09 14 1983 COW Minutes COUNCIL CHAMBERS - SEPTEMBER 14, 1983 . COMMITTEE OF COUNCIL MEETING Committee of Council met this evening at 7:00 p.m. with the following members present: Reeve Deputy Reeve Councillors: S. Davie J. McEwen Robert Drury Thelma Halfacre Allan Johnson The meeting was opened by the Reeve at 7:00 p.m. Report on Fire Committee meeting held on September at the Shanty Bay Fire Hall previous ap- pointment to have Fire Chief attend along with Burnie Walsh, Fire Marshall representative can- celled after being advised that Mr. Walsh was unable to attend. Councillor Halfacre presented a verbal report on the meeting of the Fire Committee at the Shanty Bay Fire Hall on Monday, September 12, 1983. a) b) The resignation of District Chief of No.3 Station would be accepted by the Fire Chief. The matter of hourly remuneration had been discussed for the Deputy Chief who had suggested $10.00 to $12.00 per hour. . Committee of Council recommend that the Deputy Fire Chief be paid a remuneration of $10.00 per hour for the balance of 1983 with a review of same in January and that the remuneration be paid for the time spent in capacity as Deputy Fire Chief to a maximum of $200.00 per month. 7:45 .m. Tom Hardy was present with respect to door to door sale of dog licenses, since he did not attend the Committee of Council meeting as scheduled for August 31, 1983. Mr. Hardy advised of his experience during the carrying out of his duties and advised that he had a list of names of people who had indicated they would obtain a license at the Office for various reasons, either no money at the time, or other reasons. And also, others who actually refused to obtain same. Committee of Council recommend that Oro Council receIve the list from Mr. Tom Hardy and that letters be forwarded to all persons on the list requesting that a dog license be obtained prior to September 30th, and should these persons fail to comply, the list remaining be referred to the Township By-Law Enforcement Officer for non-compliance of the Dog Licensing Act and Township By-Law. 8:15 p.m. As requested by Council, Mr. Terry Hehn, Township Auditor and Don Campbell from Ministry of Municipal Affairs & Housing were present as requested by Council regarding implementing of Fin- ancial Reporting and Accounting System changes in accordance with Ministry system supported under BACPAC as applied for by the Township for partial funding up to an amount of $5,000.00. . As well as report on Demonstration by M.S.I. at the Township Council Chambers as carried out by Henry Noble of COMSOL and Don Moore. Letter from M.M.A.H. - Seminar on Computers - How to Select a Computer for your Municipality, to be held September 27, 1983 at the County Administration Centre. . . . - 2 - COMMITTEE OF COUNCIL MEETING - SEPTEMBER 14, 1983 It was left that, 2 members of Council and 2 Administrative personnel, along with the Clerk, to attend. Mr. Terry Hehn presented a report with respect to the Township Application under BACPAC for imple- mentation of the Basic Accounting System. Commencing with the fact that originally, a one-write system was considered. With a further look at Computer Systems and the demonstration held on Monday, September 12, 1983, this would require serious consideration. The financial estimate to be considered would be approximately $45,000 to $50,000. The matter of purchase of a Computer System and other means of change of accounting system was discussed at length. Committee of Council recommend that a meeting be arranged with Mr. Dennis Steen, with respect to the Township proposal to purchase a Computer System and Clerk to contact M.T.C. with respect to change of accounting of road Books as well as contacting adjoining Municipalities that have commenced such systems. And, that the Ministry be advised that the Township propose to go under Management Systems application, as well as BACPAC. Reeve Davie presented a letter from the Mayor of the city of Barrie requesting the Reeve to attend the opening of the Allandale Recreation Centre. Committee of Council recommend that the Reeve attend and advise that Oro Council will be forwarding a donation, but that the amount has not been established due to the weighing consideration of grants for this Centre and the YMCA in Orillia. of Council Recreation Committee 1) As recommended at the last Committee of Council meeting held on August 31, 1983, the Council Recreation Committee, bring in a report and recommendation for the establishing of a Township Recreation Committee. and 2) In accordance with resolution of Council at a meeting held on September 6, 1983 the names of persons submitting applications to serve on the proposed Recreation Committee were to be con- sidered at this meeting. 