Committee of Council recommend that the Road Supt. warded to the Barrie Suburban Road Commission with at the Intersection of County Road No. 20 & 27 and Council. & Clerk to prepare a draft letter to be for- respect to installation of flashing lights same be presented to next meeting of Oro Ratepayers of Plan 875, Concession 9, Township of Oro were present at 7:45 p.m. with respect to petition of Street Lights on the Plan of Subdivision according to petition submitted to Council at a meeting held on October 31, 1983. Present on behalf of the Ratepayers were: Mr. Thomas Craig Mr. Jim Pearson Mrs. Marg. Craig Mrs. Jeane Pearson M. Crump Mr. Thomas Craig acted as spokesman for the delegation and indicated that the majority of rate- payers along Parkside Drive were in favour of Street Lights. Clerk advised Ontario Hydro had been contacted and indicated that the cost would be per light (installation & light) and that Ontario Hydro recommend High Pressure Sodium 100-130 Watt in place of 175 M.V. Also that Ontario Hydro would come out to the site to the number of lights needed. $600.00 Lights recommend Committee of Council recommend that Council write Ontario Hydro and advise of petition for Street Lights and would request that Ontario Hydro visit the site and recommend the number of lights. The following members of Oro Agricultural Society were present at 8:00 p.m. as scheduled on the Agenda with respect to rental of the Live Stock barn at the Fairgrounds, Lot 15, Conc. 8. President Secretary Robert (Bob) Currie Velma Bradley George Peacock Lena Simpson Orvale Hutchinson The President of Oro Agricultural Society presented the proposal by George Peacock to lease the barn for use of housing horses. Committee of Council recommend that the Oro Agricultural Society be requested to present a pro- posal for possible lease of the barn at the Oro Fairgrounds, by joint agreement for Council's consideration, and that in the interim, the Clerk to make enquiries with respect to possible implications regarding Insurance, legal aspects involved and possibility of tenancy assessment under lease of a portion of the exempt assessment for taxation. And further, what affect this could have on storage use by both the Township and Oro Agicultural Society. Mr. Lloyd Fletcher, representative Simcoe County Board of Education for the Township of Oro was present at 8:15 p.m. at request of Council. The Chairman, Deputy Reeve McEwen, welcomed Mr. Fletcher and expressed Council's appreciation for coming to the meeting. Then asked members of Council if they had any questions, each Councillor had no immediate questions. . . . - 3 COMMITTEE OF COUNCIL MEETING - NOVEMBER 16, 1983 The Chairman then inidcated she had some questions. a) What is the effect of OSIS (Ontario Study of Intermediate ~ Secondary) and is it another item the Province has forced upon the Board. What is t~e Budget outlook for 1984. Bill 82 Special education Program wh~t speed of progress. b) c) ColJncillor Johnson asked a question with respect to the precedence of the handicapped from the recent legal case of the Blind School Teacher and how it could effect School Boards in the future. Deputy Reeve McEwen asked about School grounds use under Township Recreation Programs and co- operation of the School Board, for example proper legal Ball Diamonds and maintenance. Reply: Board would co-operate by preparing Engineering and calling of tenders for such but no financial costs for the improvement. Could probably assist with future maintenance of the Diamond. Other items of uses of School property were discussed. Mr. Fletcher answered the questions of Committee of Council and several other items were discussed. The Chairman thanked Mr. Fletcher and suggested further liason at Committee of Council meetings should continue for purposes of information and updating. Members of the Barrie Auto Flea Market were present before Committee of Council at 8:50 p.m. with respect to permission of Council to hold an Annual Flea Market should the orgainization be successful in purchasing land in the Township of Oro for this purpose. Dan Hubbert Bruce Hicks; Brian Money; Don Hanney Eric Money; Mr. Don Hanney as spokesman, made a presentation with respect to possibility of locating Auto Flea Market in Oro and presented a copy of the subject matter "To investigate the possibility of acquiring property zoned to provide a new home for our event". Copy of presentation attached to minutes of this meeting. Chairman then asked if members of Council had any questions. -How much land are you looking at and what areas have you looked at along No. 11 Highway? -From 2nd line to 11th line. -What use could be made of the property the remainder of the year? -Hay crops could be taken. -What food concessions are permitted? Could Lions Club set up food concession? -Screen food concessions Health Unit approval. Liability damage sufficient to our standards. Serve food the Association wants to meet standards and quality and prices as approved. -Land be purchased or leased? -Purchased, require about 300 acres. -Council would need plans before decision could be made. Plans for such not available at this time, nor until property has been obtained. -What areas are we really talking about? It was again suggested 3rd to 9th line. Possibility of future modern Motel, Tourist Campground. Car Rally's occassionally. The request is for the Township to indicate in principle they would be prepared to entertain a proposal for an Automotive Flea Market and necessary amendments to the Official Plan and Zoning By-Laws for such a concept. . . . - 4 COMMITTEE OF COUNCIL MEETING - NOVEMBER 16, 1983 Many other aspects of such a proposal were discussed. Committee of Council recommend that the request of Barrie Automotive Flea Market Association be deferred to the Planning Advisory Committee. Re-presented the proposed Bi-Centennial Program for further consideration and recommendation of Committee of Council. Committee of Council recommend that the proposal for Bi-Centennial year as prepared by the Ad Hoc Committee of Council be approved by Council and be forwarded to the Ministry Co-ordinator for Bi-Centennial Year for approval of a grant