08 15 1984 COW Minutes . . . ... COUNCIL CHAMBERS OF COUNCIL MEETING AUGUST 15 1984 Committee of Council met this evening with the following members present: Reeve Deputy Reeve Councillors: S. Davie J. McEwen R. Drury T. Halfacre A. Johnson A Ratepayer, Mr. Peter Person, owner of Lot 4, Plan 863 was present during the meeting. 1. The Reeve Opened the meeting at 7:05 p.m. Declaration of Conflict of Interest None declared. ntment at 8:00 .m. - Trustees Hawkestone Police Village & Paul Kitchen Exchange of land from Ralph Leigh for outdoor rink. Also matter of Lane on Plan 217. 2. rs referred from Meeti of Council August 7, 1984. a) - Proposals for 1985. Student Reeve This matter be brought back to Committee of Council at their first Committee of Council Meeting in October. b) Temporary repairs by Road Dept. & Report of meeting with Representa- tive from Small Craft Harbours. Shanty Bay Dock Repair Verbal Report by Deputy Reeve McEwen on meeting with the representative from Small Craft Harbours. Correspondence in this regard, repair work is to follow and copy of any such correspondence is to be forwarded to Shanty Bay Ratepayers Association. 3) Clerk-Treasurer/Administrator advised that in accordance with resolution of Council at a Meeting held on August 7, 1984, the 57 applications for Receptionist/Typist, the list of applications had been short listed to 7. Six of the applicants were interviewed and given a typing test on Monday, August 13th. The seventh one advised on Monday noon, that she had accepted a position that date. Copy of letter to Mr. Ron Moffatt forwarded by Deputy Clerk & Planning Administrator as directed by the Reeve. The matter to be received as an informational item. 7) livestock Valuers - amendment to Regulations Clerk advised that as a result of complaint from Jack Anderson and telephone call from representative of the executive of the Sheep Growers Association, a' copy of the amendment to Regulations made under the Dog licensing Act had been forwarded to the Township live Stock Valuers, Bruce Anderson and Ernest Bidwell. Letter and report be received and Committee of Council recommend that Clerk respond to letter of Mr. Anderson. 8) Tentative Date for O.P.A. & l.B. Amendment - Public Meeting a) b) c) d) Windfield Development (Ucci) Kennedy Schiele Barrie Flea Market Suggested date Tuesday, Sept. 25, 1984 7:00 p.m. ~ Hour per application - meeting to be held in the Council Chambers. Committee Meetings - 2nd & 4th Thursdays of each month 7:00 p.m. 9) at Memorial Park - repairs by Nick Pollock Estimated cost $400.00 Because of additional time required due to all mortor lines having to be repaired, would request Council authorize an additional $100.00. Committee of Council recommend that account be approved for payment for the additional $100.00 when same is received from Mr. Nick Pollock. 10) Trimming & Prunning of Flowering Crab Tree at Township Office Don McArthur advised that the Horticultural Society is looking into the matter of Prunning the tree telephone call report presented. Verbal Report of Clerk advising of proposal by Oro Township Horticultural Society accepted as satisfactory. Trustees H.P.V. and Paul Kitchen, O.L.S. with respect to exchange of property to outddor rink of approximately 2 acres plus, for a reserve for a future Road Allowance to the property. Mr. Kitchen explained the proposal by presenting a plan showing the lands involved. Committee of Council recommend that this matter be referred to Parks & Recreation Committee for recommendation. J . . . ~ 4 COMMITTEE OF COUNCIL MEETING - AUGUST 15, 1984 Mr. Ralph Leigh next presented the concern of the lane between the Main Street and Allen Street on Plan 217. Mr. Leigh was advised that the Trustees should meet with the property owners affected and also attend at Registry Office as to whether the Lane has been registered as shown dedicated on Plan 217. 11 ) Report on Allocation of Bicentennial Grant -Oro Lions Club have been contacted to submit a report and breakdown on use of funds. -Canada Day Committee have submitted report. -Oro Horticultural Society have submitted report. -St. Thomas Anglican Church have submitted a report. -Knox Church report on use of funds, on file. Matter tabled until all reports have been received. 12) Committee s Road Committee - Recommendation that the A.C. Tractor & Loader be advertised for sale. Clerk & Road Superintendent to bring in a report on closing of Line 9 to vehicular traffic. Contractor has moved in to crush gravel and the gravel has been applied to the 11th line south from 15/16 Side Road. Suggestion was made that a sign be placed at the Township Road Dept. to designate same. W.D.S. - Waste Disposal Supt. on holidays - Fred Salisbury has operated the Land Fill Site during this time. Arena Management Committee - The applications for Arena Manager and Assistant Arena Manager have been short listed and the Arena Management Committee, after its next meetin9, will be making recommendations to Council. Radio System for Roads & Fire combination would appear costly. Fire Committee Hawkestone Fire Department have replaced the vacancies for two volunteer Firemen. creation Committee -Large Agenda for August 16, 1984. -Spot Tour of various areas in the Township - Shanty Bay Ball Diamond, Day Camp, and other areas. -Separate Committees will be bringing in reports. 13) Other matters to be brought to the attention of Committee of Council. a) Consideration to pass accounts at second meeting of Council to fit Computer entry. Accounts to be paid on the second meeting of the Month. Council Meeti s Committee Meetings are to be held on the 2nd and 4th Thursday of each Month, unless otherwise noti fied. President and response from Minister of MMAH regarding same. Conference Program Update. Pre-eminent Resolutions Debate to A.M.O. Annual Conference. Membership fees. Copies of same presented to each member of Council. Clerk advised that the By-Law Enforcement Officer had verbally advised that he had attended at the site of a complaint with respect to Lot 5, Plan 863 and Block X, Plan 902, regarding use of Boat House which is alleged to have been converted for overnight use. The owner, Paul Corson had been contacted and that Jerry Bruce of S.C.D.H.U. has also been contaced.
