04 03 1984 COW Minutes COUNCIL CHAMBERS - APRIL 3, 1984 . COMMITTEE OF COUNCIL MEETING Committee of Council met this evening at 7:30 p.m. to consider several matters relating to the Fire Department with the representative from the Fire Marshal's Office, Mr. Bernie Walsh. And also to further review the Township Budget for 1984. Present for the meeting were: Reeve Deputy Reeve Councillors: S. Davie J. McEwen R. Drury T. Halfacre A. Johnson Absent: The meeting opened at 7:30 p.m. Councillor Halfacre as Chairman of the Fire Committee, chaired the meeting with Mr. Bernie Walsh. Mr. Walsh commenced by stating that he had prepared some comments on four items related to him by the Clerk when invited to attend a meeting: . a) b) c) d) Chain of command. Different salary systems used in various Fire Inspections - Which are mandatory? Limit of men under a Captain. Municipalities. Before responding to the 4 major questions, he advised he was prepared to answer any other ques- tions Council members may have. He then made reference to Township of Oro By-Law No. 832 and reviewed certain sections of the By-Law. Command - By-Law No. 832 sets out chain of command 0 unc Council responsible for Fire Department & Fire trative, diciplinary, co-ordinator. Deputy Fire chief to Chief. Captains. & duties. Council and Committee Protection. Fire Chief - Adminis- assist Chief with same. District Same at Fires Chief/Deputy Chief/District Chief. of two - Chief or Deputy Chief attend all Fires. Captains respond to fire - in charge of vehicle and responsible for all operations of the equip- ment. If major fire, Chief or Deputy Chief to be responsible. -Normal conditions, Captain in charge of vehicle to get same to fire and responsible until ar- rival of his superior and his responsibility to advise as to what has taken place to that point. Part time vs full time Chief was discussed. 10. . . . 2 - OF COUNCIL MEETING - APRIL 3 1984 Reeve and Council members asked several questions in this regard and various types of remunera- tion were presented for discussion. Council would have to weigh and make decision as to full time or part time Fire Chief. Benefits of full time were discussed. ains - suggest 4-5 Volunteer Firemen, depending on hazard involved. Fire ons -Owner responsible for inspections. -Council have an obligation for inspections, particularly -Inspection fee for fire inspection not recommended. -Inspection program is recommended. -Prevention is object of Fire Protection. - Public & Commercial Buildings. Mr. Walsh mentioned new Fire Code - Onto Reg. 730/81 as amended by Onto Reg. 251/83. By-Law Amendments - as suggested the last time, Mr. Walsh attended by amending Section 4 and by adding three subsections. Mr. Walsh made reference that age of retirement need not necessarily be incorporated in the By-Law - Council may incorporate if they so desire. -Chief to recommend new members to Council (preferred age 18-35 years) medically fit - new members to have medical recommend medical should be every two years, if not annually. Radio Frequency - and sharing of frequency discussed. -Sharing of frequency should be workable. -Monitors should work to eliminate other calls, if problem should contact and discuss with manufacturer of the Monitors. -Separate frequency for different stations in the Municipality was discussed to break up for Edgar & Rugby, Shanty Bay & Hawkestone. should be able Suggestion made that Fire Chief arrange with monitor supplier to meet with Council members at a Committee of Council meeting to discuss problems with monitors. Reeve Davie advised of information on JEPP (Joint Emergency Planning Programs) that are available from Federal and Provincial Governments - which had been received - would the Fire Marshal's Office assist in preparation of such grant applications. Mr. Walsh replied - No. As result of review of Township Fire Department structure, Mr. B. Walsh mentioned and referred to Study done for the Township of Oro in 1969, completed in 1970, and advised that the Ministry would be prepared to conduct a study again when requested by Council and presented a draft resolution form to be forwarded when Council passed such a resolution. He also advised that the Fire Marshal's Office would, at any time when requested, attend and assist with interviews for applicants should this arise. The last assistance to Council in this respect was when John Hare was hired as Fire Chief. 3 COMMITTEE OF COUNCIL MEETING APRIL 3, 1984 . Several other matters were discussed with Mr. Walsh, after which the Reeve thanked Mr. Walsh for coming and expressed Council's appreciation of being able to have him attend for questions and clarifications of and on fire protection matters. Before leaving, Councillor Halfacre invited Mr. B. Walsh to attend the Canada Day Celebration on July 1, 1984. Mr. Walsh indicated that he would be pleased to attend and would try to schedule to be present. As result of all discussion, Committee of Council recommend that Council, by resolution, request the Ontario Fire Marshal to conduct a Municipal Fire Protection Survey of the Township of Oro at their earliest convenience. A copy of such resolution had been presented by Mr. B. Walsh. Following the meeting with Mr. Walsh, Council proceeded to review the 1984 Estimated Expenditures and Revenues following some changes by various Committees in review of the Budget as originally proposed. Transfer Payments Other Govt Agencies Onto Unconditional Grants Conditional Grants Municipal 35,800 2. 3. 4. 156,695 690,235 382,970 1,265,700 Amount to be levied (2,005,700 - 1,265,700) = $740,000 Being an increase over 1983 Levy of $54,680 (740,000 - 685,320) or 7.979% Committee of Council recommend that the draft Budget as presented and reviewed be presented for final approval at the next regular meeting.
