COMMITTEE OF COUNCIL MEETING
Oro Council met as Committee of Council this evening with the following
members present:

The Reeve opened the meeting at 7:15 p.m. to consider and deal with the
matters on the Agenda

Receive presentation from three Engineering & Consulting Firms with
respect to services as requested by Council.
Further review Township Insurance Policy for 1983.

Present from Reid & Associate:
Peter Smith; Henry Borgdorff; Barry Peyton.
-Copy of a written presentation
-Founded in 1964 by Jack Reid 21 on Staff Office in Barrie only.
-Function: Municipal Engineering solely. Size of firm large enough for
specialists in all fields of Municipal Engineering and small enough to
give personal attention.
-Operate from North of Toronto to
-Only 5% to 10% private - balance
-Biggest Client is Aurora.
-One main aspect, dealing with Developers.
-Have worked for about 12-14 Municipalities in area. Engineering for Cookstown,
Port McNichol, Medonte, Tosorontio, Township of Orillia. In Aurora -
work with Regional Planners.
-As Engineers not on a retainer basis - on the job costs available as
needed - 6 Engineers with firm - technicians - Architectural Designing.
-Pricing - Engineers 49.00 per hour APEO Guidelines.
-Could send list of rates for various Engineers and Technicians, Designers,
etc.,
-How retained - Some Municipalities by Resolution - no direct contract.
-Principle of the firm have expertise and length of service.
Huntsville - Lake Simcoe and Collingwood.
Municipal, Provincial and Federal.

-Prepared to have principle of the firm on the job.
-Adjustments of rates twice a year.
-Billing on regular basis.
-Subdivider's Agreement - Engineering procedure was discussed.
-Basically common sense has to be applied in all aspects.
-In their opinion, Planning Consultants & Engineers not necessarily
advantage.
-Feel it to be an advantage not to have a Planner on Staff.

-Company in Business since 1961 - 60 + on staff. Barrie Office -1972 -
25 years experience - most work with Municipalities.
-If work is performed for Municipality - do not solicit or work for private
clients.
-Reviewed list of studies and service as mentioned in Township letter
of March 25, 1983.
-Have done Aggregate Studies - Rehabilitation.
-Waste Disposal and Environmental Assessment - Nottawasaga, Stayn r, Township
of St. Edmunds, Township of Vespra, Innisfil.
-Recreation Studies - doing work for Township of Tiny in this regard.
-Drainage Work - numerous work in this regard designed dams.
-Municipal Building five halls, Municipal Office - garages.
-Arena Seating - Meaford Arena, Creemore, Ospra Arena.
-Washrooms in several Municipalities.
-Ron Robinson - continued the presentation - would be contact man.
-Most work through Barrie Office - 14 permanent staff.
-Written Status Report on Subdivisions monthly to Municipalities.
-Have prepared number of Subdividers Agreements - Engineering Drainage
supervision.
-Time at meetings by Contact person would be at no charge to present updates
on Subdivisions and/or other owrk.
-Roads and Street names in the Township, draft copy left.
-Road designing in Innisfil - No. 11 Highway intersections, etc.,
-Have done many roads.
-Henry Tatham - Environmental Assessment expert.
-Have range of staff with various expertise and good on stand for Hearings.
-We can compete with anyone.
-Cost per hour range of 53.00,
-Cannot see any disadvantages of
Engineers - No conflict.
-Advise Municipality of funds available for grants or subsidies.
-Breakdown on billings itemized.
-Have In-House Computer.

6) Comfortable Working Relationship.
Wrapped up with conclusions. 10 years experience in Oro Township.
Summary of all aforementioned.
On completion, presented a written proposal to provide Consulting, Engineering
and Planning Services to the Township of Oro.
Committee of Council reviewed and considered the presentations of the three
firms.
It was left that the matter of retaining a firm of Engineers be resolved
at the first meeting of Oro Council in May.
Township Insurance further to review with Representatives from Frank
Cowan - Gordon Sheehan and Wayne Urtilak and Township Insurance Agent
Ron Johnston on March 21, 1983.
Recommendation that the Township Insurance Agent be advised that the Insur-
ance Policy as presented to a meeting of Council be accepted with the
following changes increase in excess of Tax Funds by $1000.00. Update
the Automobile Fleet to present vehicle and increase the Bond and advise
that the matter of including all the Community Halls in the total Insur-
ance Policy is under consideration and once the Community Hall Committees
have advised of the coverage in the respective Halls and when same expire,
further action will take place.
Township Mottos as received from Students of Guthrie Public School and
Shanty Bay Public School.
Recommendation that the Mottos be left over for consideration at the next
Committee of Council meeting.
Parks & Recreation Committee
Presentation of proposals of Recreation Committee will be presented to
Committee of Council on April 28th, 1983.
Recommendation that Mr. Ed. Robinson be requested to meet with Mr. Wm.
Staines at the Community Arena to prepare plans for the seats at the Arena
in order to proceed with the Construction.
Fire & Building Report
Committee of Council recommend that the Chief Building Official attend
the National Home Show.
