouraged to call a province wide toll free number with any
information about a crime that has occurred or is about to occur. If the information provided solves or
prevents a crime, the caller is eligible for a cash reward, with payment made through a code system that
ensures anonymity.
A...rlOnymous calls to CRIME STOPPERS of Simcoe-Dufferin-Muskoka have assisted the Police and other
investigative agencies in making 2,881 arrests, recovering stolen property valued at $8,228,961.00 and
seizing $26,982,711.00 in illegal drugs. For this information, Crime Stoppers has paid $215,565.00 in cash
rewards.

Dear Ms. Fountain:
I am writing to you on behalf of the Sokil Property Owners Association and its 100 property owners. As
you may be aware, our small community is located within the village of Hawkestone, and is associated
with the Ukrainian National Federation (UNF) property located near the lake shore. Since the
establishment of our community in the early 1960's, our association has been responsible for road
maintenance, water distribution, and other such infrastructure issues. The township has takem
responsibility of winter maintenance as a result of the growing population of~f~n-i"$ im~
subdivision, but to date this has been the extent of the townships involvement in our community. When
the subdivision was created in 1962, our association, together with the UNF, named the newly created
streets in accordance with Ukrainian history and geography. These names have, for the most part,
been transferred to the official plan for the village. Our concern, however, is with the seemingly
unilateral naming of what is currently known as Leigh Street, which was originally part of Shewchenko
Crescent (See Attached Map) In previous consultations with the township, our association has been
informed that the name change was due to the fact that the street itself was not part of a crescent, and
would cause confusion for emergency response and future planning requirements. This is an
understandable reason and has been accepted by the community. What is concerning is the lack of
consultation with our association or the UNF over the selection of the new name for the road. "Leigh"
does not reflect the history and background of this community, nor does it represent our collective
contribution to the overall Oro-Medonte community. The road and water system of this community is
the responsibility of the SOKIL Property Owners Association, and of the UNF, and as a result it is our
belief that the township should have consulted us on the matter of changing the name of any street in
our community.
This issue has been brought before the Property Owners Association Executive on numerous
occasions from various members of the community, and an official motion was passed to request that
the township change the name of the street at our last annual meeting. Our request is that the township
of Oro-Medonte renames Leigh St in accordance with the naming of the other streets in our
community. The association is proposing that Leigh St be renamed Dnipro Boulevard after the Dnipro
River in Ukraine. The Dnipro River is one of the largest rivers in Europe, and much like the street in our
community which runs through the geographic center of our village and ends near the shore of Lake
Simcoe, the Dnipro runs through the middle of Ukraine, where it joins the Black Sea. The river has
great historical signifICance not only for Ukraine, and the majority of our community members, but alSo
for all of Europe.
It is my hope that you, as our representative, will bring this issue before the town council for approval.
We have the support of our entire membership of 100 property owners as well as the Ukrainian
National Federation, and we would be very grateful for the township's support on this matter.

be arranged. Discussion ensued, regarding the custom of donating local history
texts to schools in the Township.
MOTION: As per Association tradition, that a copy of the Medonte textbook be
donated to each ofthe schools located in the Township, pending approval from
Council. MOVED by Jadeen. SECONDED by Bruce. PASSED.

New Business
. Dwight Norrena request for Association photos. Discussion ensued regarding
multiple requests for copies of photographs from the Association collection.
Concern was expressed regarding the amount of time and money it takes to meet
these requests. lt was decided that a fee of $1 0 per photo will apply to requests of
this nature.
. Oro African Church - Jadeen supplied a summary of all entries in the Church
Guest Book this year. Flag pole to be picked up at Geoff's by Township. Site
visit resulted in location change for flag, discussion that two poles be erected -
one flying the Canadian flag, the other, Oro-Medonte crest. A similar flagpole is
preferable. If one cannot be found, Geoff will request the re-acquisition of one,
currently flying at a relative's home. Visit also resulted in Township and
Association members deciding to (delicately) cap the chimney, to avoid damage
while cleaning. Discussion ensued over what type ofbarrier/fence to erect on the
site. Clowes W. 1. Records suggest that a picket fence existed on the north side
(Old Barrie Road) at one time. Two proposals were brought forward:
1. Drawing supplied by Councilor Crawford, showing a picket fence running the
west and north perimeter of the site. Picket fence and gate, constructed of
pressure-treated lumber. No costing supplied.
2. Township staff recommended a fence made of metal, coated with baked
enamel, 6" clearance, 32" high, connected to stone posts. Approximate cost:
$13,000.
Discussion ensued. Some members noted that PIT lumber of the dimensions
specified would make the first proposal's cost comparable to the second proposal.
Also noted was the low maintenance and longevity of the baked enamel product,
as well as its aesthetically superior appearance.
MOTION: After consideration of both proposals, the Association moves that the
baked enamel fence proposal be accepted. MOVED by Bruce. SECONDED by
Geoff. PASSED.
. Committee of the Whole meeting 24 November 2004,9 a.m., to report decision to
Council.
. Ground radar - Jadeen to explore pricing and report back.
. Bruce asked members to search for a 'stripped-down' map of the Township, for use
in locating related sites.
. Members were asked to consider the placing of Church signs in various locations
along area roads.

