COMMITTEE OF COUNCIL MEETING
COUNCIL CHAMBERS - MARCH 29, 1983
Committee of Council met this evening at 7:00 p.m. with the following
members present:

Reeve Davie opened the meeting at 7:00 p.m.
The purpose of the Committee of Council meeting this evening was to meet
with the Trustees of Hawkestone Police Village at their request to consider
various items of concern of the Trustees.
Prior to meeting with the Trustees, representatives from the Ministry
of Municipal Affairs and Housing were present at request of Council, namely
Paul Spears and Paul Jones.
The Reeve asked Mr. Paul Spears to clarify for Council members the Act
as it pertains to Police Villages and what Trustees may budget for under
the Act.
With respect to Reserve fund - this could be set up of surplus at end
of year.

Surplus at end of year set up for specific capital expenditures -
side walks, etc.,
Mr. Spears and Mr. Jones responded to questions of Council.

The Trustees Agenda for discussion being as follows:
1)
Discussion concerning the setup of an "Improvement Fund" for the
Police Village of Hawkestone. (List of Needs included)
Discussion concerning the lot levy fees drawn from the new Quadrant
development in the Police Village of Hawkestone.

Discussion concerning the Trustees preference for Asphalt paving
rather than chips and tar on the completion of the John and Allen
Project.
Discussion concerning the setting of the 1983 Mill Rate for the
Village of Hawkestone, and the need for conference on such.

Reeve Davie asked the Trustees to present their proposal for discussion.
Mr. Ralph Leigh commenced by stating that since the Police Village Assessment
is approximately 4.7970 of the total Township Assessment and it is the
feelings of the Trustees that all other requirem~nts should be on the
same basis.
This was discussed at some length by the Trustees with Council and repre-
sentatives from the MInistry.
Mr. Mark Duffie mentioned that he was new to the Trustees work as Secretary
for Trustees and not familiar and would like some direction, particularly
with respect to roads. Can a formula be arrived at for a basis in each
year, and can unused portion be carried over to next year. The questions
were answered by Council and Mr. Paul Spear.
He was also advised that the Police Village Levy surplus may be set up
for specific purposes and/or have the Township establish a reserve fund.
Parks matters were also discussed as to grass cutting, maintenance and
improvement. It was suggested that Council could either cut the grass
or reimburse the Trustees for the cost should they wish to be responsible
for the grass cutting.
The Reeve advised that for the Budget levy by Police Village Trustees
upon the ratepayers of the Police Village was the responsiblity of the
Trustees to set their priority needs and that Council would appreciate
receiving their 1983 Budget for the next Council meeting.
The matter of percentage of Hawkestone Police Village Assessment of the
total Assessment was reviewed which in 1983 is 4.3%. According to the
Assessment the Trustees may levy up to $7,235.00 upon the ratepayers of
the Police Village which is 15 Mill upon the Assessment of 482,300, in
accordance with the Municipal Act. A mill rate of 17.584 Commercial and
14.946 would be required to raise an amount of $7,235.00.

Committee of Council recommend that the same application of reduction
of the General Mill Rate be applied to Hawkestone Police Village as in
1982.
