COUNCIL CHAMBERS - MARCH 30, 1983
COMMITTEE OF COUNCIL MEETING
Committee of Council met this evening to entertain three appointments as well
as other matters to be considered as follows:

Township Auditors (Greer,Flemming, Rolland - 1982
Financial Statement.
Alvin Leonard Cumming re: lands suggested by Oro &
District Lions Club for Sports Complex.
John Vokes re: Conversion
The following members were present:

Reeve Davie opened the meeting at 7:00 p.m. and introduced Terry Hehn and
Brent Duffie to Council.
Messers. Terry Hehn and Brent Duffie of Greer, Flemming, Rolland & Company
Township Auditors, were present at 7:00 p.m. to review the Township of Oro
Financial Statement for 1982, as audited.
Mr. Terry Hehn presented the draft financial statement and reviewed same
with Council and advised of the amount of surplus which is in the amount
of $79,145 for which the Council must direct the Auditors as to how the
Township proposes to designate the surplus. After presentation, the Auditors
answered questions of Council.
Committee of Council recommend that a letter be forwarded to Ministry of
Municipal Affairs & Housing, that the Township of Oro propose to undertake
the implementation of the Basic Accounting Package (referred to as BacPac)
and make application for the Bac Pac Grant in Municipal Action '85 Program.
Committee of Council recommend that the Financial Return as presented by
the Auditors and reviewed with Council and Treasurer, be accepted with any
surplus funds being set up as directed to by Committee of Council, and same
may now be printed with sufficient copies as required and that the Financial
Information Return be forwarded to the Ministry of Municipal Affairs & Housing
as required.
Mr. John Vokes was present at 8:30 p.m. at his request to review with Council
a neighbours objection to his application for conversion of his property,
to re-zone same from Shoreline Residential (SR)Zone to General Residential
(RG) Zone.
After discussion and review Committee of Council recommend that Mr. K.H.
Carson be informed that the Township of Oro Council are prepared to endorse
the application of Mr. John Vokes for a Zoning Conversion of his property
from Shoreline Residential (SR) to General Residential (RG).

And, that Mr. K.H. Carson be further advised that all costs incurred in an
appeal on his behalf to the Ontario Municipal Board could result in costs
being bourne by Mr. K.H. Carson.
Mr. A. Leonard Cumming was present as arranged at 8:50 p.m. to discuss with
Council the matter of lands that could be obtained by the Township for a
Sport Complex proposed by the Oro & District Lions Club.
Reeve Davie indicated to Mr. Cumming that it would appear that the Oro &
District Lions Club had indicated that a proposal for a Sport Complex was
being recommended by the Lions Club.
Mr. Cumming replied that he was not aware of the amount of land the Oro
& District Lions Club were proposing. This matter had arisen on different
occasions, but no plans had ever been presented.
Also in his opinion, land behind the arena could be useful for a number
of purposes including Senior Citizens Complex.
The Reeve asked what requirements did he feel could be involved in obtaining
land. Or what did he have in mind with respect to trade and/or sell.
Council and Mr. Cumming discussed various ways of proposal for a road connec-
tion from the 4th line north of the arena connecting with a proposed road
on the draft Hastings Plan to line 5.
Mr. Cumming commented that in lieu of selling land, he was of the opinion
that an opportunity to obtain lots for purpose of sale should be give con-
sideration when purchase of land is contemplated.
As a result of the discussion, a basic figure was suggested plus consideration
for severance of lot or lots. Since Mr. Cumming was of the opinion that the
area has great potential for the future.
