Committee of the Whole Meeting - Fifth Meeting according to By-law No. 1406/85
Oro Council met as Committee of the Whole at 4:30 p.m. further to meeting held on October 22, 1985, with
the following members present:

Communications - requiring action of Committee of the Whole
(a)
Ministry of Municipal Affairs re: M.T.C. property sold to the Township of Oro as of Sept. 18,
1985 requesting refund of grant-in-lieu of taxes - overpayment of $23.75.
On motion of McEwen and Halfacre that as recommended letter from Ministry of Municipal Affairs with
respect to over-payment of grant-in-lieu of taxes for Lot 16 & 17, Concession 14, Township of Oro,
be received a~d Treasurer authorized to issue cheque for the overpayment in the amount of $23.75,
once deeds have been registered at received for Township records.
(b)
Clerk, County of Simcoe reply to Township letter re: Ad Hoc Committee County Fire Dispatch
System advising Township letter will be referred to the Property Protection and Reforestration
Services Committee. Also advising that no such Committee appears to have been established.
On motion of Halfacre and McEwen that the letter from the Clerk of the County of Simcoe in
to Township letter with respect to establishing an Ad-Hoc Committee with regards to County
Dispatch System, be received and filed for reference until further correspondence has been
from County of Simcoe.

(c)
Ministry of Municipal Affairs announcing that the Province of Ontario will again be offering
the Ontario Municipal Training Program for 1986. Purpose and guidelines for the Program
attached.
On motion of McEwen and Halfacre that letter with respect to Ontario Municipal Training Program
1986, be received and referred to Administrative Staff for recommendation and/or comment.

Copy of letter to Barrie Examiner & Orillia Packet & Times - Notice of All Candidates Meeting to
be held October 30, 1985 at the Town Hall

On motion of Johnson and Halfacre that correspondence, communications as presented be received and
filed for reference.

Staff Reports - Administrator
(a)
Office Staff - Linda Logan not able to complete term of employment until Kathy Hummel returns
from Maternity Leave
On motion of McEwen and Halfacre that as recommended the Administrator be authorized to hire temporary
replacement staff at a rate of pay not to exceed $7.00 per hour.
(b)
Other Staff Matters
On motion of Halfacre and McEwen that the Report of the Administrator with respect to a staff member
be adopted as presented. The motion was carried unanimously.
(c)
Rental of Oro Memorial Park Booth & Accommodation Facility.
On motion of Johnson and Halfacre that the report of the Administrator with respect to Oro Memorial
Park Booth and Accommodation as presented be adopted for action and a report be brought back to
Council.

Administrator reported on application for Fire Chief and examination for same.
Other Matters to be Presented to Comm
(a)
Report of Live Stock Valuer for one ewe killed by wolves - owner Bruce Anderson, Lot 10, Conc. 14.
On motion of Johnson and McEwen that as recommended by Committee of Council, the report of Live
Stock Valuer be received and Treasurer authorized to issue cheque to Bruce Anderson, Lot 10, Conc. 14.
Township of Oro for one ewe killed to a total of $150.00. And Clerk to complete Form 1, Application
for Livestock killed by wolf or wolves and forward same to Ministry of Agriculture for approval and
payment.
(b)
Review of Draft Summary of Activities over past 3 years (1983-85).
On motion of Halfacre and McEwen that as recommended by Committee of the Whole, the Draft Summary
of Activities to be presented to ratepayers meeting, be amended according to recommendation of the
Committee of the Whole by Staff and sufficient copies be made for distribution to ratepayers at the
All Candidates Meeting on October 30, 1985.
(c)
Results of Library Survey as submitted by Oro Township Ad-Hoc Library Committee.
On motion of Johnson and McEwen that as recommended the summary report of the Library Survey and
recommendations of the Committee as submitted by the Oro Township Ad-Hoc Library Committee be
received and filed for necessary reference.
On motion of Johnson and Drury that meeting adjourn at 5:40 p.m.
