COUNCIL CHAMBERS - APRIL 3, 1984

COMMITTEE OF COUNCIL MEETING
Committee of Council met this evening at 7:30 p.m. to consider several matters relating to the
Fire Department with the representative from the Fire Marshal's Office, Mr. Bernie Walsh. And
also to further review the Township Budget for 1984.
Present for the meeting were:

The meeting opened at 7:30 p.m. Councillor Halfacre as Chairman of the Fire Committee, chaired
the meeting with Mr. Bernie Walsh.
Mr. Walsh commenced by stating that he had prepared some comments on four items related to him
by the Clerk when invited to attend a meeting:

Before responding to the 4 major questions, he advised he was prepared to answer any other ques-
tions Council members may have. He then made reference to Township of Oro By-Law No. 832 and
reviewed certain sections of the By-Law.

Reeve and Council members asked several questions in this regard and various types of remunera-
tion were presented for discussion. Council would have to weigh and make decision as to full
time or part time Fire Chief. Benefits of full time were discussed.

Mr. Walsh mentioned new Fire Code - Onto Reg. 730/81 as amended by Onto Reg. 251/83.
By-Law Amendments - as suggested the last time, Mr. Walsh attended by amending Section 4 and
by adding three subsections.
Mr. Walsh made reference that age of retirement need not necessarily be incorporated in the
By-Law - Council may incorporate if they so desire.
-Chief to recommend new members to Council (preferred age 18-35 years) medically fit - new members
to have medical recommend medical should be every two years, if not annually.
Radio Frequency - and sharing of frequency discussed.
-Sharing of frequency should be workable.
-Monitors should work to eliminate other calls, if problem should contact and discuss with
manufacturer of the Monitors.

Suggestion made that Fire Chief arrange with monitor supplier to meet with Council members at
a Committee of Council meeting to discuss problems with monitors.
Reeve Davie advised of information on JEPP (Joint Emergency Planning Programs) that are available
from Federal and Provincial Governments - which had been received - would the Fire Marshal's
Office assist in preparation of such grant applications.
Mr. Walsh replied - No.
As result of review of Township Fire Department structure, Mr. B. Walsh mentioned and referred
to Study done for the Township of Oro in 1969, completed in 1970, and advised that the Ministry
would be prepared to conduct a study again when requested by Council and presented a draft
resolution form to be forwarded when Council passed such a resolution. He also advised that
the Fire Marshal's Office would, at any time when requested, attend and assist with interviews
for applicants should this arise. The last assistance to Council in this respect was when John
Hare was hired as Fire Chief.

Several other matters were discussed with Mr. Walsh, after which the Reeve thanked Mr. Walsh
for coming and expressed Council's appreciation of being able to have him attend for questions
and clarifications of and on fire protection matters.
Before leaving, Councillor Halfacre invited Mr. B. Walsh to attend the Canada Day Celebration
on July 1, 1984. Mr. Walsh indicated that he would be pleased to attend and would try to schedule
to be present.
As result of all discussion, Committee of Council recommend that Council, by resolution, request
the Ontario Fire Marshal to conduct a Municipal Fire Protection Survey of the Township of Oro
at their earliest convenience. A copy of such resolution had been presented by Mr. B. Walsh.
Following the meeting with Mr. Walsh, Council proceeded to review the 1984 Estimated Expenditures
and Revenues following some changes by various Committees in review of the Budget as originally
proposed.
