COMMITTEE OF COUNCIL MEETING Committee or Council met this evening with the rollowing members present: Reeve Deputy-Reeve Councillors: Stephen Davie Joanna McEwen R. Drury A. Johnson T. Halracre Opening Reeve Stephen Davie opened the meeting at 7:00 p.m. Declaration or Conrlict or Interest - none declared Delegations/Appointments 8: 15 p.m. Fire Chier and District Chiers re: Municipal Fire Survey - review and discussion. Matters to be Rererred to Committee or Council 1 a) Letter rrom F.J. Reinders & Assoc. re: O.P. Amendment No. 15 with rererence to severance policy. b) Letter rrom Allan McLean, M.P.P. advising that he has requested a meeting with Hon. Dennis Timbrell with respect to rererral or Agricultural Severance Policy . 2. 1985 Budget Review - rererred to Budget meeting 3. Remuneration By-law (provided same have been reviewed with Woods, Gordon in time ror meeting) To be considered rollowing the attendance or Woods, Gordon and subsequent By-law review with Mr. S. Wace. 4. Student Council Program - rinal arrangements Committee Reports Roads - the written report or Road Supt. be received Fire & Building W.D.S. - no report - Budget History Committee - written being completed report and 1985 budget be received Fire Committee - Report arter meeting schedule with the Fire Chier, Deputy-Chier and District Chiers Reeve Davie welcomed all members pr(sent rrom the Fire Dept. and advised that the purpose or the meeting was to receive comments from each Fire Station through the District Chiers. Henson Edgar - George Bidwell Rugby - George Anderson . - 2 - COMMITTEE OF COUNCIL MEETING - MARCH 28, 1985 . Fire Chief presented comments on matters brought to his attention. Reeve Steve Davie asked if anyone had any comments or written submissions of comments and/or suggestions. Tim Jermey - District Chief Hawkestone - presented a written report which contained 13 items. Copy attached to minutes. Item 1 - was discussed at some length and it was taken as a good recommendation. Item 2 - suggestions and comments were presented from each District Chief, except Shanty Bay on this item. Comments Report well written but a rural municipality could not very well implement all requirements recommended. 1. 2. Suggested start at top of recommendations of Report and consider full time Chief. Full time Chief be implemented and Officers at each Station be renamed not be referred to as District Chiefs. 3. Deputy Chief position should remaIn to take place of Chief should he not be available for different reasons sickness holidays, etc. Item 3 - Projects such as radio equipment - not yet satisfactory. Transmitter still a need for one in proper place in Township - still dead spots in Hawkestone and Rugby area. Question - Would it be of advantage to have meeting with Motorola, Van Am to endeavour to resolve problem of reception? . Committee of Council recommend that the matter of reception of the monitors and transmitting problems be resolved as soon as possible by having proper authorities or sales people attend for this purpose. Item 4 - Breathing apparatus be updated as recommended Chief's recommend that balance of such breathing apparatus be purchased with the new truck proposed for 1986. (Sales Tax saving) Item 5 Chief's recommended that the hose also be purchased with new truck (Sales Tax saving) Item 6 - Matter of only one telephone .number for all stations as previously discussed was further considered. Telephone charges were presented by the Chief. Item 7 - Boots and coats are to be replaced as needed again, otherwise these to be purchased with new truck - addressed in Budget for 1985 (Again sales tax saving). Item 8 - to be given consideration. Natural Gas line was also discussed - one training session has been held on natural gas fires. Item 9 - Updating of road and residences identification - Chief advised of updating of numbering system is being looked into. Item 10- Suggestions - water supply locations to be marked on maps Suggested a tour to be scheduled for reVIew . Item 11- Suggested maintenance and minor renovations - to be conducted at each local station with permission of Chief. Item 12- Suggested that Library be established for use by all Fire Fighters . . . - 3 - COMMITTEE OF COUNCIL MEETING - MARCH 28, 1985 Fire Meeti Cont'd Item 13 - Matter of purchase of new Fire Truck - Shanty Bay have the oldest truck (21 years - 1964 truck). - The 1985 Budget includes order of one to replace Shanty Bay Fire Truck for delivery in 1985. Regarding Item 6 - further comments to pursue one telephone numbers were presented for discussion. Deputy-Fire Chief reported on Inspection carried on during 1985 total of 74. 28 woodstoves and chimney inspection 5 woodstove information 20 commercial inspections 6 public inspections 4 public school inspections 2 religious establishment inspections 2 children's aid inspections 1 medical oxygen inspection 6 inspection with building dept. Fire Safety at 2 Public Schools - Grade 1-3 Girl Guides Fire Safety Reeve Davie thanked all those in attendance for their interest and comments as well as written report. Fire Chief to bring in a list of unfinished projects and matter to be completed and length of time same would require, which is to be presented to Council on Monday, April 1, 1985. Other Matters to be Bro to the Attention of Commit a) Letter from Ministry of the Solicitor General re: Municipal Officials Fire Seminar to be held April 30 and May 1, 1985. Recommend that the two members of the Fire Committee attend the Seminar. b) Advertising signs posted on road allowances - complaint from Mr. Chahley, Bass Lake about sign on Lot 14. Committee of Council recommend that the Township Road Supt. and Chief Building Official compile a list of signs posted in order that owners of the signs may be notified and request same be removed from trees, posts, etc. on the road allowance. c) Policy of Council as to whether Council wish to see list of Tax Registrations to be processed or whether Tax Collector and Treasurer to proceed with all properties in arrears of taxes - 3 years developed land - 2 years undeveloped Committee of Council recommend that the list of Tax Registration be presented to Council prior to the processing of Tax Registration by the Treasurer. - 4 - . COMMITTEE OF COUNCIL MEETING - MARCH 28, 1985 d) By-law Enforcement Officer - report on dog complaint by Wilfred and Kay Crawford Shanty Bay Rd. Committee of Council recommend that the By-law Enforcement Officer's Report be forwarded to the Ministry of the Environment for action and a copy of same be forwarded to Mr. Wilfred Crawford. e) Copy of minutes of Staff Meetings held March 6th and March 20th. increase was discussed by Committee of Council. The matter of wage increases was discussed by Committee of Counc that Council meet with Administrative Staff on Monday. The matter of 1985 wage an was recommen f) Canada Day 1985 - Grant Application - Federal - to be forwarded to the Canada Day Committee. g) Letter from Solicitor for Howard Monteith advising that he concurs with findings of Township Solicitor re: Plan I and letter from Solicitor for purchases of Parcels 3,4, ~ 5, adjacent to Penetang Road Purchaser Perri - Parts 1 ~ 2 have been purchased by Ian Postnikoff (copies of letters with Committee material). Clerk advised that he had contacted Joe McLean and advised of new purchasers. Committee of Council recommend that a letter be forwarded to Solicitors for Mr. Perri purchaser of Parts 3 ~ 4 enclosing the Township Solicitor's legal status of the Road on Plan 1. Other Matters Requiring the Attention of Committee of Council not on agenda . Committee of Council recommend that Oro Council would be prepared to grant the request of the Barrie Flea Market to carry out their events in 1985. The matter of David Anderson having been selected as one of two 4H members from the Province selected to travel to Europe on a 4H visit was considered. Committee of Council recommend that 20 County Pins be obtained and presented to David Anderson along with 20 Township Pins prior to his tour to Europe. Committee of Council recommend that an ad be placed in the local paper for persons or persons to sell dog licences on a door-to-door basis. Adjourned at 11:45 p.m. S.C.G. Davie, Reeve H.