. Designation and tax relief for area heritage properties - Council will be made
aware of these options and discuss in the New Year.

. Kith 'n' Kin - Sheila briefly recounted the events leading to the Association's
decisions to reprint the original text, with errata sheets (report circulated).
MOTION: That the Association recommend to Council that Kith 'n' Kin be
reprinted in its original form, with subsequent errata sheets; AND that Rose
Printing be contracted to produce 1,000 copies. MOVED by Bruce, SECONDED
by Allan. PASSED.

. Parks & Rec brochure - Allan to forward Fair Valley write-up to Sheila.
. Georgian College - Geoffhas arranged a presentation ceremony, to have Mayor
Neil Craig and Sheila officially present existing Oro-Medonte historical
publications to the Georgian College Library. Date set for 17 November at 1 p.m.
at the Barrie Campus.
. Dwight Norrena update Mr. Norrena has been notified of the Association policy
of charging $10 per photo request, and that the photos in the possession of Loreen
Rice- Luca are outside Association jurisdiction.
. Fence for Oro African Church - Sheila updated Members about her intention to
attend Council regarding this matter on 24 November. Discussion ensued about
types of fencing proposed. The possibility of using stone as a fencelbarrier had
been discussed at earlier meetings, and there was discussion regarding the
possibility of its re-inclusion as an option for Council to consider. MOTION: To
revisit the possibility of erecting a stone fence of sufficient size, as a first choice
to protect the Church, to act as a barrier against damage from traffic, while not
detracting from the character of the site. MOVED by Allan, SECONDED by
Bruce. PASSED.

New Business
. Second flagpole for Church - this will be retrieved from Geoffs in-laws' home
next Spring.
. Sheila to ask Township if all photographs for the Medonte book have been
returned.
. Doors Open Huronia - 4-5 June 2005. Report circulated. Discussion ensued
about the possibility of joining this organization. MOTION: That the
Association join Doors Open Huronia. MOVED by Geoff. SECONDED by
Bruce. PASSED.
. Discussion occurred regarding where Black History Month fits into the calendar
year. Allan will assemble a PowerPoint presentation for this purpose; Bruce will
find out in what month this event is recognized.

Dear Mayor and Members of Council,
Many thanks to you for your generous donation and support ofthe recent Canadian Volunteer Firefighters
Services Association conference. As a young association, we were very pleased to have been chosen to host
this event and it was indeed very successful.
Your funds were used to host the Wine & Cheese Reception held on Friday night where participants,
dignitaries, speakers and members were able to get together for a parade, words of welcome, and networking
among their peers.
The weekend included workshops, seminars and speakers discussing a variety of training and educational
issues, a dinner on the Saturday night that was attended by our mayor, and a spedal program for the spouses of
the group seeing the sites of Oro-Medonte and area. It turned out to be an worthwhile and enjoyable weekend
for all those who attended and the feedback from our members was very positive indeed.

