02 16 1983 COW Minutes . . . COMMITTEE OF COUNCIL MEETING COUNCIL CHAMBERS FEBRUARY 16, 19B3 Committee of Council met this evening at 7:00 p.m. with the following members present: Reeve Deputy Reeve Councillor Councillor Councillor S. Davie J. McEwen R. Drury T. Halfacre A. Johnson Reeve Davie opened the meeting at 7:00 p.m. Appointments: Oro Township Arena Committee Rep. Simcoe Side Re: Dogs Items for Discussion from previous meetings a) b) c) d) e) f) g) h) Student Summer Program (Federal Grant) Student Program IMA - Provincial Garbage Contract - Renewal Waste Disposal recommendations Parks & Recreation Caretaker etc., Fire & Building Recommendations Insurance 1983-84 Report of By-Law Enforcement Officer Representatives from the Arena Board, Bill Staines and James Gray were present as scheduled to review with Committee of Council, proposed Budget for 1983. Discussion arose on seating - wood seats vs all concrete Heating for Seats. -Arena Board request Council authorize and under write the cost of seating - should there not be sufficient funds from grants, donations, etc., to cover total cost. -Question was raised whether roller skaing program is being pursued for 1983 or is this doubtful? -Wages going to be somewhat higher due to Schools use of the Facility. -Arena Committee need $5,000.00 to start the plant in fall. -Question as to setting aside funds for unforseen breakdowns. Mr. Richard Bartlett and 4 other residents were present to further pursue the dog problems in the Township and in particular Simcoe Side. Reeve advised that the Committee of Council were prepared to receIve input from the ratepayers of Simcoe Side. Mr. Bartlett, who acted as spokesman, advised that Guthrie area also have problems. Mr. Bartlett explained his reason for not having forwarded names of owners of dogs called Humane Society about a complaint Warden called to answer complaint, talked to owner of dog and then left He then phoned Humane Society, why the Warden had not called at his house. The Humane Society then returned to my house and parked in his driveway with flashing lights, this does not appear to be confidential as indicated by the Humane Society. . 0 - C - 0 - . 0 0 . - 2 - COMMITTEE OF COUNCIL MEETING - FEBRUARY 16, 1983 Reeve Davie then advised that Council were gathering all information available - Deputy Reeve McEwen having visited other Municipalities to obtain copies of documentation and information from personnel and Officials involved and that he had obtained information from other Township's as well as tne rest of the Council members. And asked Mr. Bartlett and others of the delegation for constructive input or recommendation~o assist Council in implementing improvements for Canine Control in the Township. Deputy Reeve McEwen outlined costs of methods used in other Municipalities. Impounding with Humane Society Canine Control Officer Vehicle and fuel for Officer By-Law Enforcement and Court Costs. - .75~ per population capita Discussion 0 - Delegation C - Committee of Council) Township propose funds for Recreational purposes such as improvement of Park Lands in area In some cases dogs could interfere with activities in Parkland areas (i.e. Plan 1488). Would it be fair to assess extra costs to problem areas for additional control services. Suggestions and discussion of pros and cons. Delegation present requested copy of report when prepared by Council for effective means of dog control and what can be done within the budget. Reeve again asked for input, recommendation and/or suggestions to Council for improvement to be considered. Council have suggested an approximate cost of $26,000 to $30,000, this is only twice the present cost to Humane Society. Supplying Township with names of dog owners whose dogs are creating problems would not be the answer when probably these irresponsible people would still continue to be irresponsible. 0 Why give names when the Huamne Society has the names. Should consider starting Township control now, not wait until costs get higher and control becomes more difficult. Suggestions from Delegates as result were: 1 ) 2) Suggest Dog Catcher on full time basis. Suggest using Township 8y-Law Enforcement Officer as supplementary to Ontario Humane Society. Reeve thanked Delegation for attendance and Mr. Richard Bartlett expressed appreciation to Council for their time in this regard. Item 3 of the nda 3(a) Deputy Reeve reported on Summer Student Program to date and read a letter from Project Manager, Employment Development Branch. 3(b) Clerk presented letter from Georgian College with Employment 1983 and under IMA Program Committee of Oro do not require any Computer Students since puter system at this time. respect to Computer Students under Summer of. Waste Disposal Committee - No Recommendations. Parks & Recreation Oro Memorial Park Caretkaer Discussion took place with respect to present occupant Robert Barber - Committee to contact him as to when he intends to move out of the accommodation. Fire & Buildi Councillor Halfacre presented a report on the proposed Fire Budget and advised that more work was still being done before final recommendation to Council. Insurance - March. Request that Ron Johnston prepare a presentation to Council in later part By-Law Enforcement Report Clerk read a report from the By-Law Enforcement Officer with respect to random patrol of certain areas of the Township (9th Line to 14th) between Ridge Road and Lake Simcoe. Also report regarding courses on Municipal By-Law Enforcement. Committee of Council recommend that a letter be forwarded to John Johnston with respect to courses available for Municipal Law Enforcement Officers. Budget Meetings - To be scheduled at next meeting of Council. Deputy Reeve requested directive for Canada Day and whether Council would be prepared to financailly support activities and program. It was suggested that organizations be contacted as to proposals and community involvement and results be presented to Council when more information is available. Deputy Reeve McEwen also presented a proposed resolution to be considered by Council with respect to request for legislative changes to fines for dog control and impounding fees. Committee of uncil recommend that Council initiate a resolution to get changes in Provincial legislation regarding fines and fees for dog control, under the Provincial Offences Act and that such resolution be forwarded to A M 0 for action.
