COMMITTEE OF COUNCIL MEETING
Committee of Council met this evening at 7:00 p.m. with the following members present:

Letter from D.S. White, Q.C. along with copy of Plan I showing Roads -
Open Roads Roads not opened and Roads that have been closed either by
By-law or Judge's Order. As well as one exception that portion of
Monk Street located in Block 'G" between Penetang and Colborne Street.
Clerk advised that the Roads Department are preparing a copy of the Plan
since the Solicitors has requested return of the original copy until
the matter is completed.

Committee of Council recommend that Mr. Monteith be advised of the Solicitor's
Report to Oro Council and a copy of the Plan as prepared by D.S. White, Q.C. be
forwarded to him as well as to Dr. H. Stauffert, Mr. Smith, Irene Emery, Georgian
Drive Association and Ratepayers Association Plan 1069 and the Solicitor be
advised that meeting with Township Planning Consultants be placed on hold, should
any proposals for the subject property be presented to Council.

Presented letter from D.S. White, Q.C. with respect to E~ Lot 37, Conc.
1, presently vested to the Township of Oro through Tax Registration
process. Because the property has not been sold, as follow up under
Tax Registration nor has a By-law been passed by the Township to designate
the property for specific use by the Township of Oro an interested party
may redeem same by paying all arrears of taxes and costs involved for Tax
Registration process.

Committee of Council recommend that Township Solicitor be instructed to forward the
relevant documents on his file to Solicitor for Coopers Lybrand.

Presented letter from E. Ross Whiteside, Warden, County of Simcoe with
respect to Report No. 14 of the Agriculture Planning and Development
Committee regarding designation of No. 93 Highway as a Heritage Road.
The Warden's letter is a request for Oro Township Council to appoint a
representative to be a member of the Township of Oro Historical Committee.
Committee of Council recommend that the letter be referred to Oro Township History
Committee for recommendation to Council of a representative to be appointed to the
County Ad Hoc Committee.

Presented a letter to Reeve Stephen Davie, marked personal and confidential
from Mrs. M. Fenton, owner of Lot 33, Plan 807. Letter requests Council's
view with respect to Block "0", Plan 807.
Committee of Council recommend that Staff reply and provide the necessary information
requested.
Fire Chief, Ronald Young was present at 7:30 p.m. to present his report for the
period from August 22nd to September 30, 1984. A copy of the written report had
been presented to all members of Council.
Several items of the report were discussed by Committee of Council along with
questions asked of the Fire Chief by the Fire Committee Chairman and Members of
Council.
The matter of placing an automatic transmission in tanker truck at Edgar Fire
Department, the present manual transmission must necessarily be replaced.
Ron Young next brought to the attention of Committee of Council the matter of a
By-law to appoint members to Shanty Bay Community Centre, and amending By-law
No. 882. This was referred to Parks & Recreation Committee.

Presented draft copy of a By-law to amend the Township of Oro Employment
Benefits and Income Protection Plan By-law No. 1220/80.
Amendment being to add an Employee Retirement Policy as well as effective
date for employees to contribute to Pension Plan O.M.E.R.S. In accordance
with O.M.E.R.S. conditions every probationary and permanent employee shall
as a condition of employment join the Basic O.M.E.R.S. Plan on the date of
commencement of employment.
Committee of Council recommend that Draft By-law be presented for enactment at
October 15, 1984 Council Meeting.

Presented letter from "The Simcoe County Taxpayers" Protective Association
signed by H.K. Edward, Secretary of the Association with respect to
Education Taxes. Letter being as a follow up of meeting of the organization
held on September 13, 1984.

Memorandum from the Hon. Claude Bennett, Minister, M.M.A.H. to all Heads
of Council Re: Local Government Week.
Committee of Council recommend that the letter be placed under correspondence for
the next regular meeting.