allocation to the Township of Oro. Re-presented request from Information Orillia with respect to financial assistance to send rep- resentatives from Information Orillia to New Delhi, India to take part in the International Exposition of Rural Development upon selection by the National Committee. Committee of Council recommend that a representative of the Board of Directors of Information Orillia be requested to attend the next Committee of Council meeting to be held on November 30, 1983. Committee Recommendations Councillor Halfacre brought up matters regarding the Fire Department. Recreation Report - presented by Deputy-Reeve McEwen for the meeting of November 15, 1983. Committee of Council recommend that letters of appreciation be forwarded to all Oro Township Arena Committee members for their services and that the present Arena Committee to forward suggest- ed names of members to be appointed to the Committee for 1984 and also that the said Committee to be informed that all accounts be forwarded to the Township Office effective January 1, 1984 after all 1983 accounts have been paid by the present Arena Committee up to December 31, 1983. Presented matter of Item 4 of Schedule "C" of Agreement of Employment Contract as executed by Reeve and Clerk on behalf of the Township of Oro and Park Caretaker, Dwight Taylor with respect to requirements under the contract for the closed season of the Park. Committee of Council recommend that Council advise Mr. Dwight Taylor that he is responsible for, and shall reimburse the Township of Oro for all Hydro and Heating Fuel and telephone charges for the period of the closed season of the Park from October 16, 1983 through to Sunday, April 1, 1984 inclusive, in accordance with Item 4 of Schedule "C" of the Agreement Contract for Care- taker of Oro Memorial Park and that Part II of the Agreement be signed by both parties. Clerk advised that the Letter of Credit for Norshell Developments had been drawn upon and $18,000.00 had been invested in Term Deposit for 1 month at 7t%. Matters now to be considered House Culverts, etc. Water System maintenance & assumption. Road beside Pump Committee of Council recommend that Oro Council accept the action taken in drawing on the Letter of Credit and the deposit of the funds into a Term Deposit. McEwen -'.. , REEVE DAVIES, COUNCILLORS AND HENRY þ SUBJECT: INVESTIGATE THE POSSIBILITY OF ACQUIRING PROPERTY ZONED TO PROVIDE A NEW HOME FOR OUR EVENT. My name is Don Hanney and I am here tonight as a member of the Barrie Automotive Flea Market Association. My purpose tonight is to acquaint you all briefly with our operation - with the definite purpose in mind to receive the blessing of this committee to allow us the right to operate within the confines of Oro Townsh~p zoning by-laws. First let me explain what is an Automotive Flea Market. It is the providing of a controlled common ground to allow the antique car hobbiest and the parts collectors and dealers to meet, deal and swap for bits and pieces to help resurrect part of our past Automotive Heritage. The Flea Market allows old car enthusiasts to acquire parts from the early 1900's to the 1950's and 1960's. Of course we provide for the ladies antique jewelry, hats, period clothing and collectables. Our event is the largest auto flea market in Canada and second only to Hershey Pennsylvanla, the largest in North Amerlca. It site Flea need We have operated a fall event for the past 13 years at the park at Molson's Brewery and last spring was the first Annual Spring Market. We are rapidly outgrowing the park facllity thus the to research other properties. Our event attracts the hobbiest, vendors and visitors 10 provinces and most states south of the border. from all The financial impact to the local campgrounds, motels, merchants, restaurants, shopping centres and gasoline outlets is mind boggling. Campgrounds, hotels and motels are filled to capacity for a 25 mile radius for our event. The fast food outlets enjoy the largest gross income for a weekend during our event. And yes even the Churches benefit from the influx of families for the weekend. The side benefits to the charitable and service clubs in lmmediate area are fantastic. the In the past years of operation we have employed the following organizations to assist us while raising monies for their particular committee projects. The Barrie Automotive Flea Market Association has contributed Royal Victoria Hospital Equipment Fund, which benefits us all, and has extended monies to Recreaction to assist ~n the construction of the new Sport Complex and has purchased Eye Testing equipment for a free clinic for the testing of childrens eyes. to We presently are researching the cost of a new Hewlet Packard Heart Monitor for the new emergency ward at Royal Victoria Hospital. We also assist our young athletes by sponsoring a hockey team, soccer team, baseball team and a girls broomball team on an annual basis. I trust I have disclosed to you the type of operation you could expect if allowed to locate in your community. Our event does not impact your school system, garbage collection, sewage or water facility or create other stra~ns on your operating or capital budgets. We provide our own security in conjunction with the local constabulary, we employ our own garbage collection and we work very close with the Simcoe County Health Unit to be certain our vendors and sites are clean and sanitary and live up to all regulations. The Association carries an ample amount of casualty and liability insurance. It site The property priorities required to provide us with with room to grow should contain the following: 1) High visibility along #11 corridor 2) Easy access at an overpass 3) Flat open fields, slightly rolling, a few trees 4) Dry sandy gravel soil 5) Access to at least 2 concession roads a safe workable The property would substantially rema~n the same as it is today, except for a clean-up of fence rows, erection of some security fencing, on site access road improvements, clean-up of bush lot, seeding of the property in a ground cover crop suitable to allow harvesting prior to June 1st and August 29 while providing us with a clean durable working area.
