COMMITTEE OF COUNCIL MEETING
Committee of Council met this evening as scheduled with the following members present:

The Reeve opened the Committee of Council meeting at 7:05 p.m.
Appointment - Delegation headed by Leslie Saila re: Schumacher Tract - was considered at
approximately 8:05 p.m. and continued for about an hour.
1) Con. 9 - Townsh of Oro - Report of County of Simcoe Property, Protection & Refores-
trat on ces Comm ttee - Report No. 14 of the said Committee had been received by Council
on May 22, 1984. Also at this time, Council were advised by Deputy-Reeve McEwen, that Leslie
Saila would be present at the May 30th Committee of Council meeting to make a presentation on
matters of concern on the property.
Present were Leslie Saila and Peter Walsh.

Mr. Saila presented copy of petition as forwarded to Ministry of Natural Resources and further
advised of actions that have taken place on the County property each summer, relating the danger
by way of noise, broken glass, noise of rowdy parties and destruction of property by Fire. It
was also noted that private property owners of the area have placed proper signs around their
property.
Reeve advised that Council would plan an on site inspection of the area and also contact County
Property, Protection & Reforestration Services Committee Chairman.

Committee
Letter from Norman Emms, Chairman, Canada Day Committee, requesting Council's approval to make
application for a Special Occassion Permit to hold a "Beer Garden" on the evening of June 30,
1984 in conjunction with Barbeque dance Monte Carlo Nite at Oro Memorial Park, as part of
the Canada Day Program for 1984.
Committee of Council recommend that Oro Council advise the Canada Day Committee that Council
are not in favour of a Beer Garden being held in Oro Memorial Park.
Committee of Council support the application by Canada Day Committee for a Grant to erect
Commemorative Heritage Plaque at Oro Memorial Park for which the inscription shall read
"Dedicated to the People of Oro - Past, Present and Future."

Ontario Humane Soci
- Response to letter forwarded May 8, 1984.
Presented letter from Ontario Humane Society (Executive Vice-President) in response to Township
letter forwarded May 8, 1984, Deputy-Clerk, as directed by Council. Letter requests an urgent
meeting with Council, once investigation into the matter of a dog wounding incident, during an
attempt to first endeavour to catch two dogs and then electing to destroy same according to
statement of Animal Control Officer. Copy of letter presented to all members of Council as re-
quested by writer.
Committee of Council recommend that Oro Council advise Mr. Hughes that Council would be prepared
to arrange for a time at a meeting of Council upon request, following completion of his investiga-
tion.
4) Re-presented letter from Deardon & Stanton Limited as directed by Council at a meeting held
on May 22, 1984, for further reVIew and consideration of Ontario Base Mapping Program.
Committee of Council recommend that further information be obtained, if possible, as to cost
of such mapping on a smaller scale.

Oro Memorial Park

Clerk advised that Mr. Nick Pollock had advised that he would be commencing the repair of the
Cairn this week and have it completed prior to Canada Day, including the placing of the Granite
Plaque of the Centennial Council. The estimated cost quoted by Mr. Pollock being approximately
$400.00. Mr. Pollock had advised that considerable work is involved in order to stop re-occurance
of deterioration.
Committee of Council recommend that Oro Council accept the quotation of Mr. Nick Pollock to re-
pair the Kirkpatrick Cairn, be accepted.
6) Bank of Montreal re: Bank

did not call for tenders, rather that the Bank of Montreal offered to submit a proposal for
Banking Facilities and in fairness to the Township Bank, they were advised of this and in turn,
also presented a proposal. And further, that Oro Council again intend to review Banking Facilities
in September or October in 1984 as advised earlier.
7) Shanty Bay Fire Fighters proposal for Ball Park in Community property and request for
funding for fence in November, 1984.
Recommend that the matter be left until the matter has been considered by the Parks & Recreation
Committee and that the Fire Fighters Association be advised following recommendation from the
Parks & Recreation Committee.

