10 24 1983 COW Minutes . . . COUNCIL CHAMBERS - OCTOBER 26, 1983 COMMITTEE OF COUNCIL MEETING Committee of Council met at 4:00 p.m. as scheduled by Council, with the following members present: Reeve Deputy Reeve Councillors: S. Davie J. McEwen R. Drury T. Halfacre A. Johnson 1. Reeve Davie opened the meeting at 4:00 p.m. 2. Items referred to this meeting for consideration: a) Letter from Ministry of Culture & Recreation re: Public Libraries Act. Recommendation that the Township of Oro support the County of Simcoe Recreation and Cultural Services Committee to maintain the County of Simcoe Library Co-Operative as a legitimate type of Library Service. b) Consideration of Brief to Ministry of Environment - Blueprint on Waste Management. Refer to meeting of Council on Monday to discuss with Mr. Ron Robinson of Ainley & Associates. c) CO-ED Program Schedule. Recommendation that Leonard Crawford be advised that the CO-ED Program will be concluded in February. d) R.V.H. - Tour for Council members and explanation of new proposal and to set a date for same as requested by R.V.H., letter of October 20, 1983, being in reply to Township letter of October 18, 1983. Recommend that Clerk to contact R.V.H. advising that November 24th or 25th, be suggested dates for the Tour of R.V.H. e) Copy of letters forwarded to City of Orillia Airport Committee and copy of letter to Ratepayers Associations. 3. Letter from City of Barrie Airport Advisory Committee in reply to Township letter advising status of Barrie/Innisfil Airport and documentation process for same. Recommend that this letter be read at the Special Meeting of Oro Council later this evenlng. 4. Letter from Ainley & Associates Ltd., re: Seminar on New Planning Act on November 8, 1983. 5. Letter from Ainley & Associates Ltd., - enclosing copy of draft Engineering Standards to be reviewed with Ron Robinson on Monday, October 31, 1983. . . . - 2 - COMMITTEE OF COUNCIL MEETING - OCTOBER 26, 1983 Committee Reports Roads: Chairman advised that he and the Road Supt. had toured some problem areas of the Township. The Shelswell Bridge is to be completed for traffic on Friday, October 28, 1983. W.D.S. Councillor Drury advised that Harry Hughes has requested an extension to take the wood from the Waste Disposal property. Fire: Written report presented to all members of Council. The Bi-Annual meeting of the Fire Department to be held on November 22, 1983 at the Council Chambers. Parks & Recreation: Question of property numbering on their respective plans of Subdivision or description of property was brought to the attention of the Committee. First meeting of Parks & Recreation Committee to be held on October 27, 1983. Memorial Park - Dwight Taylor has outside water turned off. Problem of blockage of Culvert to Lake - Road Supt. to assist Park Caretaker in this regard. Bi-Centennial programs suggested: -Canada Day -Bi-Centennial Church Services: Knox - June Shanty Bay/St. Thomas (Aug.Fest) African Church (end of Aug) -Preparation of Insignia (Crest) for use of Decal/Sign/Pins, etc. -Preparation of Village Histories documentation for Historical/Scenic Routes -Oro Lions Club -Balance of funds to be marked Misc.