NATIONAL GUIDE TO SUSTAINABLE MUNICIPAL INFRASTRUCTURE {lnfraGuide)
COMMITTEE RECOMMENDATION
That Council approve the following resolution:
WHEREAS the MUNICIPALlTYOF X spends x annually on the maintenance, rehabilitation and reconstruction of its water,
storm, wastewater and road system infrastructure and;
WHEREAS the National Guide to Sustainable Municipal Infrastructure (InfraGuide) gathers and documents best practices
that reflect proven approaches to build sustainable infrastructure to Canadians in those areas and;
WHEREAS the Federation of Canadian Municipalities has partnered with the National Research Council of Canada to
develop InfraGuide with support from Government of Canada and;
WHEREAS application of such best practices will assist communities across Canada to get the maximum return on every
dollar invested in infrastructure - while being mindful of the social and environmental implications of their decisions;
WHEREAS the MUNICIPALITY OF X strives to be a leader in ensuring the quality of life of its citizens through appropriate
short and long-term sustainable infrastructure investment decisions;
THEREFORE BE IT RESOLVED THAT the MUNICIPALITY OF X is committed to the adoption and use of the appropriate
best practices developed by InfraGuide and;
BE IT FURTHER RESOLVED THAT the MUNICIPALITY OF X requests that the (insert Provincial or Territorial Association)
and the Federation of Canadian Municipalities share this motion with their members and the Federal and Provincial
Governments to encourage ongoing commitment and support for InfraGuide.
BACKGROUND
The National Guide to Sustainable Municipal Infrastructure (InfraGuide) gathers, documents and creates best practices that
support and encourage Canadian municipalities to use proven approaches to deliver sustainable infrastructure to their
communities. InfraGuide covers both the decision-making and investment planning area as well as technical solutions to
infrastructure construction, operation and maintenance. Initial scope includes the areas of environmental protocols, potable
water, storm and wastewater and municipal roads.
Leadership and direction is provided by a Governing Council composed of 22 members representing a broad regional mix
and a combination of affiliation and expertise. Council members include academics, consulting engineers, members of
associations, local politicians, contractors, municipal staff and the general public. Councillor Mike Badham is the current chair
of the Governing Council. Councillor Badham is also the current president of the Saskatchewan Urban Municipalities
Association and Councillor of the City of Regina.
Five technical committees have been established to develop best practices: Municipal Roads, Potable Water, Storm and
Wastewater, Decision Making and Investment Planning and Environmental Protocols. Best practice topics and priorities have
been identified through extensive stakeholder discussions followed by national scans to identify current practices. National
working groups with expertise in the subject areas develop each specific best practice document under the technical
committees' direction. Currently over 300 volunteers are actively involved in the development of best practices through the
working groups and technical committees. These volunteers include an impressive collection of technical expertise
representing all regions and a range of community sizes across Canada.
A national peer/stakeholder review period is included in the development of each best practice prior to final publication.
In addition InfraGuide has developed networks at local levels across the country by the establishment of service contracts
with reputable organizations and individuals from each region to provide liaison in disseminating information and obtaining
feedback from the local level on the InfraGuide products and activities as well as local infrastructure priorities.
The Federation of Canadian Municipalities is leading this unique project in partnership with the National Research Council.
By March 2005, at the completion of Phase I and II of this project, total expenditures will total more than 20 million dollars
with 12.5 million provided through Infrastructure Canada program funding and the remainder through NRC and other in-kind
contributions.

Currently 29 best practices are published and available for free distribution to Canadian municipalities (Annex A). Other
topics are currently at various stages of development.
DISCUSSION
The Municipality of X currently owns and operates extensive civil infrastructure currently included in the scope of InfraGuide.
InfraGuide is a unique opportunity for all infrastructure providers to share information on a national basis that enables
infrastructure to be delivered more cost effectively while respecting the social and environmental needs of the community.
Broad support for this initiative has been demonstrated across Canada through the extensive volunteer involvement of
national associations, academics, contractors, consultants and practitioners.
As a leader in seeking out and applying a philosophy of continuous improvement to daily infrastructure delivery, the
Municipality of X has contributed both its knowledge and resources to the development of best practice documents. The
Municipality currently has X representatives actively involved in leading and developing best practices.
Staff believes that InfraGuide's process provides a unique opportunity for the Municipality of X to continue to learn from and
share with other Canadian communities. Formal adoption and application of national best practices by the Municipality of X
will provide a nationally endorsed framework within which local infrastructure decisions can be made that will support long-
term sustainable civil infrastructure for the Municipality of X.
BUDGET IMPLICATIONS
The adoption of nationally recognized best practices supports cost effective decision making that respects the social,
economic and environmental constraints and needs of the Municipality.
COMMUNICATION PLAN
As an early adopter of Guide Best Practices, the Municipality of X is demonstrating leadership in quality service delivery.
It is proposed that the motion be circulated widely and that other municipalities be encouraged to follow suit.
ENVIRONMENTAL IMPLICATIONS
By definition, sustainable includes the consideration of environmental consequences of decisions. Part of the mandate of the
InfraGuide's Environmental Protocols committee is to ensure that other best practices consider and specifically address
environmental consequences.
CONCLUSION
The adoption of the National Guide to Sustainable Municipal Infrastructure by the Municipality of X demonstrates leadership
and significant potential to improve the financial bottom line.
RECOMMENDATION
That council adopt the motion as outlined in this report.

