COMMITTEE OF COUNCIL MEETING
Committee of Council met this evenIng at 7:00 p.m. with the following members present;

The Reeve opened the meeting at 7:00 p.m.

Joint Manpower & Assessment Planning Committee.
Mr. D.S. White, Q.C. was present at 7:35 p.m. to discuss two items of concern of Council as follows:
Annexation
Committee of Council recommend that Oro Council not take any sides on the matter and a reply be
forwarded to Vespra Township and advise that Oro Council take no position on Bill 142.
Tax Registration 83-1, pt. Lot 39, Conc. 1
This matter had been referred to the Solicitor and as result of his letter presented last regular
meeting, Oro Council requested he attend Committee of Council meeting. Mr. White, after advising
of his communication with Solicitor for Public Trustee, Ministry of the Attorney General, suggested
the following procedure:
Crown be requested to convey a Deed to the Municipality.
Sell Property under normal Tax Sale Proceedings.
Recommend that Township proceed under normal Tax Sale after Crown present a Deed for the property.
Committee of Council recommend that the Township Solicitor and Township Treasurer proceed under
normal Tax Sale Procedure after June 1984 and upon receiving the Deed from the Crown.
Mr. William Staines and Mr. John Vokes were present at 8:00 p.m. as requested by Council to give
a report on progress of the Orillia & District Joint Manpower & Assessment Planning Committee and
presented the followng summary of action by the Committee:
-3 Questionnaires to Service Industries & Tourism.
-275 Questionnaires were forwarded requesting information on employemnt
for 1982-83-84.
Service Industries, 211 forwarded, received 146 replies. Manufacturers,
major manufacturer did not respond) Tourism, sent 28, answer from 23.

Mr. Staines and Mr. Vokes discussed the questionnaire and results from same. It was noted that
Government Agencies and School Board were to date, a no response result.

and supported by Principals of Guthrie, Shanty Bay and East Oro Public Schools.

National Federation of Canada with reference to letters forwarded, dated January 20th and
7th, 1982 requesting drawings/plans and that representative attend a meeting with Council

Letter from W.M. Salter, Architect with respect to proposed Municipal Facilities Study.
Committee of Council recommend that the Clerk and Deputy Clerk to contact W.M. Salter, Architect
on basis of proceeding with proposal as indicated in letter of March 14, 1984.

Letter from Bank of Montreal forwarding presentation of Banking Services as prepared for the
Township of Oro.
No action taken at this time, to be further considered.

Presentation of Insurance Proposal from ROMA Insurance as prepared by O.M.E. Insurance.
Clerk to contact County Administrator with regard to Consultants on
Insurance coverage.
6.
Letter from the Hon. Margaret Birch, Parliamentary Assistant to the Premier advising of pro-
gram announced that in co-operation with local governments, community organizations and indi-
viduals throughout Ontario, the government would like to honour 1,984 people this year for
their volunteerism and community services by awarding them the Bicentennial Medal. Letter
also outlines qualifications for nominations, which should be received no later than June
30, 1984.
Matter be referred to Ad Hoc Bicentennial Committee and names be considered at the second meeting
of April.

Letter from Roy Pearn, Chairman, Public Relations Committee with respect to "Skid Watson YMCA
New Building Fund" advising of promotional projects and slides available to organizations
for local fund raising.

A.M.O. re: Amendments to the Fire Departments Act - outlining A.M.O. 's position.
Left over until after Fire Committee Meeting and Committee of Council Meeting on March 28, 1984.
9.
Barrie Pipes & Drums acknowledging grant and advising that the band is going to Scotland
in August of 1984 and would be pleased to take greetings of Council to any Municipality they
may visit.
Committee of Council recommend that a letter be forwarded to Barrie Pipes & Drums and that the
Township of Oro are aware that a number of people of the Township of Oro will be going on the
Tour, and Oro Council propose to participate in some way.
10.
Clerk reported on telephone calls advising that Students were unable to get books at the
Barrie Public Library, because Contract has not been signed. Also presented copy of letter
forwarded.
Clerk to take direction to forward a letter to Barrie Public Library in response to letter from
Barrie Library Board, dated March 14, 1984 and reply from Secretary, Oro Township Library Board.
11.
Committee Reports;
W.D.S Chairman - presented a draft Budget for 1984 for the Waste Disposal Site for Committee
consideration.
Roads
Road Dept., to meet with H.P.V. Trustees.
Councillor Halfacre gave a report on the Canada Day Committee meeting held on Tuesday, March
21, 1984. Reeve Davie added to the report.
12.
Other matters to be considered by Committee of Council.
Deputy Reeve McEwen brought up matters on the Township Logo as it is to be revised.
