COUNCIL CHAMBERS - NOVEMBER 22, 1983
FIRE OFFICER1S BI-ANNUAL MEETING
The Fire Committee and Fire Departments met this evening for the Bi-Annual
Meeting according to items on the agenda.
The meeting opened at 7:30 p.m. by Councillor Thelma Halfacre, Chairman
of the Fire Committee.
Present for the Meeting were:

Ron Young was first asked to present the matter of use of tower and frequency
through Van Am. The frequency would be the same as Medonte on the Tower,
but the tones to monitors would be separate.
Deputy Chief Paul Eenhoorn reported on inspections - advised that Fuda1s Foods
were co-operating in bringing matters up to requirements. He also
mentioned continuance of other inspections.
District Chief for Hawkestone, Tim Jermey was next asked for a report
or comments:
- beepers do not seem to be totally efficient - not loud enough
- hear we have had a retirement from the department at Edgar - had
not heard of reasons for same
Chairman referred to letter received from Mr. Al Moore resigning from
the Fire Department.
Shanty Bay #1 - no particular problems
Edgar #3 - George Bidwell the present District Chief replacing Al Moore
- Mr. Bidwell asked whether his vacancy as volunteer on Dept. #3
would be filled as a Captain which is also the case at Hawkestone
Reeve Davie asked what the rationale was in not filling the vacancy of
Captain at each of these two stations.

Captá1n of Shanty Bay brQught up the matter of no captá~n which could
jeopardize men since one of the Captain's duties wa.s to be responsible for
at least 3 men at a fire.
Councillor Drury asked what was the feeling of other officers present
with regard to Captain replacement?
District Chief from Shanty Bay #1 Station felt that a Captain sh~uld be
at each station.
Mr. G. Bi dwell confi rmed the feel ing of previous comments that a Captain
was essential both for efficiency and supervision.
Chairman - have all captains taken emergency rescue training?
Ron Young - not all captains have had rescue training at some stations.
Lieutenants and other volunteers have taken the training - some trained
personnel are at each station.
Brian Hart - a Lieutenant has been appointed.
Tim Jermey - as to whether this is sufficient depends as to what is to
take place

George Anderson Station #4 - since never too sure how many men are to turn out
Paul Eenhoorn - the matter of Captain is not all the answer any volunteer
Firemen must first be a Fire Fighter. He advised he would not interfere
if all was going well - but if something needed attention would consult
with officer in charge.
Reeve advised he had another committment and would have to leave but
indicated meeting such as this should be held more often and complimented
the Chairman for calling such a meeting.
The matter of not receiving gratituties - same was brought up due to
the fact that if not received on time it would mean later delivery of cheques.
Deputy Chief advised that under neli'l requirements all air bottles are to
be emptied and refilled every 90 days. This would require additional funds
to refill and cost of person's time to take the bottles for refill.
Cost to empty and refill approximately $850.00 plus approximately $400.00
for time and mileage.
One alternative would be to purchase air pressure system for the Township.
Brian Hart - how is remuneration to Deputy Chief made a.nd from what fund
does it come from

Response from Ron Young and Paul Eenhoorn as to how it was set up for the
balance of the year.
Tim Jermey - suggested that the point system should be increased. Point system
based on number of fires - the more fires the less value of the point.

Difference between Volunteer and permanent Firemen - all volunteers are
familiar with all duties not just one particular duty.
Volunteer Fire Fighters are no longer just fire fighters - now first aid
application - resucitation, rescue.
Question - what rate was charged for the Medonte Fire for the service of
Oro Fire Fighters.
Ron Young - same rate as point system of the previous year.
Question - Fire Permits for buring brush - suggest that the Township
look into this. This was discussed at some length.
Ron Young brought up the matter of Side Road 30-31 condition of road and
suggestion to improve this road for Fire Route.
The matter of no bicentennial funds being available was mentioned for
information of all present.
