01 03 1984 COW Minutes . . . COUNCIL CHAMBERS - JANUARY 3, 1984 COMMITTEE OF COUNCIL MEETING - First meeting for 1984 Committee of Council met at 7:00 p.m. with the following members present: Reeve Deputy Reeve Councillors S. Davie J. McEwen R. Drury T. Halfacre A. Johnson Reeve S. Davie opened the meeting at 7:00 p.m. Road Supt. was present at 7:05 p.m. to present his recommendations for employee classification and/or re-classification. Each member of Council was presented with a copy of the written recommen- dation. Recommendations: R. Henderson M. Briggs H. Caldwell opportunity to of level by retirement) 4-2 to 4-3 4-3 to 4-4 5-3 to 5-4 (to enable reach top Rd. Supt. K. Mathieson F. Haughton 5-1 to 5-2 9-2 to 9-3 Committee of Council recommend that the second grader be paid for as a 1983 expenditure. Council discussed and reveiwed the recommendations of the Road Supt., and as result, were prepared to accept the recommendations as presented. Consideration of Administrative Staff employee classification was next considered with the follow- ing recommendations for re-classifications: Linda Wismer Darlene Shoebridge Kathy Richardson George Roberts Henry Neufeld 3-2 to 4-1 4-3 to 4-4 4-4 to 4-5 8-4 to 9-1 10-2 to 10-3 (tax assistant to be added to job description) (even though Clerk objected to change in time of restraint and overall staff classification) Committee of Council recommendation again to enable opportunity to reach top level by retirement. W.D.S. J. Clayden 4-2 to 4-3 Clerk also advised Committee of Council that some of the classification moves could be a problem with I.R.B. and employees involved be advised accordingly, since portion of increase may have to be re-paid. Council members Increase for 1984 was next considered and recommendation for a 5% increase resulted In: Reeve 8,925 to 9,300 Dep. Reeve 7,350 to 7,700 Councillors 6,300 to 6,600. . . . 2 IT EE OF COUNCIL MEETING - JANUARY 3 1984 The matter of Council Committees and other appointments was next considered. It was recommended that all Council Committees remain the same as in 1983 with the first person named being the Chairman of the Committee. Davie The following items which had been referred to Committee of Council for consideration. 1 ) Letter Township of Georgian Bay. Letter expresses concerns with respect to assessing of trailers located in trailer parks, SInce no revenue is presently available to the Municipality. Recommendation - It be suggested to Georgian Bay Township that the resolution should be forwarded to A.M.O. for support. 2. Proposed Policy Statement on Mineral Aggregates under the new Planning Act. Recommendation That a letter be forwarded to A.M.O. and the M.M.A.H. and request that legislation be introduced to authorize per ton rate for all material extracted and sold by licensed pit operators. Community Centres, Financial Reporting Requirements. Committee of Council recommend that as previously recommended by Committee of Council on Dec. 14, 1983 Oro Council direct the Clerk to write to all Community Hall Committees and require that each 'Treasurer' of the various Community Hall Committees submit a 1984 Budget prior to March 1, 1984 and to submit quarterly financial reports during 1984, the first being due on March 31, 1984. And also, that all Committees to advise Council of members willing to serve on the respective Hall Committees. Adjourn at 11:45 p.m. Reeve - S.C.G. Dave
