06 27 1984 COW Minutes ~ . . . ~ COUNCIL CHAMBERS JUNE 27, 1984 COMMITTEE OF COUNCIL MEETING Committee of Council met this evenIng at 7:00 p.m. with the following members present: Reeve Deputy Reeve Councillors S. Davie J. McEwen R. Drury T. Halfacre A. Johnson Opening 1. Reeve S. Davie opened the meeting at 7:00 p.m. 2. Declaration of Conflict of Interest. 3. The following items were referred from Committee of Council. a) Matter of '4 x 4 Races' held at the Huronia Driftwood Restaurant Ltd., property - Pt. Lot 20, Concession 11, further to By-Law Enforcement Officer submission of written report and Planning & Zoning Administrator's review of the event with Township Solicitor and as result, the Solicitor's written comments were received. Also letter from Martin N. Rain, tenant, on Pt. Lot 21, Concession 11, being a letter opposing to the use of the Driftwood Restaurant property for 4 x 4 auto races, on lands zoned for Campground and Recreation use. Committee of Council recommend that the matter be further considered at a meeting of Council to be held on July 3, 1984. b) Application by E.R. Alexander Construction Co. Ltd., to M.N.R. for increase of tonnage extraction from licensed gravel pit on Lot 8, Concession 7 (License #777) from 30,000 ton to 250,000 ton. Clerk advised that Ainley & Associates had been contacted and the following comments were received from Ron Robinson. "That the Township may request that an agreement may be entered into between the Township of Oro and E.R. Alexander listing conditions and require- ments of the Township prior to authorization of approval for increase in tonnage of annual extraction. Also presented letter from W.D. Russell outlining avenues open to Council with respect to Agreements from Owner, Operator of the Pit. Committee of Council recommend that the matter be further considered at a meeting of Oro Council to be held on Tuesday, July 3, 1984. c) Ontario Humane Society re: Animal Control Practices. Clerk advised that Mr. T.I. Hughes had advised by telephone that he would be attending at the next meeting of Council on July 3, 1984 at 11:00 a.m. Committee of Council recommend that the appointment for 11:00 a.m. on Tuesday be scheduled as sug- gested and confirmed. . . . ... - 2 - COMMITTEE OF COUNCIL MEETING JUNE 27, 1984 d) Presented letter from County Clerk forwarding Report #13 of Roads and Transportation Committee which had been adopted without Amendment by Simcoe County Council on June 19, 1984, with respect to Highway No. 93 being designated a Heritage Highway as had been recommended by Oro Township History Committee and so indicated in letter to Warden, Simcoe County. Report indicates that the Municipalities of Barrie, Vespra, Oro, Medonte, Flos, Tiny, Tay and Penetanguishene support the project and that the History Committee of the Township of Oro be advised accordingly. Committee of Council recommend that the History Committee pursue the matter and arrange a meeting with appropriate Departments of the County of Simcoe. 4) Presented letter from Oro District Lions Club, Chairman, Oro Fest '84, requesting letter of approval of Council for the event to be held on August 18, 1984 at the Township of Oro Com- munity Arena 8:00 p.m. to 1:00 a.m. Approvals included: No objection to Special Occasion Permit - Monte Carlo Event. Committee of Council recommend that Oro Council reply to letter from Oro District Lions Club and advise that Oro Council would have no objection to Application by Oro & District Lions Club for a) Special Occasion Permit (b) Monte Carlo Event. And, that Oro District Lions Club obtain neces- sary approval and requirements for number of portable toilets and other necessary health and safety precautions. Committee of Council recommend that Oro Council by way of resolution advise the Oro District Lions Club that Oro Council have no objection to application by the Oro Lions Club for a Special Occasion Permit for the events to be carried out at the Barrie Speedway (Pt. Lot 22, Con. 8) on four separate occasion as requested by Oro District Lions Club, subject to proper controls and O.P.P. patrols as well as patrolling by members of Oro District Lions Club. 5. Presented Draft Advertisement and Job Descriptions as recommended by Arena Management Committee, for Arena Manager and Assistant Arena Manager. Committee of Council recommend that Oro Council accept the draft advertisements and same be placed ln appropriate newspapers. 5. Comments to - Report of the Flood Plain Review Committee On Flood Plain Management In Ontario as received from M.N.R. Committee of Council recommend that the report be filed for reference with no comments to be forwarded. 7. Presented copy of letter to Mr. Waters from Jim Leigh of the Hawkestone Carnival Committee. The letter is seeking approval for an open air beer garden located within the boundaries of the outdoor skating rink. Committee of Council recommend that the Hawkestone Carnival Committee be advised that Oro Council would have no objection to an application for a Special Occasion Permit by the Hawkestone Carnival Committee provided all requirements of the Health Unit and LLBO be adhered to and proper patrols are arranged for and subject to the Hawkestone Police Village Trustees having no objections. 8. Clerk report complaints received from Mrs. J. Catania, Simcoe Side Ratepayers Association and previous complaint presented to Council at the last meeting from Mrs. Coreen Boyce re- garding boat launching at foot of Blackman Avenue and also Park Lots at mouth of Creek. Committee of Council recommend that the Simcoe Side Ratepayers Association to present proposal with respect to boat launching at the foot of Blackman Avenue and Park and mouth of the Creek. 10. Committee s W.D.S. Have received the new Loader. Roads Committee - Road Committee meeting to be scheduled tentatively for Thursday, July 5, 1984. Parks ~ Recreation Committee - Chairman, Deputy Reeve McEwen presented a written report. Caution Signs indicating Horses along Road as requested by Leslie Saila. Fire ~ Buildi Committee Chairman, Thelma Halfacre brought to attention of Committee of Council, certain matters requested of the Fire Chief had not been attended to at times requested. These items were presented to Council for consideration. As result of presentation, Councillor Halfacre suggested that the duties and responsibilities of the Fire Chief be assessed by the representative of the Fire Marshal's Office during the Township Municipal Fire Protection Survey of the Township of Oro presently undertaken by the Fire Marshal's Office. Committee of Council recommend that Oro Council request the Fire Marshal's Office, who are presently carrying out a Fire Survey for the Township of Oro, also assess the performance and responsibilities of the Fire Chief and Deputy Fire Chief.
