03 28 1984 COW Minutes . . . ... COUNCIL CHAMBERS - MARCH 28, 1984 COMMITTEE OF COUNCIL MEETING Oro Council met this evenIng at 7:00 p.m. as Committee of Council with the following members present: Reeve Deputy Reeve Councillors: S. Davie (absent J. McEwen R. Drury T. Halfacre A. Johnson due to illness) Council unanimously appointed Deputy Reeve J. McEwen as Chairman in the absence of the Reeve who telephoned that he was unable to attend due to illness, and family Doctor's suggestion that he get some complete rest. The Deputy Reeve opened the meeting at 7:10 p.m. Appointments: 7:00 p.m. 7:45 p.m. Fire Chief Ron Johnson & Wayne Erdelac (Frank Cowan Ins.) Fire Chief Ron Young was present at request of Council to review a number of items with Council for which a list had been prepared for his response. As well as amendments to By-Law as pro- posed by Burnie Walsh, representative from the Office of the Fire Marshall. Also, consideration of proposed 1984 Fire Budget. The foregoing matters had been discussed and reviewed at the Fire Committee meeting held on March 27, 1984 at the Shanty Bay Fire Hall. The Chairman of the Fire Committee, Councillor Halfacre, presented a revised Budget for a total expenditure of $153,803.10 which was reviewed with Committee of Council. The revised Budget was a reduction of $7,300.00 from earlier Budget presented. After review and consideration, Committee of Council recommended that the Budget as presented, with some changes within Fire Stations, as recommended by Fire Chief be submitted to Council for approval. Various other items were presented for discussion by the Fire Committee Chairman and the Fire Chief, without specific recommendations. Matter of Chief and Deputy Chief attending fires at the same time was brought to the attention of Committee of Council for discussion. After considerable discussion the matter was left that the Fire Committee and Fire Chief to further review this matter to eliminate duplication of attendance at Fires. The Fire Chief brought forward the matter of signs at intersections along No. 11 Highway that read east & west, when is fact the Highway runs in an easterly-westerly direction through Oro and Concession lines run north and south. Request being to write M.T.C. and ask to have the words east and west removed from the direction signs. This apparently is confusing to the Fire Department and residents, particularly, new residents. After discussion, Committee of Council made the following recommendation. . . . 10.. 2 - COMMITTEE OF COUNCIL MEETING MARCH 28, 1984 That Oro Council pass a resolution and request that the east and west ment and residents due to the fact through the Township of Oro. and write to the Ministry of Transportation and Communications signs be removed because of the confusion to the Fire Depart- that No. 11 Highway runs in an easterly-westerly direction It was brought to the attention of the Committee of Council that the proposed Budget for the Fire Department includes $800.00 for the Township of Oro to host the Mutual Aid Meeting in 1984. In view of the fact the Council will not meet again after April 2, 1984 before the meeting, a recommendation should be considered at this meeting to authorize the expenditure. Committee of Council recommend that Oro Council authorize the expenditure by the Fire Department of up to $800.00 to host the Mutual Aid Meeting, this amount being included in the proposed 1984 Budget. Mr. Wayne Erdelac, representative from Frank Cowan Insurance was present at 8:10 p.m. as well as Ron Johnston, Insurance Agent, to present proposal for 1984 Insurance coverage for the Township and premium for same. Present coverage expires May 1, 1984. Before Mr. Erdelac commenced with the proposed presentation of the 1984-85 coverage. Council asked certain questions on Fire Inspection while the Fire Chief was still present. Mr. Erdelac suggested that Municipalities should not make a practise to certify for Insurance Companies, in light of the fact that the Municipality could then be placed in an apparent responsible position. However, in any case, the township Insurance Comapny would have an obligation to cover the Municipality under Liability Insurance. Suggest when inspection forms are completed should be stamped, but not signed and if so, marked "Without Prejudice". Mr. Erdelac commenced on page 3 of his Risk Management Report - Proposal Highlights, listing summary of coverages and renewal provisions for 1984-85 term. Then followed with losses paid, page 2. Then reviewed the Special Features, page 4. Next, Page 5 - Property Summary specific limit liability items. Page 6 - Property Insurance Coverages defines, and through to page 15. On completion of the review, Council members were given the opportunity to ask questions. Deputy Reeve McEwen on behalf of Committee of Council, thanked Mr. Erdelac and Mr. Johnston for their time and presentation. Committee of Council recommend that staff reVIew both proposals and prepare a report for April 11th, Committee of Council meeting. 