05 25 1983 COW Minutes COMMITTEE OF COUNCIL MEETING . COUNCIL CHAMBERS - MAY 25, 1983 Committee of Council met this evening as scheduled with the following members present: Reeve Deputy Reeve Councillor Councillor Councillor S. Davie J. McEwen R. Drury T. Halfacre A. Johnson Reeve Davie opened the meeting at 7:00 p.m. The first item of business being matters requiring Committee of Council's consideration with respect to the Outdoor Recreation Program as prepared by Director for the Program, Kathy Riffer who was present at 7:00 p.m. for the purpose. Presented progress report to date: . -2 sessions at Hawkestone -6 weeks at Oro Park -1 session at Shanty Bay -Registration fee $25.00. -Need Storage Space. -Still no response from Lions July 4th to July 15th July 18th to July 29th Aug. 1st to Aug. 12th Club of donation towards life saving equipment. 7:30 p.m. The delegation from Central Oro Ratepayers Association (C.O.R.A.) were present as scheduled: Kenneth McPherson, Doris Riffer, Reta Squire, Shirley Woodrow and Bill May. Mr. McPherson first addressed Council relating the concern of CORA as it was the understanding of the Association that Oro Council would be prepared to object to any proposal for an Airport. Mrs. Riffer: -definitely against Airport in Oro. -appears that the benefit of an Airport in Oro as well as Barrie and Orillia is nothing more than a myth. Question to Mr. Drury: At Meet the Candidate Night you stated you were not in favour of an Air- port. Have you changed your mind? Mr. McPherson spoke on behalf of Mrs. Reta Squire who stated she is opposed to an Airport in the 7th Concession for several reasons there being the mink farm operation. Bill May - not in favour of an Airport in Oro - take up to much agricultural land. . The representatives wanted to make it clear that CORA is opposed to an Airport, should the matter be pursued by the City of Orillia or other organizations. Reeve Davie thanked the representatives for coming and making their presentation. . . . II.. - 2 - COMMITTEE OF COUNCIL MEETING MAY 25, 1983 The matter of recognition of achievement by two Hockey Teams, namely Oro-Villeneuve 8antam and Oro Partridge Tractor Juvenille Hockey Team in winning the "C" Division All-Ontario Champion- ship, was considered further to letter of April 21, 1983 forwarded to both Coaches. Recommendation that Clerk to have appropriate Plaques ordered which are to be presented on Canada Day. Presented for Committee of Council consideration the following letters and communications: 1 ) 2) Stewart Construction Co. Ltd., support of a joint Airport between Barrie and Ontario Humane Society Agreement amendment signed by the signing Officers of Humane Society, requesting signature by the Township of Oro and requesting one returned. Road Supt., - Drainage Report and other work reports. Oro Memorial Park - City of Barrie Ball Teams requesting use of Ball Diamond. Grass cutting - replacement of present contract accepted. Mr. Brian Lyon, Lot 26, Conc. 5 advising of 27 laying hens killed, presumably by fox. Orillia. the Ontario copy be 3) 4) 5) In accordance with Dog Licensing and Live Stock and Poultry Protection Act - Council may pass a By-Law to authorize payment for Live Stock killed by Wild Animals other than Wolf Chapter 123, Sec. 10 (3). 6) Copy of questionnaire as completed by Clerk re: possible new service, called Municipality Reversed - Charge Service (MRCS) Draft By-Law to Regulate and Control Taxi & Limousine Service. 7) 1 ) 2) Recommended be placed under correspondence for Monday, June 6, 1983. Recommend that the Agreement be signed on behalf of the Township and copy be returned to O.H.S. 4) Ball Diamond at Oro Memorial Park is intended for Oro Leagues and pick up teams only. Committee of Council recommend that Mr. Ken Nelles be advised that Oro Council are prepared to accept his quotation as previously submitted for the cutting of grass on Township properties and that Mr. Hugh Murphy be advised of Committee of Council's action. 7) Council recommend that the By-Law be reviewed by member of Council between now and the next meeting and a copy be forwarded to Mr. Alan Wayne. Drainage and work report as submitted by Road Supt., was reviewed by Committee of Council. Committee of Council recommend that the Road Supt., be authorized to obtain legal opinion on Drainage problem on line 2. 8:00 p.m. As previously arranged, representatives from the Oro and District Lions Club were present as requested by Council. Present: William O'Brien Tom Blight Nick Pollock Len Mortson - 3 The letter of March 2, previously presented to Committee of Council was read to refresh all members. . Question by Deputy Reeve Has the Lions Club any specific lot and what plans have been drawn for this proposal? What about wash room facilities? What about lighting and operating costs of same? Any needs study for Tennis Courts and Soccer Pits? The above questions were replied to and discussed. Councillor Halfacre: Could wash room facilities be added to present system at the arena? Is this whole proposal based on what Mr. Cummings could obtain for land development? It would appear that owner of the land does not want to be the stumbling block. Reeve Davie: Is first priority the Ball Diamond? Answer: Yes. Question: If first preferance the site adjacent to the Arena? Would Lions Club favour a long range plan? Answer: Yes. Reason: Dual facilities for programs in case of inclement weather for example. The matter of grants qualifying for such a project would be the first matter to consider. Committee of Council recommend that a Committee be formed, consisting of member of Council and Oro Lions Club to investigate all aspects of such a Sports Project and prepare a master plan for the proposal. And, that the members of Council be Deputy Reeve McEwen and Councillor Drury. Committee s Fire Committee: . Chairman would suggest creating the position of a Deputy Chief. This would enable inspection and/ or administrative matters to be carried out more expediently. Committee of Council recommend that the position of a Deputy Chief be created and that the Town- ship Fire Chief present his recommendations of several Volunteer Firemen for such a position. Councillor Halfacre also brought to the attention of Committee of Council the matter of old cars at the Waste Disposal Site for practise by the Township Fire Department. Also the matter of Canada Day Celebrations. Piano for the day. Request Road Superintendent attend the next meeting regarding snow fence. Flag Pole for the Park. Meeting to be held June 14th, at 7:00 p.m. Road Committee: -Spray Truck at the County Weed Control Seminar. -Top soil being applied to 15/16 Side Road. -Grader to arrive Friday, May 27, 1983 at 10:00 a.m. -All members of Council to attend. Waste Disposal Site: Matter of wood cutting at the Site. . Recreation Committee: Committee have met with all Community Hall Committee representatives and Arena Committee. Propose to meet with Park Study Committee. . . . 4 COMMITTEE OF COUNCIL MEETING - MAY 25, 1983 Recommend that a letter of appreciation be forwarded to Eric O'Brien and Bill Clark for Improve- ments to Ball Diamond at Oro Memorial Park. Progress at Arena Seating. Recommend that an Ad Hoc Committee be set up with respect to office expanSIon facilities for the future. Reeve Davie advised that he had not been able to put together a report on County Council's ac- tivities and Committee Work. Presented letter from Ian J. Rowe with respect to Block "A" of Plan 1561 for purchase of Lot 10, requesting some improvements. Committee of Council recommend that Clerk reply to the Solicitor for purchaser of Lot 10, Plan 1561, and advise that the Township at present have no plans for any improvement to Block "A" of Plan 1561.
