COMMITTEE OF COUNCIL MEETING
COUNCIL CHAMBERS - JULY 27, 1983
Committee of Council met this evening at 7:00 p.m. with the following
members present:

Deputy Reeve Joanna McEwen opened the meeting at 7 :00 p.m. in the absence
of the Reeve.
The following items to be considered by Committee of Council:

Jo-Con Developments Ltd. - services not completed - prior appointment
at 2:00 p.m. on August 2/83 - Jo-Con Representatives
Proposed Airport by City of Orillia following informal meeting with
Orillia Airport Committee on July 20/83.
Oro and District Lions Club proposal for ball diamond.
Appointment arranged for M. Puri IIGo Campingll - sales office for
trailers - Part Lot 20, Conc. 3.
Appointment arranged for Mrs. Robert Boyce re: promenade Plan 626
west of Blackman Blvd.
Recreation Committee Report
Appointment of second alternate to Orillia and District Joint
Manpower Assessment and Planning Committee.
Champion Road Machinery - second grader purchased in 1983.

Bi-Centennial Projects - Lions Club propose an application for project
The above items were then considered and discussed as follows:

Matter be further dealt with at a meeting of Council when Jo-Con
Developments are to be present at 2:00 p.m., as well as Township
Solicitor, Simcoe County District Health Unit, representatives
from Ainley & Associates and Ratepayers of Plan M-66.
Matter of Airport was not dealt with since no further information
has become available from Orillia Airport Committee.

Committee of Council recommend that the report of the Parks and
Recreation Ad Hoc Committee of meeting with Murray Minshall, Ministry
of Tourism and Recreation and members of Oro District Lions Club
be accepted and further action be taken after the next meeting
with the Oro District Lions Club on August 2,1983.
Appointments later in meeting.
Chairman of the Parks and Recreation Committee presented a written
proposal with respect to forming a Township Parks;c'&" Recreation
Committee.
Committee of Council recommend that a notice be placed in the
Barrie Examiner and Orillia Packet asking for interested persons
to serve on the Oro Parks and Recreation Committee beginning
September 1983. Applications to be received by 4:30 p.m. on
August 19, 1983 and that the Council Par~and Recreation Committee
review the applications and present same to Council for consideration.
Committee of Council recommend that Bill Staines be the fourth
member to the Orillia and District Joint Manpower Assessment and
Planning Committee and further that John Vokes and Bill Staines
be the representatives for the Township of Oro and that Deputy Reeve
Joanna McEwen and Councillor Allan Johnson be the alternate representatives.

Mr. Navin Puri was present according to the appointment previously
arranged at 8:15 p.m. on behalf of "Go Camping" on part Lot 20,
Concession 3 and presented his proposal of site layout as prepared
for presentation to Council, including brochures and advertising.
Following a discussion on the matter, it was left that Mr. N. Puri
would be advised of Council's decision.
Committee of Council recommend that Mr. Navin Puri be advised that
prior to establishing the "Go Camping" business a permitted sales
office would have to be erected, for which a building permit must
be obtained. All necessary requirements of the Ontario Building
Code and Township By-laws would have to be met in the application
of the building permit.
Mrs. Corine Boyce was present at 8:30 p.m. as arranged at her request
with respect to problems at foot of Blackman Avenue and water lots
adjacent to Blackman Avenue.
(i) owners of land abutting promenade claiming to have water lot leases;
(ii) problems with parking on promenade.
Also cottage on Lot 314, Plan 626 in unsafe condition.
Committee of Council recommend that all lot owners along promenade
of Plan 626, east and west of Blackman Avenue be written a letter
with respect to promenade and use of same as public property, and
further that the Ministry of Natural Resources be contacted with
respect to water lot rights on Plan 626 between Lots 17 and 37.

Councillor Halfacre presented recommendation of Fire Chief with
respect to Agreement with City of Barrie as result of Fire Committee
and Fire Chief meeting with the Fire Chief of the City of Barrie,
who in turn presented a recommendation to the City Council.
The City of Barrie subsequently have forwarded a resolution to Council
of the Township of Oro to enter into an Agreement with the Township
of Oro for fire dispatch service.
Committee of Council recommend that no action be taken on the matter
until further information and clarification is obtained from the
Township Fire Chief and Fire Committee and that the Fire Chief
be requested to attend the meeting of Oro Council on August 2, 1983
at 3:15 p.m.

Several other items were discussed with no recommendations resulting from
same.
