Fitzgerald and Ministry of Natural - Solicitor - Douglas Christie - Ron Robinson of Ainley ~ Associates - Road Supt. Fred Haughton - Mr. D. Blenkearn of Allan G. Cook Ltd. Resources Mr. Fitzgerald and Mr. Blenkearn of Allan G. Cook Ltd. were asked to leave the Council Chambers until Council reviewed the matter with Mr. D. Christie, Township Solicitor and Ron Robinson of Ainley ~ Associates Ltd. Letters from Solicitor were reviewed with Mr. Christie and the whole matter discussed setting out Council's concerns. After which mr. Fitzgerald and Mr. Blenkearn were asked to attend. Reeve asked Mr. Blenkearn if he had anything further to add, above what was in his letter. Mr. Blenkearn mentioned paying taxes to Township Licences to Province and fuel tax - authority to use Public Highway and advised that in his opinion financial contribution towards road upgrading should not be a requirement. Reeve asked if Allan G. Cook would support the Township with a letter te M.T.C. towards improvement of Line 7. Solicitor asked if detailed site has been completed. Detailed site plan now complete awaiting approval of M.N.R. . . . 6 - OF COUNCIL MEETING MA Y 15 1985 Mr. Fitzgerald was asked to comment on the discussion he indicated the matter of entering into agreements with a municipality was not under the jurisdiction of the Ministry. It was recommended by Committee of Council that the Township Engineers prepare some estimate of costs that could be involved for the concerns of Council. The major concerns expressed by Council were: Dust Control - Damage to Road bed by trucks signs at pit entrances, Intersection of County Road No. 11 and 7th line require paving to a distance of 100 feet, place added to conditions of the agreement hours of operation. And further, that the estimates be reviewed with Township Solicitor once received. Matters to be considered by Committee of Council (a) letter re: Molnar Systems - from Peat-Marwick limited advising that Molnar Systems Group had gone into receivership as of May 3, 1985 and that Peat-Marwick limited was appointed as agent to collect accounts receivable pursuant to a registered assignment of book debts on May 3, 1985. Registered letters as presented had been forwarded to all clients of Molnar Systems Group Inc. And further, that Peat-Marwick limited would continue to operate the Company until a sale as a going concern is completed. And that all payments are to be made to Peat Marwick offices at 340 woodlawn Road West, Suite 18, Guelph, Onto N1H 7K6. Clerk reported on telephone conversation with representative of Peat-Marwick, who advised that contracts with Molnar Systems Group would be included as assets on purchase of the Company. Presently three purchasers were negotiating the purchase, which could be finalized shortly. (b) Student Council Program changes and/or adjustments to program from observations and comments of the first two schools, namely Shanty Bay & W.R. Best Public Schools. And to schedule date for Guthrie and East Oro Student Council Tour. Recommended by Committee of Council that the third Tuesday in October be scheduled for the Student Council Tour with some amendments to the schedule to shorten time at the Waste Disposal Site and Road Department with some time extended to attend Committee of Council meeting. And that when the Schedule has been revised same be forwarded to the Principals of Guthrie and East Oro Public Schools. (c) r from Discount Car & Truck Rentals - re: Rental of Mini Bus of Van with prIce letter of quotation be received and filed for reference. (d) referred from Meeti of Council (i) County property line 9 and gates at both ends of line 9 (north of Bass lake Road and South of County Road #22) Clerk advised he had contacted the County Clerk as instructed. Recommend that the gates be installed as soon as possible by Road Department and keys to gate be forwarded to all property owners involved along the line 9 between Bass lake Side Road and County Road No. 22, as well as to the County of Simcoe. . . . - 7 COMMITTEE OF COUNCIL MEETING - MAY 15, 1985 (iii) Lakeshore Promenade - Plan 626 Clerk advised that he had met with Solicitor, D.S. White, Q.C. to review Draft agreement as directed by Council. Also letter and individual agreements as prepared by D.S. White. Committee of Oro Council recommend that Oro Council concur with the agreement as drafted and Mr. D.S. White requested to further advise as to possibility of registering same on title after which the agreement is to be forwarded to all proponents of the proposed clean-up of bank of the Promenade in front of Lots 52, 55, 56 & 57, Plan 626. Committee rts Fire Committee Councillor Bob Drury on behalf of Chairlady, Thelma Halfacre presented a report and suggested resolution to be presented to Council. Recommend that a letter be forwarded to Orillia Township and Medonte Township with respect to consideration of a joint Fire Dispatch System. W.D.S. - verbal report Parks & Recreation Consideration of application for Master Plan Outdoor Recreation Program Grant program cut from 5 Councillors to 3 Councillors Council wish to see information sheet to be placed in tax notice prior to printing of same with respect to notices to be included. Histo Commi ttee Requests from History Committee: - Mesh screens on African Church be placed on windows by Charlie Sanderson - Yard and Road Allowance to be cleaned up from poor condition left by Northern and Central Gas Company and Bell Canada requesting unfinished and poor condition of property after work at this area was carried out, be cleaned up. Other Matters to be b t to the attention of Committee of Council (a) Telephone System in Township Office Quotation from Bell Canada Vantage 12 Electronic Small Business System - Matter of purchasing such equipment not be considered at this time, be further considered at a later date. Clerk to have temporary telephone hook-up for Chief Building Official be completed under present system. (b) Letter from David Williams requesting Council to consider one-time donation towards Road Signs for 1IBlock parent1l Programme. Committee of Council recommend that further information be requested from Mr. Williams as to total cost of signs for Block Parent Program proposed. . . . - 8 - EE OF COUNCIL MEETING 1985 MAY 15 (c) By-laws for next Council meetin9: (i) Appointment By-laws for: - Treasurer/Administrator - Clerk Deputy-Clerk - Deputy-Treasurer - Tax Collector - Remuneration Committee of Council recommend that the draft By-laws as presented be reviewed by Council members and presented to a meeting of Council to be held on May 23, 1985 for further consideration and passing of same. Presented letter from Douglas S. Christie, Solicitor with respect to conveyance of property by Ralph Leigh to Township of Oro, in trust for Trustees Hawkestone Police Village and matter of establishing Part 1 shown on Survey Plan as a Road Allowance. The Road Allowance being a request by Ralph Leigh as access to his property from Allen Street, in exchange for the property to the Trustees. Committee of Council recommend that Township Solicitor prepare a letter to Mr. Ralph Leigh suggesting that the parcel of land shown as Part 1 on Survey Plan and considered as a parcel of land which could at some future date be established as a Road Allowance when it is required and that in the meantime Mr. Ralph Leigh have the privilege to use same as access to his property at pleasure of Oro Council, which will be considered as held in trust for the Trustees Hawkestone Police Village. Copy of such letter be placed on file in Township records. The request from Councillor, Thelma Halfacre, Chairlady of Fire Committee, who was unable to attend the meeting this eveing, to recommend the Oro Council pass a resolution of Council Policy that the Fire Chief and Deputy Chief meet with Staff member to address Fire issues/ correspondence, Council's directives, etc. for which written records are to be kept, in order that the Fire Department & Council will have a clear picture of the Fire Department operation, was presented by Councillor Drury. After consideration of the proposed draft resolution, it was recommended that Fire Committee, Fire Chief & Deputy Chief and Chief Administrative Officer schedule a meeting to review the proposals as set out in suggested notice of motion, before such a resolution is passed by Council. Also that in the meantime the Chief Administrative Officer meet with the Fire Chief of the City of Barrie regarding the matter of Fire Dispatch Service.
