"""lIlIIII COUNCIL CHAMBERS - JULY 16,1985 SPECIAL MEETING OF COUNCIL WITH RA'IEPAYERS ADJACENT TO AUDUBON ESTATES PROPOSED DEVELOPMENT RE: WALKWAY Council met this evening for a Public Meeting with Ratepayers adjacent to the proposed developnent by Audubon Estates in Shanty Bay, with the following members present: Deputy Reeve - Joanna McEwen Councillor - Robert Drury Councillor - Thelma Halfacre Councillor - Atlan Johnson Staff Present - Aàministrator - Bob Small Clerk - Henry Neufeld Absent - Reeve Stephen Davie Opening - By the Deputy Reeve in the absence of the Reeve at 7:30 p.m. All Ratepayers having been forwarded a questionnaire as to date for a meeting with three suggested dates and from questionnaires returned majority in favour of July 16, 1985. As result of the returned questionnaires, a letter was forwarded to all ratepayers affected advising of date for the meeting as July 16, 1985. The following ratepayers were in attendance: Bruce & Janice Phillips Margaret & Walter Smith Margaret Brooks Muriel pfrimner Lenore Clare Hayes Sederquest Robert Tatton Sue Tatton Alf Brooks V. Henson Ronald Young Bryan & Martina Wakeman R.J. lord Lynda Miller Gary Campbell HoS. Cooper (Audubon Esates) Deputy Reeve McEwen after opening the meeting and welccming everyone, then proceeded to outline and explain the purpose of the meeting and by map and proposed plan related how the Developer had presented proposals earlier after purchasing the property prior to May 1968, and presented a strip developnent which was not acceptable and Council at the tíme had advised that this property was in Phase II and no developnent would be considered until at least 75% of the approved developnents in Shanty Bay had reached that amount of completed developnent. Then leading to the recent proposal which has received approval in principle. The matter of a walkway may be adjusted by a "red line" revision, all of which was explained in detail and clarified both on the proposed draft plan and assessment map showing all properties in the area which could be involved. Deputy Reeve McEwen indicated again that the purpose of the public meeting this evening was to discuss any/all avenues of a proposed walkway from the development for safety of all concerned. Sane of the carments, etc. were as follows: - proposed walkway via Raikes Street received opposition - Mrs. P. Brooks reiterated her reason for not wanting the walkway across her property as it would split her property - suggestion appeared evident that the Ridge Road would be most logical - suggestion to approach Barrie Suburban Road Carmission of possibility to move the Ridge Road South by obtaining property on the south side which might allow roan on the north side for a walkway - question was asked as to what extent would a walkway be enl:1anced? - response - chain link fence - trees planted, possibly a ber:m where required wi th trees planted on it - question - who would maintain a walkway? - response - Township would maintain as it has been for walkway along plan M-66 - question - what would be difference in cost of a walkway to Raikes Street versus along Ridge Road? - possibility of School Bus picking up children fran the proposed develo¡;rœnt at one point - traffic count Ridge Road and Second Line The entire matter was discussed at great length with considerable input fran the property owners present. Clerk advised of telephone call received July 16, 1985 at 2:00 p.m. fran Mrs. Shirley McKerroll, daughter of Henry and Milley Perkins, owner of lot 40, Plan 628, Roll No. 7-045, advising that Mr. & Mrs. Perkins were definitely opposed to any walkway leading to Raikes Street. In their opinion sufficient pedestrian traffic now existed and that the walkway should be to Shanty Bay Road and not redirected through Raikes Street. Options Resulting fran Meeting 1. Look at Line 2 for walkway possibilities 2. Walkway to Railroad along westerly bounda1:y of last lot adjacent to Brooks property, thence along railway and south to Raikes Street on p. Brooks property. 3 . Meet with Mrs. P. Brooks with regard to any or all possibilities for a walkway leading to Raikes Street. 4. Walkway along north side of Ridge Road, provided that the Ridge Road could be widened by obtaining land on the south side to permit the Ridge Road to be moved to the south. Meeting adjourned at 9:30 p.m.