Municipalities and the National Research Council came together with the Canadian Public Works
Association to help solve the growing infrastructure deficit in Canada. Since then, scores of other

Human Resources Recruitment & Selection Enacted By Council:
In accordance with Section 210(1) of the Municipal Act 8.0,2001.
The Township of Oro-Medonte is committed to the recruitment and retention of qualified staff
by ensuring consistent fair hiring practices.
Hiring selections will be based on skill, ability, education, experience, values and attitude,
without regard to place of residence, or any prohibited grounds of discrimination.
For the purposes of this policy prohibited grounds of discrimination shall be defined as
outlined in the Human Rights Code as "race, ancestry, place of origin, colour, ethnic origin,
citizenship, creed, sex, sexual orientation, age, martial status, same-sex partnership status,
family status, disability or the receipt of public assistance".
The Corporation promotes from within its workforce where feasible.
The Corporation will abide by the Collective Agreement for the recruitment of all bargaining
unit positions.
No recruitment of an individual will take place in a Department in which a relative of that
person is a Supervisor of, or may be supervised by, the applicant.
No recruitment of an individual will take place if they are the relative of a Council Member, the
Chief Administrative Officer or Chief Administrative Officer's designate regardless of position
being recruited for.
For the purpose of this policy, a 'relative' is defined as the parents, spouse, common-law
spouse, same-sex partner, child, step-children, brother, sister, mother-in-law, father-in-law,
brother-in-law, sister-in-law, grandparent, grandchild, niece or nephew, of an employee or
member of Council by blood, marriage or adoption.
It shall be the responsibility of all employees of the Township of Oro-Medonte to ensure that
they are aware of this policy by completing POL-HR-01.

BACKGROUND:
Written quotations were requested by the Oro-Medonte Fire and Emergency
Services Department, with respect to renovations at Fire Station #2, located at
375 line 11 South, in the Village of Hawkestone. The purpose of these
renovations will be, to permit the storage of the airboat in this facility, year round.
This fire station was selected as being the most appropriate in geographic
location for this airboat due to its close proximity to Lake Simcoe. Council has
approved the amount of twenty five thousand dollars ($25,000.00) for this project
in the 2004 budget.
These quotations were opened on Wednesday November 17, 2004 at 12:30 p.m.
with Joe Casey, Fire Chief and Lynn Burness, Fire Department Secretary.
We requested quotes from 3 different contractors. A walk through of the building
was requested, along with creating a floor plan of the building, showing what
work was being proposed.

GROUND:
The lease of the Oro-Medonte Administration Building's two photocopiers expires on July ih, 2005.
Xerox has approached the township with a renewal option for another 3 year term. This option would
include replacing the oldest photocopier and lowering the cost the Township pays on the quarterly
lease payments.
The following is the proposed solution for The Township of Oro-Medonte by Xerox.
1. Replace the Xerox Document Centre 255ST photocopier that the Township currently leases.
2. Keep the Xerox Document Centre 460ST digital photocopier currently on lease.
3. Add new Xerox WorkCentre Pro 65 (similar to 460ST but with improved features)
The following are strong reasons for proceeding with the new lease option with Xer6x.
1. Xerox is offering two high quality photocopiers at a cost savings.
2. Township computers are currently configured with Xerox settings and software. Switching
brands would mean reconfiguration of servers and computers.
3. Staff are familiar with Xerox photocopiers, reducing the need for training.
4. Support has been reliable and prompt.
