J . . . ~ COMMITTEE OF COUNCIL MEETING COUNCIL CHAMBERS - JANUARY 13, 1983 Committee of Council met this evening at 7 p.m. as scheduled with all members present as follows: Reeve Deputy Reeve Councillor Councillor Councillor Stephen Davie Joanna McEwen Robert E. Drury Thelma Halfacre Allan Johnson. Reeve S. Davie opened the meeting at 7:00 p.m. First item of Business - to interview 5 (five) applicants for the position of Caretaker for Oro Memorial Park for the 1983 season. Four applicants had advised that they would be present for interview. 1) Dwight & Gail Taylor Applicants question: What is situation on Booth rent, hydro, etc., Answer: Profit from Booth and stocking responsibility of Caretaker. No rent for Booth. Township pays Hydro and Propane for season of operation. Council's Question: Any experience with control of large crowds. Answer: Public Relations important. Familiar with Park and has visited the site. 2) Kenneth & Leonard Crawford Questions were asked by Council and also by applicants. Trade Skills - masonary - carpentry maintenance - farming. Has not seen the premises. Referred to resume in letter - familiar with Park. Kenneth to be responsible for Booth and any bookkeeping assist at gate and maintenance and control of Park. brick laying. and Leonard would 3) Paul Reeve outlined the job and advised as to what would be required. Applicant mentioned that general maintenance work no difficulty since he has carried out maintenance work for apartment house. Able to supply reference including Pinkertons with regard to Security Guard work at Dorr-Olivexas Commissionaire. Single - unemployed at the present - layed off Park Caretaking experience as in letter - Park work from Fahramet. work in Scarborough. 5) Hank Westerlaken Has visited the site. Reeve again outlined the details of the job. His son (age 16) would carry out the work with Experience as outlined in letter of resume. Experience with maintenance and public, having him. operated Marina. Committee of Council recommend that Dwight Taylor be requested to get two more Character References and matter be further considered at meeting of Council, Monday, January 17, 1983. The matter of proposed Canada/Ontario Development Program was discussed. It was recommended that a program be prepared for 3 persons for a 12 week period at $5.00 per hour on basis of 40 hr. week and then for one person for the balance of the program. Mr. D.S. White, Q.C. Township Solicitor was present at 8:20 p.m. as requested with respect to proposed option to purchase, Part, East Half of Lot 9, Conc. 6 CR. Sparrow). As this matter had been held in abeyance for consideration by the 1983-85 Council, from a meeting of the 1981-82 Council held on November 1, 1982. -Base of Municipal Law - as to whether a Municipality can incur -Reeve reviewed process to date and what Council had proposed. -Various procedures were reviewed and Council asked questions. -It would appear that the first procedure would be to search and who is the registered property owner. a debt. discover Committee of Council recommend that Council instruct the Township Solicitor to search title and proceed with research and procedure required for Council to make a proposal of lease and offer to purchase the property, provided that the Municipality may legally make such a proposal. Also the matter of request by Big Cedar Parks Limited for conveyance of unopened road allowance between lots 5 and 6, Conc. 13, Township of Oro, of parts 3 & 4, Plan SlR-9S91. This matter having been ongoing since 1977. Oro Council at a meeting held on July 20, 1981 had indicated that Council was not prepared to make a conveyance of Parts 3 & 4 until the matter of parts 1 & 2 was resolved which in the Township Solicitors opinion, could not be conveyed to Big Cedar Parks since their property does not abut the said unopened road allowance. . . . ~ 3 - COMMITTEE OF COUNCIL MEETING JANUARY 13, 1983 Committee of Council recommend that Council instruct the Township Solicitor to present Council with legal procedure for conveyance of parts of Plan SlR-9S91, once all possibilities of land locking owners to their property have been researched. Re: Dogs Running at large - Plan 626 and 1488 Mr. Dick Bartlett was present at 9:20 p.m. along with 20 ratepayers from the area as scheduled with respect to dogs running at large (Schedule ar- ranged for Mr. Bartlett and representative of Area) Mr. Bartlett read a presentation with respect to dogs running at large. A copy of the report was presented for records and a copy was made for each member of Council. Mr. Truax added to the report by stating that at present enforcement is a once over deal and dog may be claimed from shelter continually. Council members as well as ratepayers added to the concerns presented and the matter was discussed at great length with questions asked by Council members and ratepayers. Councillor Halfacre asked for Mr. Nicholson to add his support and suggest that the Humane Society look after the humane endof animal protection. The Township should enforce laws to protect people from dogs. Mr. D. Bartlett also suggested that the Township inquire from other Munici- palities as to what methods are used to control dogs and types of By-Laws for same. Clerk to contact Ontario Humane Society and request representative to attend meeting of Council on January 17, 1983. Presented for discussion letter from Ministry of Agriculture and Food with respect to 1983 Municipal Drainage Courses, referred to Committee of Council meeting from regular meeting held on January 3, 1983. Clerk advised that Road Supt., Fred Haughton, would like to attend the 3 day Course #2, at Guelph March 28th to 30th and Clerk indicated he would like to attend the course. It was recommended that the Road Supt. and/or Clerk be authorized to attend Course #2 at Guelph, March 28th - 30th, should either or both be able to arrange to be away at that time. Presented from Ontario Municipal Management Development Board letter referred from meeting of Council held on January 3, 1983. The matter was not dealt with at this meeting and is listed on agenda for January 17, 1983. . . . - 4 - JANUARY 13 1983 Deputy-Reeve presented several matters of concerns: a) b) c) The Arena Board and its functions. Points to be discussed with Mr. L. Fletcher on Jan. 27/83. Program proposal for children in the summer, which Wendy Proulx will be presenting to Council at the next regular meeting on Jan. 17, 1983, was discussed by Council.