Presented letter from Ministry of Tourism and Recreation, Murray G.
Minshall, Recreation Consultant, Barrie Field Services Division, forwarding
copy of proposed Provincial Policy entitled "A Framework for Community
Recreation Services"and advising of a meeting to be held on Tuesday,
October 23, 1984 from 1:30 p.m. to 4:00 p.m. at the County of Simcoe
Recreation Centre. At this meeting, the Barrie Consulting Staff will
provide information and clarification of the document. An invitation
is extended to the Reeve or appropriate Staff representative from the
Municipality.
Committee of Council recommend that the letter and Policy be referred to Parks ~
Recreation Committee.

Pins be taken by Council to the Pot Luck Supper for presentation.

Presented letter from Molnar Systems Group which did not reach the office in
time for Staff meeting on Status Report computerized system, also attended by
Auditors at last Committee of Council Meeting. And letter confirming price of
Letter Quality 33 Character per second Printer (Word Processing Printer complete
with BI-Directional Tractor Feed at $5293.00 plus Provincial Sales Tax.
Monthly maintenance is $32.00. Delivery being 30-45 days from date of order.
Committee of Council recommend that the Word Processor and additional 4 port units
be ordered for delivery at the beginning of January, 1985.

Other Matters For Consideration of Committee of Council
(a)
Report on Fork Life Garbage container at south end of Bass Lake Town
Line - Oro and Orillia, Plan 794, as verbally related by Denis Gallant
of McLellan Disposal (Garbage Collection Contractor).
Clerk's report be received.
(b)
Report from Mr. N. Hughes, Ministry of the Environment in response to
complaint to M.O.E. of garbage dumped in North East corner of Township
property after the Oro Fair. Mr. Hughes requests that Oro Agricultural
Society be forwarded a letter regarding same, advising that since com-
plaint had been received and M.O.E. time involved, a reoccurrance of
the dumping in the future could result in a fire, due the same practice
having taken place a year ago, which was cleared up by the Township
Road Dept. Oro Agricultural Society have cleaned the garbage from the
area. Clerk reported that he had requested same through the Secretary.
Committee of Council recommend a letter be forwarded to the Oro Agricultural
Society to advise of complaint received by Ministry of the Environment, which had
to be acted upon by the Ministry and that since it had occurred for the second year
in sucession, the Executive of the Oro Horticultural Society instruct the Director
in'charge of the clean up after the fair that the garbage collected be taken to
the Waste Disposal Site.
(c)
Clerk advised that the Auditors had advised that they would continue to
monitor the computer system a little further for the $2500.00 fee under
BACPAC. Will continue to work with Staff as to progress and review of
same - more time coming to the Municipality under BACPAC fee.
Clerk's report be received.

Professional Janitorial Services had been contacted and quotations have
been or will be received for cleaning of the Township Office.
Committee of Council recommend that Industrial Cleaners for cleaning of the
Township Office be programmed at the earliest date.

Presented letter from Skelton, Brumwell and Associates Ltd. with respect to
lapsing of Draft approval for Guthrie Plains Subdivision (Estate of Melville
Hastings) File No. 43T-25103. Requesting resolution of Council to extend
Draft approval for one year from November 18, 1984.
Committee of Council recommend that the Estate of Melville Hastings and their
Consultants, Skelton, Br~well ~ Associates be requested to attend the next
Committee of Council meeting on October 25, 1984.

Committee of Council recommended this be further reviewed at the next
Committee of Council meeting.

Letter from Douglas S. Christie with respect to Fencing By-law, was presented
for comment.
Committee of Council recommend that Mr. D.S. Christie be requested to prepare a
Draft Fence By-law as suggested in his letter of October 11, 1984 for Council's
review at the next Committee of Council meeting to be held on October 25, 1984.
Clerk reported on complaints received with respect to dumping of fill and other
materials on property of Don Campbell, pt. W. pt. Lot 26, Cone. 5.
Committee of Council recommend that a letter be written to Don Campbell and advise
that from complaints received it is suggested that the property upon which fill
is being deposited should be controlled. Firstly by type of fill allowed to be
deposited and a sign posted that only clean fill is accepted.