1) The matter of Student Reeve for the month from Grade VIII Students of Guthrie and East Oro Public School was again presented for Council's consideration and proposed Schedules for such a program according to Council's resolution at a meeting held on March 19, 1984. Committee of Council recommend that the Student Reeve of the month attend Council Meeting on the 16th of April. . . . 3 - COMMITTEE OF COUNCIL MEETING - MARCH 28, 1984 2) The Clerk reported that he had contacted the County Administrator, Duncan Green, as directed by Council at the regular meeting held on March 19, 1984 for information with respect to Consulting services on Insurance Coverage and Banking requirements. Insurance Consultant for County was Mr. Hartley from O.M.E. - which eliminated ROMA to quote on Insurance County - fee 10% of previous years Premium. Banking Study - County had not undertaken a study as such, but had obtained a copy of a study carried out by a Municipality and advised a copy could be obtained. The banking proposals be tabled until some time in May. 3) Municipal Office Facility Study. Recommendation - Clerk to reply to letter of W.M. Salter, Architect and request he proceed with reduced study for proposed Municipal facilities according to his letter of March 14, 1984 and that along with the study he prepare reocmmendations of interim changes within the present facilities of any working improvements until proposed facility changes are undertaken in the future. 4) Consideration of Grant to Orillia YMCA Building Fund. Committee of Council expressed various comments with respect to a grant suggestion that a notice be included in flyer with final tax bill regarding Council's position towards a grant and the opportunity be left with ratepayers to contribute donations as they feel able. 5) Letter from Parliamentary Assistant to Premier re: nominations of individuals to receive award of Bicentennial Medal, for their volunteerism and community service. Committee of Council recommend that an Ad Hoc Committee be established and tabled for next Committee of Council meeting. Suggested names: James Mould; Henry Neufeld Howard Campbell; Roads: lication for ide Pit Lot 23 Con. 10 Committee of Council recommend that Oro Council approve the forwarding of an application to open a Wayside Pit for material to be applied on Roads to be constructed south of No. 11 Highway. Grader rator Course Committee of Council recommend that the registration for Robert Henderson to attend the Grader Operating Upgrading Programme at Sheridan College from May 28th to May 31st, 1984 be approved as recommended by Road Committee and Road Supt., and Treasurer to forward a cheque for the registration fee. Letters from Canam Oil Services Committee of Council recommend that letters be referred to Road Committee and Road Supt. . . . - 4 - COMMITTEE OF COUNCIL MEETING - MARCH 28, 1984 letter from Orillia Township requesting resolution of being able to use the same fequency for Fire Calls as ships, was considered by Council, each members having perusal. Council consenting to Orillia Township presently used by Oro and Medonte Town- received a copy of the letter for their Committee of Council recommend that the request from Orillia Township for frequency of Fire Calls, be referred to Township Fire Chief who is to contact the Fire Chief of Orillia Township and Medonte Township Fire Chief and report back to Council. Other matters to be brought to the attention of Committee of Council. a) Any presentation or brief to be presented by Oro Township at Hydro Meeting to be held at the Twin lakes School on Arpil 5th, 1984? Committee of Council recommend that three members of Council to attend the Hydro meeting in Orillia on April 5, 1984 at Twin lakes School in Orillia and a short brief be prepared for presentation. The matter of rates for garbage collection in designated areas for 1984, were presented for Committee of Council consideration. Committee of Council recommend that increased by one dollar as follows: rate in the designated 25.00 to 26.00 45.00 to 46.00 75.00 to 76.00 areas be the garbage collection Res. fee Comm. (1) Comm. (2) Presented letter from Norman Emms, Chairman, Canada Day Committee with respect to progress made by the Committee and proposal for commemorative monument plaque and two flag poles along with artist conception of same.