Fire Chief Ron Young was present at 9:00 p.m. and presented copies of List of Inventory of the
Fire Department. Also discussed matter of plaques for Firemen to be presented on Canada Day.
The Fire Chief was advised to make arrangements to take the second Student Reeve, Chris Cooey,
from East Oro Public School on a tour of the Fire Department.
The Chairman of the Fire Committee, Thelma Halfacre, advised of
Mr. Robert Boyce with respect to un-tidiness of the property of
of the Fire Department burning down the cottage. The Fire Chief

Road Supt., Fred Haughton was present at 9:30 p.m. and advised that M.T.C. approval for Supple-
mentary Funds in the amount of $71,500.00.
Next he presented a proposal for purchase of a Front End Loader in conjunction with a purchase
by the Waste Disposal. By purchasing two Loaders could result in a saving of $10,000.00 on two
machines. By application of M.T.C. Subsidy the Front End Loader at a price of $53,000.00 would
leave a Township share of $22,000.00. The program would be to purchase the 2 Loaders now and
the Road Loader would not be paid until January 1985, with interest from date of purchase to
January 1985.
The matter was discussed for about 3/4 of an hour.

Committee of Council recommend that Oro Council tender for front end loader for Waste Disposal
with option in tender for price on purchase of 2 loaders at a reduced price.

Councillor Drury reported that a break-in had occurred at the Equipment Housin9 Building on
May 26th and tools were taken.
Committee of Council recommend that Oro Council request permission from the Ministry of the
Environment to burn trees, shrubs, brush, etc., at minimal interest to eliminate the filling
of the site too rapidly.
Parks & Recreation Committee
Day Camp to commence next week and it would appear that the quota for registration is presently
filled.
Parks & Recreation Committee meeting is to be held on Tuesday, June 5, 1984, site visits are
agaIn planned as well as meeting.
Committee of Council recommend that Lorenzo Mascoli is to receIve a plaque from the Township
on Canada Day for his Motto being selected for the Township of Oro - namely the "Heart of Simcoe
County."

Road Report
Saturday, May 26th Information Meeting with respect to Lakeshore Road improvement in Concession
10, it would appear that approximately 25 ratepayers attended.
Reeve gave a report on Royal Victoria Hospital meeting held last week.

Application to M.N.R. by Ratepayers of lots 52,55,56 & 57, Plan 626.
Presented letter from Township Solicitor in response to Township letter of May 9, 1984, requesting
legal position.
Committee of Council recommend that the matter be left over until further correspondence is re-
ceived from the Solicitor.
9) O.M.E. Insurance Brokers Limited under direction of ROMA Insurance Board have prepared
and are pleased to introduce a Group Benefit Program for Municipal Employees, elected and appointed
persons and Volunteer Firemen.
Clerk to further investigate the program and report to Council.

Other matters to be considered by Committee of Council for recommendation to Council.

Clerk advised that Bulletin 49 The Municipal Conflict of Interest Act, 1983 had been photo
copied and distributed to each member. Also copy of Report of Provincial/Municipal Working Com-
mittee on Open Meetings and Access to Information and recommendation. Comments of Council to
be presented after review.
11) Request from Oro District Lions Club for Council's approval to application for Monte Carlo
Night at Oro Memorial Park June 30, 1984.
Committee of Council recommend that Oro Council forward Resolution of havin9 no objection to
application for a Monte Carlo License as applied for by Oro District Lions Club.
12) Huronia Cycling Club proposal for 40 kilometre cycle from Barrie Centennial Park along
Shanty Bay Road thence along Ridge Road to turn around point between Concession 8 & 9, Township
of Oro. Purpose of letter being to obtain assurance that the route will be available on July
29th and that no construction, barricades, detours will be in effect on that date.
Committee of Council recommend that Oro Council advise the Huronia Cycling Club that Oro Council
would have no objection to the proposed cycling segement of the triatholon along the Shanty Bay
Road and Ridge Road and that no construction is anticipated along the proposed route at that
time, but would suggest the route be marked for the occassion as this is a route used by Tourists
returning from weekend at their various cottages, this being a resort area route to No. 400 High-
way. Probably O.P.P. assistance should be considered.
