COMMITTEE OF COUNCIL MEETING
Oro Council met as Committee of Council this evenin9 at 7:00 p.m., with the following members
present:

Reeve S. Davie opened the meeting at 7:00 p.m.
1.
Ontario Humane Society - presented letter from Mr.T.I. Hughes, Executive Vice-President,
advising that he would be unable to attend the Council meeting of June 18th but would make
arrangements to attend that next meeting.
Committee of Council recommend that the Clerk advise that an appointment may be arranged for
11:00 a.m. on July 3, 1984.

Clerk advised that Mr. Nick Pollock has completed repair of the Cairn and is presently wating
to place the plaque of the Centennial Council, which is to be ready by June 15th according to
Mr. Stephen Sanderson.

Report of on site visit to Lot 5, Conc. 9 (Schumacher Tract by members of Council this after-
noon, prior to meeting. And consideration of action by the County of Simcoe according to
Report No. 14 of the Property, Protection and Reforestration Services Committee.
Committee of Council recommend staff to prepare a By-Law to close to traffic, Line 9 at both
ends of unopened 9th, and that a gate be constructed at Line 9 on the north side of Bass Lake
and a fence erected for a least 50 feet from the gate - and that a letter be written to Margaret
Atwood re: fence along her property from the gate on Line 9.
After the foregoing matters have been attended to, the matter to be presented to Council.
4.
Re-presented for further reVIew, the following letters referred from meeting of Oro Council
held on June 4, 1984.
a)
City of Orillia re: 1984 School Board Levy.
Committee of Council recommend that this resolution be received with no action taken until the
proposal by the Village of Tottenham may be reviewed.
b)
Village of Tottenham regarding a proposed meeting called by the Village of Tottenham of
all Heads of Council to place pressure on the Province and School Board.
Recommend that the Reeve attend the meeting on the 27th of June at Tottenham. A staff report
to be prepared for reference at this meeting.

5.
Presented letter from Shanty Bay Fire Fighter's Association with respect to request for
Council to financially support the Association with improvement to a Ball Diamond on the
Community Park land by funding costs for Chain Link Fence along the Ridge Road. This had
been previously requested in November in 1983.
Once the Shanty Bay Firefighter's Association have advised of cost and type of fence with two
quotations, the Parks & Recreation Committee recommend to Council, the approval of payment for
same, out of Park Land funds.
George Roberts to write a letter to Fire Fighter's Association requesting them to present complete
plans and proposal for the Shanty Bay Playin9 Field.
5.
Re-presented letter from David Kirkland, Pt. Lot 15, Con. 12 (East Oro Hamlet) regardin9
provisions of Township fencing By-Law 1123, and requesting relief from Section 5(d). Staff
recommendation and report was available for presentation.
Committee of Council recommed that this be further reviewed at the next meeting of Council on
June 18, 1984.
7.
Presented a written report on the Automotive Flea Market held on June 1,2,3, 1984, as pre-
pared by the By-Law Enforcement Officer, William Ormerod, including some photographs taken
during the weekend.

Committee of Council recommend that the written report of the By-Law Enforcement Officer be filed
for reference.

Don Hanney and Mrs. Fran Hanney and Mr. Hicks, with respect to re-zoning required, should Oro
Council be prepared to have the Barrie Automotive Flea Market continue and necessary zoning re-
viewed as well as Developer's Agreement to permit the use of land for the purposes, proposed
by the Barrie Automotive Flea Market.
Mr. Hanney presented a coloured proposed plan for the Barrie Automotive Flea Market and letter
requesting Council's consideration and approval for the fall event proposed to be held on Sept.
7,8, & 9, 1984 on Lots 21 and 22, Conc~ssion 8, following the opportunity of having viewed the
Spring Flea Market held June 1,2,3, 1984. Provisions have been made for additional parking in
the gravel pit on Pt. Lot 22, Concession 9 for the Fall Event.

From concensus of opinion of Council members, it would appear that Council would have no objections
to the holding of a Fall Event by Barrie Automotive Flea Market on Lot 21 & 22, Concession 8
on September 7,8 & 9, 1984 provided that procedure for re-zoning of the property has applied
for is pursued and carried out to permit such use.

Accordingly, Committee of Council recommend that Oro Council by not having any objections to
the Barrie Automotive Flea Market Event in September 7, 8 & 9, 1984, confirm that the Fall Event
be given approval by Council, subject to the necessary Planning & Zoning Amendments required
being pursued through normal chanels without delay by the applicants.

Committee of Council recommend that members of Council attend the 1984 A.M.O. Conference as Voting
Delegates and that Registration forms be completed for each and the registration fees be prepaid
and forwarded with the Delegate Registration forms and request for accommodation be further reviewed
at meeting of Council on June 18, 1984. Also that a copy of the 1984 Resolution Book be requested
prior to the conference.

11.
Application to improve bank along shoreline of lots 52,55,56, & 57, Plan 626.
Applicants wish to be advised of Council's decision. Ministry condition that no work be
carried out between June 15th and September 15, 1984.
Clerk to contact Mr. D.S. White, Q.C. regarding letter from the Township requesting reply to
enquiries of Council and legal indications of Promenade in connection with improvements to shore
line off the Promenade.
12. Presented letter from Ministry of the Environment advising of lake Simcoe- wuchichingStategy,
Third Meeting, to be held on June 22, 1984 at the Newmarket Community Centre. letter is an invi-
tation for members of Council to attend and meet the Hon. Andy Brandt, Minister of the Environment.
Committee of Council recommend that Reeve S. Davie attend the meeting on behalf of the Township
and Clerk to advise accordingly.
13. Presented letter of complaint from Mrs. Peter Marchildon regarding neighbour's use of pro-
perty and activity in a residential area.
The By-law Enforcement Officer be instructed to attend at the property of S.C. Fraser.
14. Discontinuing of Production of landscape Stock (OlA) by Ministry of Natural Resources -
referred from meeting of Council - Clerk presented draft letter as instructed at meeting of
Council.
Draft letter as presented be forwarded.
15.
Student Reeve
Review of program and assessment.
Has Chris Cooey had tour with Fire Department.
Attended at County Council with Reeve.
Recommend that a letter be forwarded to Principal of Guthrie and East Oro School and request
they advise whether the program for Student Reeve appears suitable or would they have any comments
or recommendations for the program.

Committee of Council recommend that an on site visit be made on Monday to the W.O.S. site re:
the new sIgn.
17.
Computer Progress Report
Clerk presented written report of progress on Computer and available information at this stage.
The matter of purchasing up to three plaques from the County of Simcoe and presenting the County
with Municipal Crests or Logo was brought to Council's attention by the Reeve.
Clerk to contact the County Clerk regarding the matters of purchasing of the plaques and status
of this matter.