3) Report on Lions Club proposal for an Athletic Park at Guthrie - copy of proposed plans for same. 1) Deputy-Reeve presented a verbal Report on status of proposal for the appointment of a Recrea- tion Committee which is expected to be in place this fall. Also reported that the Arena Advisory Committee would consist of three members and one member of Council, and that Community Hall Boards would still continue through the Recreation Committee. 2) Committee of Council recommend that Oro Council accept the four following applications to be appointed to the Oro Parks & Recreation Committee. 3) Presented from Oro Lions Club drawings of three proposals for the Athletic Park as prepared In draft by Ainley & Associates. . . . - 3 COMMITTEE OF COUNCIL MEETING - SEPTEMBER 14, 1983 Committee of Council recommend that Oro Council advise the Oro District Lions Club that the would be prepared to purchase a 66 foot right of way across the nor~ern parts of the draft ing for a future road should same be required which could then tie in with the road on the posed draft Plan of Subdivision, in order to connect the 4th and 5th line. Township draw- pro- Committee Reports Reeve Davie and Deputy Reeve McEwen presented a verbal report on attendance at the meeting of the Royal Victoria Hospital including Estimated Project Cost and short fall of funds for the proposal. Roads Councillor Johnson reported on Road program at the Shelswell Bridge and other construction work. Also that main item outstanding was the gravel contract. Committee of Council recommend that Oro Council advise the Simcoe Side Ratepayers that additional fill will be available to be placed on the Park lands on Plan 1488 once the ditching along the Lakeshore Road is carried out. Dates for Committee of Council Meetings as suggested at last Committee of Council meeting held on August 31, 1983 to be confirmed or amended. The Committee Meeting dates were confirmed. Deputy Reeve McEwen reported on the designation of Heritage Ronte or Scenic Route in the Township of Oro as discussed by the History Committee. Committee of Council recommend that the History Committee prepare a case for consideration to designate Hertitage Rontes through the Township of Oro with suggested Routes being the Ridge Road, the Old Barrie Road and the Penetanguishene Road. Correspondence for consideration by Committee of Council 1. Letter from Navin Puri of "Go Camping" in reply to Township letter of August 3, 1983. Committee of Council recommend that Oro Council re-affirm their position as set out in letter of August 3, 1983 with respect to establishing an office building. 2. Oro Agricultural Society - Log Sawing contest to be held at the Oro Agricultural Society at 7:00 p.m. Friday, September 23, 1983. Committee of Council recommend that Oro Council advise the Oro Agricultural Society that the Township will participate with an entry in the Presidents Invitational Log Sawing Contest. Township Logo to include Township Motto Six suggested ways of incorporating the Township Motto on the Township Logo were presented and after consideration, one was selected and it was left that the Deputy Reeve pursue the matter of having same put on a silk screen. . . . ..... - 4 - EE OF COUNCIL MEETING - SEPTEMBER 14 1983 Re-presented letter from Oxford County with respect to appeals to Cabinet from discussions of Joint Boards under the Consolidated Hearin9s in accordance with resolution of Council passed at a meeting held on September 6, 1983, for further consideration. Committee of Council recommend that Oro Council support and endorse the resolution of Oxford County with respect to appeals to Cabinet from decisions of Joint Boards under the Consolidated Hearings Act. Presented letter from Golden Restoration Services limited as an estimate to stearn clean the car- pets in the Township Offices. Estimate being $138.00 for downstairs and $140.00 upstairs to a total of $278.00. The spot cleaning for stain in basement to cost $45.00 should stearn cleaning not remove same.
