Motion No. 3 Moved by Crawford, Seconded by Fountain Be it resolved that the minutes of the Council meeting held on September 15, 2004 be adopted as printed and circulated. Carried. b) Minutes of Public Meeting of September 20,2004 (Steven McCreary). Motion No.6 Moved by Buttineau, Seconded by Hughes Be it resolved that the Oro-Medonte Firefighters Association be commended for their efforts in hosting the 2004 Annual Conference of the Canadian Volunteer Fire Services Association. REPORTS OF MUNICIPAL OFFICERS: a) Report No. EES 2004-41, Keith Mathieson, Director of Engineering and Environmental Services, re: Larry Garfield Horne - Site Plan Agreement - 8542 Hwy. #12 - Part Lot 4, Concession 2, Part 5, 51R-31694 (formerly South Orillia), Being all of PIN #58573-0231 (Lt), Township of Oro-Medonte. Motion No.8 Moved by Marshall, Seconded by Crawford Be it resolved that Report No. EES 2004-41, Keith Mathieson, Director of Engineering and Environmental Services, re: Larry Garfield Horne - Site Plan Agreement - 8542 Hwy. #12 - Part Lot 4, Concession 2, Part 5, 51R-31694 (formerly South Orillia), Being all of PIN #58573-0231 (Lt), Township of Oro-Medonte be received and adopted; that the Township of Oro-Medonte enter into a Site Plan Agreement with Larry Garfield Horne to operate a bed and breakfast at his residence at 8542 Hwy. #12; that the Clerk prepare the appropriate by-law for Council's consideration; and further that Mr. Horne be notified of Council's decision. Motion No.9 Moved by Fountain, Seconded by Marshall Be it resolved that Report No. PO 2004-49, Andria Leigh, Senior Planner, re: Zoning By- Law Amendment for Steven McCreary, Concession 9, Part of Lot 4, 51R-32887, Part 1 (Oro), Township of Oro-Medonte be received and adopted; that the lands described as Part of Lot 4, Concession 9, being RP 51 R-32887, Part 1 (Oro), Township of Oro- Medonte (Steven McCreary), on Schedule A17 of Zoning By-law 97-95, as amended, be rezoned from the Agricultural/Rural (A/RU) Zone to the Rural Residential Two (RUR2) Zone; that the Clerk bring forward the appropriate by-law for Council's consideration; and further that the applicant be notified of Council's decision. Carried. 13. REPORTS OF COMMITTEES: a) Minutes of the Committee of the Whole Meeting, September 22, 2004. Motion No. 10 Moved by Crawford, Seconded by Fountain Be it resolved that the minutes of the Committee of the Whole meeting held on September 22, 2004 be received and the recommendations therein be adopted. Carried. 14. COMMUNICATIONS: a) Recycling Council of Ontario, correspondence dated September 10, 2004 re: Proclamation Request, October 18-24, 2004, "Waste Reduction Week in Canada 2004". Motion No. 11 Moved by Marshall, Seconded by Crawford Be it resolved that the correspondence dated September 10, 2004 from Recycling Council of Ontario, re: Proclamation Request be received; that the Township of Oro- Medonte proclaim the week of October 18-24, 2004 as "Waste Reduction Week in Canada 2004"; and further that the Proclamation be declared on the Township's website. Motion No. 12 Moved by Fountain, Seconded by Marshall Be it resolved that the correspondence dated September 17, 2004 from Michael Saddy, CEO, Orillia Public Library, re: Proclamation Request be received; that the Township of Oro-Medonte proclaim the week of October 18-24, 2004 as "Ontario Public Library Week"; and further that the Proclamation be declared on the Township's website. Carried. c) Councillor Hough, correspondence dated September 27, 2004 from Mr. Jim McPherson and Dr. S. Donald re: Development of West Ridge Subdivision, Orillia. BY-LAWS: a) By-Law 2004-102 A By-law to Amend Schedules "A" and "B" of By-law No. 2004-017, A By-law to provide a schedule of retention periods for the records of the Township of Oro-Medonte. Motion No. 14 Moved by Fountain, Seconded by Crawford Be it resolved that a by-law to Amend Schedules "A" and "B" of By-law No. 2004- 017, A By-law to provide a schedule of retention periods for the records of the Township of Oro-Medonte be introduced and read a first and second time and numbered By-law No. 2004-102. Carried. That By-law No. 2004-102 be read a third time and finally passed, be engrossed by the Clerk, signed and sealed by the Mayor. Carried. b) By-Law 2004-1 04 A By-law to Authorize the Execution of a Site Plan Control Agreement between The Corporation of the Township of Oro-Medonte and Larry Garfield Horne, described as lands as follows: 8542 Hwy. #12 - Part Lot 4, Concession 2, Part 5, 51R-31694 (formerly South Orillia), Being all of PIN # 58573-0231 (Lt), Township of Oro-Medonte. Motion No. 16 Moved by Fountain, Seconded by Marshall Be it resolved that a by-law to permanently close and sell (transfer) part of the original road allowance known as Part of Block "A" and part of Iroquois Ridge, Registered Plan M-9 (geographic Township of Oro), Township of Oro-Medonte more particularly described as Parts 24,25 and 26, Plan 51 R-33071, Township of Oro-Medonte, County of Simcoe be introduced and read a first and second time and numbered By-law No. 2004-105. Carried. That By-law No. 2004-105, as amended, be read a third time and finally passed, be engrossed by the Clerk, signed and sealed by the Mayor. Carried. d) By-Law 2004-106 Being a By-law to remove the Holding symbol applying to lands at Part of Lot 1, Concessions 3 & 4, (Roll #43- 46-020-010-00400-0000) (Heights of Horseshoe Townhomes New Millennium Homes Limited). Motion No. 17 Moved by Marshall, Seconded by Crawford Be it resolved that a by-law to remove the Holding symbol applying to lands at Part of Lot 1, Concessions 3 & 4, (Roll #43-46-020-010-00400-0000) (Heights of Horseshoe Townhomes New Millennium Homes Limited) be introduced and read a first and second time and numbered By-law No. 2004-106. Carried. That By-law No. 2004-106 be read a third time and finally passed, be engrossed by the Clerk, signed and sealed by the Mayor. Carried. Motion No. 18 Moved by Fountain, Seconded by Marshall Be it resolved that a by-law to Amend By-Law No. 2003-083, A By-Law to Appoint Building Inspectors/By-law Enforcement Officers be introduced and read a first and second time and numbered By-law No. 2004-107. Carried. That By-law No. 2004-107 be read a third time and finally passed, be engrossed by the Clerk, signed and sealed by the Mayor. Carried. f) By-Law 2004-108 Being a By-law to change the zoning on lands within Concession 9, Part of Lot 4, RP 51 R-32887, Part 1 (Oro) now in the Township of Oro-Medonte (McCreary - Roll # 43-46-010-004-03900-0000). Motion No. 19 Moved by Crawford, Seconded by Hough Be it resolved that a by-law to change the zoning on lands within Concession 9, Part of Lot 4, RP 51 R-32887, Part 1 (Oro) now in the Township of Oro-Medonte (McCreary - Roll # 43-46-010-004-03900-0000) be introduced and read a first and second time and numbered By-law No. 2004-108.
